ROAD TOWN, Tortola, VI- Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) has revealed that two separate investment payments were made in 2022 in the controversial financial institution Delta Capital Partners Limited in Jamaica.

At a press conference on July 24, 2026, Premier Wheatley disclosed that a total of $2.5 million was invested in the company, but did not disclose when. 

The investment into Delta Capital Partners Limited, according to the Premier, was made by former Accountant General Arnold J. Ainsley, who is no longer in the Virgin Islands. 

Payments made almost 4 years ago

Premier Wheatley said the transaction was made “outside of my knowledge and approval” during an address to the nation on July 30, 2026.

Our news centre reached out to the Premier directly for clarification on when the investment payments were made. 

“There was a payment of 1 million dollars made in July 2022 and a payment of 1.5 million dollars in November 2022.”

Dr Wheatley added, “I became aware of it on April 29th 2026.” With these dates revealed, the funds were invested in the company almost four years ago. 

During the address to the nation, he explained that the proper procedure was not followed before the investment was made. This matter is being investigated by the Financial Investigation Agency (FIA). The Premier also requested that the Internal Audit Department conduct investigations. 

Delta Capital Partners under investigation

Delta Capital Partners has been described as a leading Caribbean private equity firm focused on raising and placing strategic capital for unique off-market deals. 

“We are the beacon for the most sought-after strategic deals in the region and work hand in hand with our partners to successfully finance and help grow businesses to new levels,” the company's LinkedIn profile reads. The official website, thedeltaeffect.com, is no longer operational. 

According to Jamaican news entities, the company is facing serious legal action in Jamaica as part of the ongoing investigation into the collapse of Stocks & Securities Limited (SSL), a wealth management and brokerage firm in Kingston, Jamaica. The collapse occurred following a multi-billion-dollar fraud scandal.

Detla Capital Partners is facing charges for breaches of laws, including the Securities Act, the Bank of Jamaica Act, and the Banking Services Act.

The charges were filed in December 2025.
