25 public officers complete Incident Command Systems training
Facilitated by the Virgin Islands Public Service Learning Institute (VIPSLI), and led by Mr Peter C. Burgess, Regional Trainer from the Pan American Health Organisation (PAHO) and the World Health Organisation (WHO), the training was designed to introduce participants to the concepts and principles of the Incident Command System (ICS), an internationally recognised framework used to coordinate emergency response operations and manage incidents of varying scale and complexity.
The officers, from the Department of Immigration, His Majesty’s Prison, BVI Airports Authority, Department of Disaster Management, Virgin Islands Fire and Rescue Service, His Majesty’s Customs, BVI Ports Authority, and Royal Virgin Islands Police Force, participated in the programme from April 27 to 29, 2026.
Their diligence reflects a high standard of service- VIPSLI Director
The programme combined theoretical instruction with practical exercises, allowing participants to apply the knowledge and techniques learned in simulated environments.
Director of the Virgin Islands Public Service Learning Institute, Dr Connie E. George said, “The diligence demonstrated by these officers throughout this programme reflects the high standard of service we continue to cultivate across the Public Sector.”
The hands-on approach of this course, she added, ensured that officers not only absorbed the information presented but also enhanced the practical skills necessary to respond effectively to a wide range of emergencies they may encounter.
“As emergency response practices continue to evolve, it is imperative that our officers remain equipped with the most current knowledge and skills necessary to effectively respond to incidents and protect the communities they serve.”
The twenty-five public officers who completed the course were presented with certificates valid for a period of three years. They are Angeline Stevens, Avery Malone, Cleve Davis, Clifford Frith, Clinton Romney, Dinsley Samuel, Gilbert Charles, Jamal Mickle, James Seaman, Jennifer King-Grate, Jeremy Tuckett, Julanie Jack, Kambi Brathwaite, Kenroy Matthias, Kesena Okoro, Kristal Collins, Marlon Mullings, Phil Dasilva, Rawlston Williams, Rikejah Fahie, Sean McCall, Shaday Peters, Shaun Mactavious, Shelby Bailey-Frazer, and Vickaycee Winter.
Mr Burgess also facilitated the Emergency Care and Treatment (ECAT) Advanced First Aid Training Course, in which 46 law enforcement officers were trained from April 13 to 24, 2026.
