Rosalie Adams expected to return to Premier’s Office as PS
Mrs. Rosalie Adams is expected to return to the Premier's Office as the Permanent Secretary after allegedly been forced out over a leak letter from the FCO on Biwater. Information indicates she may return before the end of this week.
ROAD TOWN, Tortola, VI – Information just reaching Virgin Islands News Online from its team of reporters around the Virgin Islands (VI) and its sources within the new Dr. Smith Administration is that former Permanent Secretary (PS) in the Premier’s Office, Rosalie Adams is expected to return to the post of PS by the end of this week.
Mrs. Adams’ controversial retirement took effect in March of this year after a letter sent to former Premier Ralph T. O’Neal OBE from Colin Roberts, Director of Overseas Territories, Foreign & Commonwealth Office, was leaked to the public including to National Democratic Party candidates.
The leaked letter appeared on talk shows, online news and many members of the public had copies. One person was even accused of allegedly having the letter showing persons from an ipad.
The United Kingdom appointed Governor Boyd McCleary had launched an investigation into the leaked letter, which was based on a subject that had to do with contingent liability as it relates to the Biwater project, however, no one was named in the report that was produced from the investigation.
Mrs. Adams, then PS in the Premier’s Office, was allegedly blamed by some for leaking the letter as the Governor had sent it to her to advance to the former Premier who was overseas at the time.
As a result of the letter, there were reported tensions between Mr. O’Neal and Mrs. Adams, who had served for about three years as O’Neal’s PS, however, she requested early retirement.
It is unclear why the Smith regime is now returning her to office, according to reports.
Mrs. Adams background
Mrs. Adams, an indigenous Virgin Islander joined the public service in 1967 as a school teacher. Her 22 years teaching career included the Meyers Primary School now the Enis Adams Primary, both Althea and Enid Scatliffe Schools, and later at the then BVI High School. She also served at the high school as a Guidance Counsellor.
After leaving the class room Mrs. Adams then became an Education Officer at the Department of Education and Culture with responsibility for the administration of examinations Territory-wide, as well as the administration of guidance and counselling in the primary schools.
Mrs. Adams’ public sector experience included her service as Assistant Secretary and Deputy Secretary in the then Chief Minister’s Office; Acting Permanent Secretary, Ministry of Education; Deputy Secretary, Premier’s Office; Permanent Secretary, Ministry of Health and Social Development; Permanent Secretary, Ministry of Communications and Permanent Secretary, and the Premier’s Office for just over three years, the post she retired from.
Mrs. Adams’ academic qualifications include a Teacher’s Certificate from Erdiston Teacher Training College in Barbados with an Associate Degree from the University of the West Indies; BA in Social Sciences from the University of the Virgin Islands and Jersey City State College with major concentration in History, Psychology, Political Science and Sociology; and an MA from Bristol University in the United Kingdom with concentration in Management and Counselling.
The salary for the PS in the Premier’s Officer attracts a range from $78,043-$107,071 per year.

yes NDP, get good reliable people back in service. VIP had them and didn’t know what to do with them. It doesn’t make sense for Mrs. Adams to be home sitting down with that wealth of knowledge. Good move, she can be trusted regardless of what side she is on (VIP or NDP).
if the salary range above is correct then it means that man call pastor cline, is a PS too. Or I guess he get that fat salary becasue he is… It is still a shame and disgrace that after all the talk about country first that that man would degrade the menaing of christianity so low and agree to sucha salary to do nothing like the minister of dolittle or nothing. If all that he was praching about was true then he would consider contry first and give back that salary or agree to half, if not it is clear that he is cline first and hell with the rest ah yu. Its funny how you want her back due to her wealth of knowledge but want Ralph to retire. What happen to his wealth of knowledge. Talk about double standards. Everyday when I see what is taking place with this new government I am glad that I voted for the VIP. Win loose or draw I knew what i was getting with them.

It’s one thing to have a wealth of knowledge but quite another to be able to access it. The former Premier does have a wealth of knowledge but his poor performance over the past four years has made it obvious that it is of little use to him. Well, the country certainly did not reap any benefit from it. So many in our community has been calling for him to share some of this knowledge by either writing a book or his memoirs but he has not budged. With his health deteriorating there is no telling if he will be able to do it at a later date. As the most experienced elder statesman he should have begun documenting this vast knowledge so that the younger ones could see the BVI and its evolution from his point of view.
Come on she is retired why give it to her when there is a young person that can do the job she don’t need that job. making the rich richer

I must say I like this lady. As a PS she always believed in staff development and was always willing to assist her staff however she could to upgrade themself. I am happy for you Mrs. Adams.
In the service since 1967? That was before I was born. Why take an old woman out of retirement when there are young people who can do the job? I thought this was a young people government. hmmm. She will collect a big fat pension plus a hefty salary, because I know she is waaaayyyy over 55

And I thought I was the only person that felt this way. Someone who have spent 44 years in the service does that make sense to bring her back in when there are sooooo many other younger persons within the civil service who can fill this position. Yes Mrs. Adams is a great person, but I to feel that others should be given a chance after all aren’t we suppose to be empowering our civil servants. Hr is always speaking about succession planning while Mrs. Adams was in office was she even giving anyone a chance or empowering anyone to be able to take over her job. This is pure utter nonsense if you ask me. We are moving out the young to bring back in the old. smh

So far, everything the NDP has done is not very surprising. There are a few more payoffs that need to be taken care of. Watch and learn. No “score” will go unsettled or unrewarded.
