2023 Elections Result: VIP wins 6 seats but VI will have a coalition Gov't

-Full results include NDP-3 seats, PVIM-3 seats & PU-1 seat

ROAD TOWN, Tortola, VI- The Virgin Islands is looking at a possible coalition government, after the results of the general elections on Monday, April 24, 2023, saw no clear winner.

Polls were opened at 6:00 AM and closed at 6:00 PM, with over 16,000 people eligible to vote.

After the tabulating of ballots at the Multi-Purpose Sports Complex; however, the Virgin Islands Party (VIP) had 6 seats. The National Democratic Party (NDP) and Progressive Virgin Islands Movement (PVIM) took 3 seats each and Progressives United (PU) had one seat.  

With at least 7 seats needed to have the majority in the House of Assembly, the tie-breaker may lie with Progressives United, which has its lone seat won by its Chairman Julian Fraser RA in the Third District.

Below is the full breakdown of the final tabulation of votes in the Elections: 

District 1

VIP - Dr Karl Dawson  – 452 (winner)

In District 1, Dr Karl Dawson emerged as the winner over Chad C. George and Sylvia C. Moses-Romney in the district traditionally won by VIP. 

District 2

PVIM - Melvin M. Turnbull – 560 (Winner)

Incumbent Melvin M. Turnbull has retained his seat against Troy E. Christopher's 303 and Marieta L. Flax-Headley's 116 votes to return for the second time under the PVIM.  

District 3

PU - Julian Fraser RA – 459 (Winner)

In District 3, Aaron F. Parillon's 347 and Kevin O.J Smith's 186 votes were no match for the incumbent Hon Julian Fraser RA and his stronghold District 3 with 459 votes despite a close call from NDP's Parillon.  

District 4

VIP - Luce D. Hodge-Smith – 322 (Winner)

In District 4, VIP's Luce D. Hodge-Smith emerged victorious over the NDP's Sandy M. Harrigan-Underhill who had 285 votes, Ian S. Smith with 145 votes, and Rosita Scatliffe-Thompson with just 12 votes. 

District 5

VIP-  Kye M. Rymer – 840 (Winner)

In District 5, incumbent Hon Kye M. Rymer received more than double the votes of his only opponent Marvin E. Blyden of the PVIM who received just 342 votes to effectively hand the D5 seat to Hon Rymer.

District 6

NDP - Myron V. Walwyn – 735 (Winner)

In District 6, it was a big upset loss for the VIP with the controversial Myron V. Walwyn ousting 3-termer Alvera Maduro-Caines with 419 votes.

District 7

VIP - Natalio D. Wheatley – 487 (Winner)

Over in the 7th District, Incumbent Dr the Hon Natalio D. Wheatley defeated Perline R. Scatliffe-Leonard with 367 votes to return to the House once more. 

District 8

NDP - Marlon A. Penn – 885 (Winner)

In District 8, long-time legislator Hon Marlon A. Penn has won for the fourth time, defeating VIP's L. Allen Wheatley (319 votes). 

District 9

VIP - Vincent O. Wheatley – 491 (Winner)

Hon Vincent O. Wheatley has retained his seat in the Ninth District to defeat former VIP At-Large legislator Shereen D. Flax-Charles with 239 votes, Coy W. Levens with 415, and Vernon E. Vanterpool with 31 votes.

At Large

PVIM - Stacy Mather aka 'Buddha'– 3617 

NDP - Lorna G. Smith – 3578 

VIP- Sharie B. de Castro - 3471 

PVIM - Ronnie W. Skelton- 3332 

In the At Large contest, the VIP casualties were Carvin Malone and Neville A. Smith, who did not retain their seats. PVIM’s Stacy Mather was the highest vote-getter with 3617 votes, followed by Lorna G. Smith of NDP with 3578 votes.

To round off the At Large seats, Sharie B. de Castro garnered 3471 votes while Ronnie W. Skelton came over the line with 3332 votes.

    Hey. Fraser for Premier. How all of you who don’t want to be a member of his Party like this? Yea, he holds the balance of power.       Neither NDP1/2 nor VIP will accept Fraser as Premier. Mitch might try to jump to VIP for a deputy spot, but VIP won't accept that either.

      Maybe the VIP will call Budha and try to work out something with him. But if there is a stalemate, the Governor could select Natalio. Either way, it's looking like a VIP government (without Fraser).

Figures from 2019 election 1,5,7,9 and 4 at-large. 2023 results 1,4,5,7,9 and 1 at-large that can’t be called strong and please note the turn out was very disappointing so if there was strong then the turnout should have been higher. Also remember district 6 former rep was voted in As a member of the NDP and cross the floor. I would say that the VIP didn’t do enough ground work in the districts within the 4 years

    This is interesting to watch if Mitch will work with Myron. Or if Mitch will work with Lorna. Or if Myron will work with Mitch. Or if Marlon will work with Ronnie. Or if Fraser will work with any of them unless he is Premier. Or will Marlon take a back seat. Or will they give Myron a Ministry seeing he is under an investigation as well as others. Or will Ronnie work with Lorna. Will Mather be allowed to be a factor?

    In an earlier post I predicted that the Premier's lack of courage in clearly vindicating Hon V Wheatley and Hon. C Malone would cost him and indeed it did. The voters sent a clear message by voting for Walwyn in the 6th that there is at least some doubt about the intentions and motivations of the COI , yet this Premier was at best tentative in his endorsement of both Hon V Wheatley and Hon C Malone ; and that action has now possibly cost him his Premiership . He acted more like a District Representative than the Leader of the Party .
    His heart seemed to be with the Unity Party a coalition that he put together rather than the VIP a party that he came to . Very little support on the District level and a feeling of every man for themselves.

    The NDP ran as two separate parties to fool the people into putting them back in power. Mattie’s is the only one that wasn’t there before. Lorna was the premier not her husband. I’m no VIP fan, but I believe that NDP will do the Governor’s bidding. As for Fraser, good luck.The voters that stayed home had insights into what the NDP’s plans were. God save the BVI.

    The governor should not allowed them to form a coalition. Vip work hard, had 13 candidates and these unfair party who could not form one party not two but three wants to overthrow VIP who stay together except for flax. She was still there in the unity they didn't treat her bad. It's unfair if they do a coalition I hope they don't fight among themselves and we might have a bielection soon too

    The word on the street is that an agreement has been reached between NDP and PVIM with Ronnie being Premier and Marlon being Deputy Premier. However, it is rumored that J. Fraser aka Liberator is angling/demanding to be Premier or no deal. The liberator holds the trump card and is leveraging his position, for no government can be formed without him. He is not the only play or king maker though. It is also rumored that Lorna Smith, the former First Lady, is making a play for Premier. VIP is also a player and can cut a deal to form the government. Moreover Fraser’s play is not new and has been done in the past. Former Chief Minister Willard Wheatley, an independent candidate, leveraged his position into becoming Chief Minister in 1971 under the United Party. He did it again in 78/79 under the VIP. Former Chief Minister C.B . Romney also leverage his position into becoming Chief Minister under the United Party. Let’s be honest Fraser is a veteran, long-serving elected member and the clock is ticking. And this may be his last opportunity to becoming Premier, joining the list elitist list of BVI leaders. He is playing the hand that he is dealt. However, he is not the only one with the leveraging power though. Any one member can play hard ball. Some may label the Liberator’s move as self-fish, but everyone act in their own self-interest. Ronnie and Marlon acted in their self-interest, splitting up the spoils. This is a chess game being played so who will checkmate whom and if no one is willing to compromise and put pride, ego aside, it will be a draw. And the possibility of the governor choosing a leader/Premier. I said it was Fraser’s last chance to be Premier. Well, it is also Ronnie’s and Lorna’s. Marlon and Walwyn got time.     Can we see Malon and Mitch going with VIP as in the unity Gov to form the Gov? They would keep their ministry and BVI move on with a BVI Gov?

    Let us see where this goes. Imagine the NDP, PVIM and PU join hands but not hearts because who will back down to let the other be Premier? You have Ronnie, Walwyn, Frazar, Malon and even Mitch wanting to be Premier. Dont count Lorna out, she too can wake up and decide she should be Premier. OMG!!! what a thing to tell the King.

    People, there can only be ONE Premier, yes only one. Then who will it be??? Governor is waiting, England is waiting and of course, we the people are waiting.

    It is my hope, that Showanday will wake up, if he is not up yet and do the right thing for the love of country. Frazar was born and breed in VIP, now might be his time to take the helm, bring him back home to where he belongs, with VIP. Offer him Premier, Showanday was already Deputy Premier, this should be no rocket science, go back to being Deputy and let the country roll on. BAM! Bam! Bam!!!!! VIP All the way!!! Come VIP, lets move on!! Halleluia

    If Frazer does not join the VIP and joins the PVIM & NDP I will never see him in the same light, prideful and dirty. However; I think the VIP should go to Mate, or Penn; bring it home clean. Do not take anybody that is prideful, backstabbing, and under investigation. VIP pull up your socks and pants and do the thing.

    Anyone notice that three of the districts carried more total votes for opponents than for the winner? That is, winning with less than 50% of the vote...

    2nd - Fraser had 74 fewer votes than his 2 opponents totalled.
    4th - Hodge-Smith collected 120 fewer votes than her three opponents totalled together.
    9th - Wheatley had 194 fewer total votes than his collective opposition mustered together.

    The latter two mean not exactly a "strong" showing for the VIP.

    What you should really be sorry about is that you prophelied that a woman would immerge as the first Woman Premier, Where and who is she? Nor Lorna for sure.

    You also prphelied that Walwyn should run at large and that Alvera would whip him, well where is Myron and where is Alvera?

    Go back to your Bible and read what qualifies a true prophet, his prophecy must come to pass. Otherwise he will be classified as a lying prophet which is what your are now classified as. Shame!, Shame! Shame!!! What a thing to tell the King.
