2 COVID-19 positive persons to face charges for breaking quarantine

-16 contact traced; Health Minister looking to increase fines to $10K

DUFF’S BOTTOM, Tortola, VI – Minister for Health and Social Development, Hon Carvin Malone (AL) has said two persons who violated COVID-19 quarantine and tested positive for the virus are being questioned by the Royal Virgin Islands Police Force (RVIPF) and could face charges for the infraction.

The news comes as the territory has so far confirmed 9 new imported cases of the virus as of December 15, 2020, since the December 1, 2020, tourism re-opening; bringing the total positive cases in the Virgin Islands to 83, with 73 recoveries and 1 death to date.

According to Hon Malone, speaking at the Third Session of the Fourth House of Assembly (HoA) held at Save the Seed Energy Centre in Duff's Bottom, Tortola, on Tuesday, December 15, 2020, said: “We have some folks who are just… they would not adhere to the quarantine protocols so, as I mentioned before, we are going to seek to raise it [penalties] to $5000, but I got to get the nod from the Premier and then from Cabinet if we can’t move it to $10,000."

Hon Malone continued, “Because it will cost us in order for us to continue to contact trace and to do all of what we need to put in place… so then persons will know that we are serious about this,” he said.

Premier and Minister of Finance, Hon Andrew A. Fahie (R1) said that while Government knew there would be increased risks with the opening of the borders, safety nets are in place and so far there is no evidence of community spread of the virus from the rogue individuals.

“It’s not good to know one of them left the quarantine area and went somewhere, but the good part so far… is that of the 16 persons that have been contact traced… all of them come out to have been negative,” he said.

Hon Fahie indicated that that with just a few more persons left to locate, the hope is that they all test negative for the virus and thus, preserve the health and safety of those in the territory.

Maximum $1000 fine currently on books 

Currently, according to the gazetted regulations, “A person who tampers with or damages a geofencing device [tracking bracelet], shall be issued a fixed penalty notice by the relevant authorised officer and be required to pay a fine of one hundred and twenty-five dollars ($125).”

The fine is set to up to $1000 for those who contravene other protocols or guidelines of the COVID-19 regulations, such as breaking quarantine, which the administration is seeking to raise to $10,000.

    Again.... I am RUNNING to the supermarket to fully stock my pantry. Staying as far away from people as I can until this crap is over. These people get me so freaking angry. We were here safe and here these stupid people come, breaking quarantine to infect us all. I will beat the supermarket rush because I feel we will soon have another lockdown because of these irresponsible moronic SWINE!!!

No matter how they flounce up, visitor and expat resident the BVI has what they want and it is time that every BVIslander recognize the value of our product and stop cheapening it. The country is not ready because the countries that these visitors are coming from are not ready, nor are they taking this pandemic seriously. When the numbers start falling, that is when you open because you can clearly see they are understanding what they are dealing with and doing something about it. Anything else is caca bef and a burden on the tax payer of a very, very, tiny island nation.

      99.5% survival rate is pretty good, until you’re one of the 0.5% that don’t. That would represent about 150 people in the VIs. You good with being one of them? Or, maybe being mildly ill but passing it on to your elders who die from it? In the US, 0.5% amounts to 1.5 million people (more than the population of about 11 states). Not exactly triffling.

    We have rules that apply only in some cases:

    There’s a video of an incident and the Police Station today where one officer had his mask over his mouth with nose exposed threatening to arrest the person taping but he need fining himself.

    Another officer in the same incident had off her mask completely while speaking to the person taping and none of the officers were 6 ft apart.

    You have carollers going into banks and establishments (15 or more at a time) singing without masks and not 6 ft apart but people must stand outside in a line waiting to get in the bank.

    We have a news reporter interviewing others while not wearing and a mask and asking them to remove theirs and still not 6 ft apart and would turn around with the B** S**** about others violating quarantine.

    Hypocrisy.

Government should have already had stiffer penalties in place and a contingency plan for keeping these people in quarantine fully knowing how inconsiderate some of these individuals are might as well lock out all tourists until the BVI's populace is vaccinated because you could already see where this is headed.

    A man in Italy broke out of quarantine for 8 seconds after having an argument with his wife. That 8 seconds for breaking quarantine he was slapped with a $3,550 dollar fine. GERMANY IS CLOSING DOWN THE WHOLE COTY FOR CHRISTMAS BECAUSE PEOPLE FAIL TO ADHERE TO THE RULES.

    The people who have been contact traced, my question is are they also required to go into 4-day quarantine and to wear the bracelet and get the phone app at the expense of the idiots who broke quarantine because we know, if the thing happened on Friday and Monday, then they would only start seeing positive results from between wednesday and Saturday coming.     so the 16 are negative TODAY , will you retest them 9 days time? Why are they not in quarantine for the initail phase of the virus and retested.
    What is the point of the bracelets if you only check them once a cse is positive? Why is there no alert system on them when people go out of the zones?
    I bet if you checked all the bracelets not just the ones that come back as positive you wpould find out how poorly people follow protocols when they are out of sight, out of mind.

    If you know that you have the virus and go out, the punishment should be more severe. What if you spread it to someone and it becomes fatal? It’s no different than someone who is HIV+ having unprotected sex and passing on the virus. They’ve made a conscious decision to risk others. A fine is not enough.
