$1.5M contract signed for Sea Cows Bay road paving

ROAD TOWN, Tortola, VI- A $1.5M contract for the paving of the Sea Cows Bay road has been signed between the Government of the Virgin Islands (VI) and E & K Trucking & Construction.

The contract, signed on Friday, January 16, 2026, is for the paving of approximately eight thousand linear feet of road in Sea Cows Bay, for a total of one million, five hundred and forty-five thousand, four hundred and sixteen dollars and twenty-nine cents ($1,545,416.29). 

Minister for Communications and Works Hon Kye M. Rymer (R5) said the project went through the tendering process. 

Scope of works

The project includes the reconstruction of sidewalks, the construction of new slipper drains and curb walls, the complete demolition of the existing concrete and asphalt road surface, excavation work, and the supply and compaction of new subbase and base material.

The project is expected to be completed within three months.

“This is our preparatory work in terms of making sure that the road is a properly constructed road that we expect to last for an extended period of time,” Hon Rymr said. 

He commended the previous work of E & K Trucking & Construction, saying, “You work with efficiency, and we look forward to having this job completed on time and on budget. We look forward to the commencement of these works, and this would bring an ease to the motoring public that traverses the area.”

Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) said the road has been complained about over several months, especially since the asphalt was removed. 

He said the project has been a long time coming, and the people of the western end of Tortola should be very pleased with its commencement. 

“We will have a much smoother ride once these works are completed and the road is asphalted.”

Public partnership needed 

Director of E & K Trucking & Construction Services, Mr Enos Z. Aaron, thanked the Government for awarding his company the contract. He urged the public’s cooperation when the works begin to ensure the smooth flow of traffic. 

“We would like to let the public know that this is a road that needs to be done, and also to work with us, and we will work with you all in the best way. We would have all the signs and all the necessary things that we need to have out there to make the traffic flow frequently.”

      Does this make sense, did we not just sign a 14million dollar contract to fix the road from westend to Roadtown, or does seacows bay not exist between the two entities and is connected via the same road can someone explain what is happening.

        You are right if the previous was from west end ferry dick to road ferry dock why would another one needed to signed for someone else to do the same job or part of the job .Wake up people

    You’ll need to stop wasting money paving these roads it’s not worth it. After just three days of heavy rain, the tar starts coming up. Instead, the roads should be done in concrete, which lasts much longer. Just my opinion.

      This raises a fair planning and value for money question. Sea Cows Bay sits on the Road Town to West End corridor, yet it is now the subject of a separate $1.5M contract after a $14M contract was already awarded for the same route. If this section was intentionally excluded from the larger contract due to different scope, that should be clearly explained. Without that clarity, it gives the appearance of fragmented planning and weak coordination, and understandably leads the public to question whether taxpayers are paying twice for the same stretch of road.

    Weren't a contract signed with the Smith boy from SCB who built the Waiting Center at Trellis Bay about a year or two to fix this same road?

    I was informed that the contract winner to complete the 14 million dollars road said that he was not putting down any asphalt until the sides of the roads are prepared properly and that’s the reason for the other contract of 1.5 millions. Let’s hope that consist of sidewalks.
