ROAD TOWN, Tortola, VI – Mr. David Archer, who served as Government’s Director of Human Resources for the past six years, has been promoted to the position of Permanent Secretary in the Deputy Governor’s Office.

His appointment was announced in a press release from the Department of Information and Public Relations this afternoon, Friday 20 August.

Archer who took up his appointment on 16 August, holds a Masters Degree in Human Resources Management and certification in Organizational Development from the Robert J. Milano Graduate School in New York; and a Bachelors of Science Degree in Human Resources Management and a Bachelors of Science Degree in Business Administration from Tennessee Wesleyan College in Athens, Tennessee. He is currently completing his Doctorate of Philosophy in Business at Capella University in Minneapolis, Minnesota.

Archer joined the public service in 1997 as an Administrative Cadet and served as an Assistant Human Resources Manager from 1998 until 1999 when he was promoted to the level of a Senior Assistant Human Resources Manager. He continued to progress in the Department of Human Resources where he served the department as Deputy Director from 2001-2003 and Director from 2004-2010.

He is known to have championed the discipline of human resources management by being key in the implementation of various initiatives in the public service. Some of these initiatives include Performance Management, Job Classification and the Salary Revision Project, Competency Standards, Priority Training and Development, Devolution, Employee Recognition Programmes, the BVI Human Resources Association and Growth and Cost Savings initiatives.

As Permanent Secretary in the Deputy Governor’s Office, Mr. Archer serves as the chief advisor to the Deputy Governor on the management, leadership and execution of subjects that are within the Deputy Governor’s portfolio; the lead change champion for continuous change initiatives within the public service specifically in the area of service delivery and serves as the Accounting Officer for the Deputy Governor’s Office.

Additionally, Mr. Archer is responsible for overseeing the overall coordination and management of the Deputy Governor’s Office and ensuring that all activities are carried out in accordance with Government policies and procedures; exercising broad policy oversight over all departments and units within the Governor’s Group; carrying out special projects and research as needed in order to provide the Governor with sound, impartial and factual information and advice.

Mr. Archer will also oversee and coordinate the budget submission of all departments within the Governor’s Group, among many other duties.

    WISH MR. BOWTIE ALL THE BEST, HOWEVER, THE DEPARTMENT OF HR LIKES TO LABEL THEIR EMPLOYEES. WHEN BEING LABELLED, THERE IS NO UPWARD MOBILITY OR GROWTH FOR YOU. ONLY CERTAIN PERSONS ARE BEING RECOGNISED FOR GOOD WORK AND HE ONLY HELPED CERTAIN PERSONS FOR SALARY INCREASE WHILE OTHERS HAVE TO STAY IN THEIR SAME SCALE FOR DONKEY YEARS. AS FOR DONOVAN STEVENS (WALKING DWARF) SHE WAS WELL GROOMED FOR THAT POST BECAUSE SHE WAS ALREADY ACTING AS IF THE POST WAS GIVEN TO HER. ANOTHER CANDIDATE IN HRD KNOWN AS MS. AMERICAN HENLEY, I UNDERSTAND THAT SHE IS THE AG. DEP. DIRECTOR OF HR. DDHR. WHERE IS THE COMADRY WITHIN HR???? SORRY FOLKS BUT IT DIED!!! HR IS NOT THE HR THAT WE HAD WHEN MAGDALINE RYMER WAS THERE. I WAS TOLD THAT MR. BOWTIE ARCHER GATHERED HIS STAFF TEN MINUTES BEFORE THE END OF THE WORK DAY TO ANNOUNCE HIS “PROMOTION” TO THE PS AT DGO. I THINK THAT WAS SO LOW AND DISRESPECTFUL TO HIS STAFF. HIS CLOSE PARTNER IN CRIME WILLOCK BECAME A PS SO HE HAD TO RUN BEHIND HIM TO GET A PS TOO. THEY BENT THE GOVERNOR’S HAND TO SIGN THAT DOCUMENT TO APPROVE THAT PS POSITION BEFORE HIS DEPARTURE FROM THE TERRITORY. MS. JULIA CHRISTOPHER, DONT WORRY BECAUSE THERE’S A GOD UP ABOVE. I HOPE MR. BOWTIE KNOWS THAT THE CHINESE WOMAN IS WHO HAD HIM SHINING. HOPE VIP DONT ACCEPT HER!!!!
