Andrew Fahie made a “360” on his VIP Government’s position on Biwater

ROAD TOWN, Tortola VI – In what most political observers, and local commentators called the biggest dissension of any Cabinet Minister to date in public at least, Minister for Education and Culture and Representative for the first district Honourable Andrew A. Fahie said he is now opposing the BiWater water purchase agreement and called on his government to reconsider the matter.

Minister Fahie was at the time speaking yesterday Thursday October 28, 2010, under private members business in the House of Assembly of the Virgin Islands.

Fahie reported to the House that the people of the First District have registered their concerns over both contracts – Global Water under the NDP and BiWater under the VIP. He said in his almost 20-minute presentation on the topic that he shares their views and he was speaking on behalf of his people.

The Minister who sat in Cabinet at the time when the decision was approved for the BiWater water purchase agreement said he does not care if it costs him his post as a Minister, but what is happening now after the agreement was passed by the Ralph T. O’Neal administration is not what they agreed to.

The first district representative told the House he will be the first to apologize for the BiWater contract.

He said  “at the time, BiWater felt like a feasible thing to do given the economic times…it was also purported that our people would be involved and not disenfranchised….. now, they are looking to collateralize our properties to get our money for them. That is not what was purported when this originally came to the table.”

Fahie also suggested that when and if the Government goes back to the table, if it is that they do not want Ocean Conversion (OC), there are thousands of locals in the Virgin Islands who they can seek.

Fahie in showing his change of position on the BiWater water agreement and to the surprise of many said, “even the signs are saying that we need to hold up on these agreements – the floods, the situation with the water”.

Global Water

The Minister then turned to the Global Water contract, which was signed under the National Democratic Party (NDP) administration in 2006.

The Minister told the House that his research has shown that the former NDP administration had bought a wastewater plant for about $3M which is now sitting at Paraquita Bay on Tortola. Under the NDP it was a “no bid contract” and was basically given to Global Water.

Not only did the Global Water contract had no tender process, but the NDP Government  agreed to paying the company $20.00 per thousand gallon to refine sewerage water to put in the sea, a cost the Minister said they have now learnt is five times more than what is customary in the field.

The Minster leaning on his research on the issue, told the House that while the NDP administration was paying the foreign company the $20.00 per thousand gallons to refine sewerage water, they were reducing the local company Ocean Conversion rate to $6.88 per thousand gallons and “…it has contributed to the beginning of the financial crippling of the company”.

According to the water purchase agreement, the contract stipulates that Government will pay BiWater $12.90 per 1000 imperial gallons for the first 12.5 years and $6.85 for the remaining 3.5 years.  The contract states that no money is to be paid until water is flowing to homes.

The water purchase agreement with the UK based BiWater is also expected to address water and sewerage on Tortola, among other things will provide two sewerage treatment plants, 7,800 feet of sewer mains, a new 500,000 gallon Sabbath hill reservoir, two sewage pumping stations, full water post-treatment re-mineralization, along with reduction of water system losses.

    If Mr. Fahie has a genuine concern about BIWATER something that he sat with his colleagues and Government in Cabinet and came to a consensus on, he should sit with his colleagues and Cabinet again & try to work it out.     Embarrassement what? All Fahie is saying is that if Biwater cannot live up to their end of the bargain, then the agreement needs to be reviewed. I see nothing wrong with that. I’m glad that he highlighted that the NDP’s Global Water contract has major flaws as well, such as giving Global Water $3M on a no bid contract and still charging the government a fortune (5 times more what the price should be!). That’s what I don’t like about the NDP, they are the pot calling the kettle black. I liked the idea of Biwater, but if Biwater can’t deliver on what the contract stipulates then the terms of the contract has to be reviewed. I trust that the other ministers can see what Fahie is trying to say.

    Ok since Mr. Fahie said that his new found postion against the BIWater contract is what his people tell him to take then for the last three years we have been telling him Education and Culture is a big mess and how come he never change his position and fix them. Fahie please work on that and speak out on that. Lord knows the schools in the BVI are still in very very dreadful condition. I heard there are two schools with not even chairs for students to sit in…..hope he talks that in the house at the next sitting now that is what we the people told him… but it seems like he naa talk that! so therefore, he is not for real!

Looking at Fahie behaviour in the House of Assembly yesterday he dam behind need to be gone. If he cannot support the decisions of the Government of which he is a part and a decisison which he voted for in Cabinet then he knows what to do…and if he does not do it Ralph needs to do it for he.     While I am cold on the BIWATER DEAL trust me when I tell you people, I do not feel for Ocean Conversion in anyway at all because they have ripped us off for decades by charging high fees $24 per thousand galls that we had to pay for bad water. How come only when BIWATER came to the table suddenly OC wanted to reduced their high cost? But Mr. Fahie you are playing a dangerous game let’s hope you do not get caught in your own rat trap.

      As to the spineless VIP’s, I too feel your frustration, but this one I have to disagree with you on, for this is a matter for the Premier to deal with. If this was any country with a mature Parliament, Fahie would have been gone the moment the Premier had left the House of Assembly on Thursday. But I think I should wait and see what he does.

      Remember in the sitting the Premier said he wanted to wrap up the sitting early due to an engagment he wanted to attend? Well again, Fahie defied him and went on to speak on other business for 40 plus minutes. The Premier has to take all this into consideration. He also has to look at what the other members will feel if he does nothing. They will feel as though they can do the same and get away with it.

I say to the NDP and Ocean Conversion supporters do not be so fast to think that the sell out and recent about turn by our Minister of Education Andrew on the Biwater contract is a coup for the NDP as election is next year. All the man is essentially saying is when Mr. Fraser brought the BiWater deal to the table he and the others gave their approval based on one thing and now that the agreement has been signed, something totally different is happening!!! When BiWater wanted the contract they were all over our radio stations and online news outlets spreading their propaganda! Now that their contract to RAPE was finalised, you can’t hear a PEEP out of them! If they’re so concerned about us why we haven’t heard any comments from them directly?     There is absolutely no truth to Fahie’s allegations that BiWater is seeking to collateralize government’s land in order to raise a loan. You wise people who wants to believe this trash, please explain which bank, in which part of the world will accept 3.5 acres of land at Pariquita Bay as collateral for a $42.5 million loan? That is forty two million five hundred thousand dollars I said. So go figure.

Because they wanted developments to go forward with out the correct measures being put in place?

    BiWater doesn’t have a positive reputation in ANY of the countries they’re operating in but because we so hate our own we don’t care about that fact! There’s a lot more information to come to light about this entire debacle so hold tight. Wait until the Guv gets involved, I know first hand what’s coming next, stay tuned and you will see! All I can say a lot of them better be wearing pampers because they will be well soiled when the news hits!

If Cabinet signed the contract, which Mr. Hodge for Natural Resources would’ve been a part of, which Andrew, Ralph, Dancia would’ve been a part of, they approved it! If now other simpler things can’t be approved by THEIR OWN departments, doesnt this in itself show that something is wrong? Andrew himself is saying that what was initially agreed to is not happening! He has information that we have never seen!!!

First of all, Fraser did not sign the contract, second, i did not hear him say that he wanted the Department ( rather LDCA) to omit any EIA. Obviously you seem to be an insider with the other side, but without command of the facts. What i heard Fraser say is that the LDCA must play with a single set of rules, and not one for the NDP and one for the VIP.

      When the NDP was in office they (NDP Ocean Conversion, same thing) got approval to build a water plant at Bar Bay, was an EIA requested? They also got approval to build a Sewage Treatment Plant at Pariquita Bay, was an EIA requested? The answer is no on both counts. That is what Fraser is contesting.

      Another thing, government is dumping raw sewage daily, 24/7 in the sea right next door to where the Plant is to be built. Why dont they ask for an EIA for that sewage? I guess you and them would rather see an epidemic break out first.

The persons heading Planning and other related departments along with their boards, are the ones that make those decisions! You are defeating your own point and you don’t even know it!!! If the Government of the day had the power to make such decisions we won’t be here having this discussion!! If VIP had the power to overide planning etc. BiWater would already be up and running. A perfect example was the Beef Island hotel and golf course that the NDP wanted so bad which I WAS AND STILL AM AGAINST!!! The NDP could not interfere with decisions made by planning etc. as well as the court’s decision hence the development halted. Why have planning managers and boards in place of their recommendations are not being adhered to?

          When these departments don’t do their jobs we complain. Now that they’re doing their jobs we complain! If we want to build a damn shed on our property they come making noise, do you hear politicians complaining on our behalf? Do you realize where this plant will be situated? Don’t you realize that’s the reason for the EIA? You think the Beef Island Developers could tell Planning well look at Long Bay they had this and have that but never had a EIA why should we? They would LOOK and SOUND RETARDED as they’re completely different things! Mr. Fraser and the likes appeal to the ignorant masses and it works almost every time! Fraser is obviously jealous of the BVI Investment Club because he went to the US for how many decades, came back, started his Architecture Firm and it went BUST! The building is empty for years and still is as we speak! He said himself when he first got elected that he will ensure that they fail!!

          Then you same idiots ball about being the minority in your own country! When you hate your own successful brothers and sisters and will do ANYTHING to let foreigners come in and take over, what you expect? First it will be OC then it will be all those cushy Trust Company jobs! Watch as BVIslanders have to turn around and be domestic workers for these same expats coming in to work! Think it can’t happen? Continue fighting against and hating your own out of JEALOUSY and see what happens!

          When Mr Willock was on leave in the UK instead of focusing on his studies he was focusing on bringing BiWater to take down the INvestment CLub. Look at where he is now, jobless and in hot water. What ever happened to his lawsuit against Beacon? Again, worst than a big truck exhaust, PURE HOT AIR!! HAHA!!!

          And let me tell you all, I’m a regular middle-classed BVI Citizen with no affiliation to any groups involved and with NO personal gain involved! I simply love my country and want to see the best for all of us!! I’ll close with telling everyone to use theiir own damn brains and stop depending on propaganda! The Gazette is a PUBLIC source of information. There are also the different Govt Departments where you can read contracts and other important documents. It’s sad when the information is right there for us to see but we rather depend on mellee instead!

    to Strupes!! WTF?? Before the BiWater debacle people were getting water, BETTER WATER and more frequently than now what foolishness you telling me about people suffering? I caused anybody to suffer? I’m calling out the people who have YOU ALL suffering and you jump down my throat with your illiterate bullshit? If the Government had simply entered into, even if it was a short term contract with OC or ANY OTHER WATER COMPANY so that we can have constant water supply UNTIL BiWater or whoever else comes in then we won’t be in this mess! You all have BiWater to be this knight in shining armor and saving grace! FRASER and his party are the ones that got people suffering but jump down my throat instead! He is the one that completely ignored OC with their recommendations and told them he don’t have time or money but yet as they give him the keys he spend 3million on the plant and it still not producing!!

    I got a life smarty a damn good one too! You need to get some damn common sense and pick your battles! Last I remember you or nobody else didn’t elect me to office! Get upset with those that have the place in a mess not me, I’m trying to help by putting word out there about what’s happening in our country! As I said before, I have a Cistern, I could sit back and say I don’t give a shit but I DO GIVE A SHIT!!! That’s why I continue to fight down those spreading lies and want to see our people continue to suffer! The bottom line is, there’s ABSOLUTELY NO REASON why this Government should have let this thing get so out of hand and YOU AND THE REST know it!!!
