'You can't even see in' some heavily tinted vehicles – Hon Rymer

DUFF’S BOTTOM, Tortola, VI – Minister for Transportation, Works and Utilities, Hon Kye M. Rymer (R5) has said there needs to be more enforcement of traffic laws in the territory, including on illegal tint and motor scooters.

Hon Rymer made the statement during the Seventh Sitting of the Third Session of the Fourth House of Assembly at Save the Seed Energy Centre in Duff's Bottom, Tortola, on Tuesday, April 20, 2021.

He was at the time voicing his concern on the recent shooting death of Catherine Pickering and the spate of serious crimes in the territory.

Police need to step up - Hon Wheatley 

According to Hon Rymer, it has become increasingly obvious that some vehicles on the territory's roadways are not in compliance with the law.

“There is a restriction on tint [but] we see a number of vehicles where you can’t even see in the vehicles. I know at some point the police would be out there stopping and doing their checks [to ensure compliance with the tint laws]." 

Hon Rymer said that despite the police having a presence on the roadways at times, the laws are still being broken.

He said the same applies to illegal motorcycles on the roadways.

“We need to address these concerns that are linked to most of these crimes,” Hon Rymer told the House of Assembly while calling on the new Commissioner of Police, Mr Mark Collins and Governor John J. Rankin, CMG to look into the issues, including limited staff in the traffic department of the Royal Virgin Islands Police Force (RVIPF).

“These vehicles, whether they are scooters, whether they are vehicles that are not legal for the roadways, we need to make sure that we have a hand on it and I hope with the support of this House they would agree that something needs to be done in regard to those matters,” Hon Rymer said.

HoA cannot be divided on crime - Dr Wheatley 

Meanwhile, Deputy Premier and Minister for Education, Culture, Youth Affairs, Fisheries and Agriculture, Dr the Hon Natalio D. Wheatley (R7), at the same sitting, said the HoA cannot be divided on the matter of crime.

He called on House members to unite and confront crimes that threaten the peace, sense of security, economy, and social harmony of the Virgin Islands.

      Look here, this tinted window law was in effect over 20 years ago, so what happened? Like every law here, they let it slide. The police were pulling people over regular, and now acting as though this is something new. Either stick to enforcement like police used to do or shut up. Tinted windows were banned because police could not see who was in the car and they could be shot point blank without even knowing someone was aiming a gun at them.

    This is the most stupidest law ever.. some people want privacy that’s why they tint their vehicles.. bigger countries have way more HEAVY tinted vehicles and crimes get solved.. police here just need to do their work and go look for the people that actually doing crime

    Those Vehicles with the dark tint are the Police friends and their financial contributors to their station party ect. So they are not going to stop them, but they would stop the common person talking foolishness about seatbelt.

    What is alarming is the number of rental cars with heavy tint. I strongly believe the registration for these vehicles are renewed annually by DMV, which makes you wonder how the DMV is being managed. The DMV should request that the tint be remove from these vehicles prior to licensing or else they will not be license.

    Why you want to see inside my private vehicle I bought with MY money. So I should remove the curtains from my windows at home so you can see inside then? Last time I check, every vehicle have a registered owner. If they are doing something illegal on the road, charge the owner. We live in a hot climate region and we need some kind of sun blocking mechanism. We put 35% which is not enough to block the direct sun and you test it and say its lower than the legal limit. so then we put 40% and its like we have no tint on at all. I think 20% all around should be the legal limit.

    Hon. Rymer, I am of the belief that the law should be enforced from the top. I can’t even see in your vehicle that was bought with my tax money. It’s a government vehicle, we should be able to see through and through it. Take your tints off and begin to enforce the laws and then I’m sure the citizens will follow.

    Mr. Rhymer your in the position to make suggestion and review laws. Now here is my problem and i know many will aggree with what i am about to say.

    Everyone has a right to protect there investment and tint helps cut the core heat in the vehicle that causes crack and other damage to the interrior of a vehicle. Second to that the so call illegal tint is allowed to be imported so whats your problem should it be your business to see in someone vehicle. What happen to the privacy act. Sure some will say crime but the solution is simple write a right the stop act. You find a person vehicle look suspious the act cover the police in pulling the person or persons over and making sure everything is good. You dont give people money to pay loans or buy their vehicles you have the options at hand but people have a right to protect their investments. Minister Vehicle darker than midnight and i sure its to protect the government investments so what make your vehicle any more special than the ordinary person. Come on more.

    You all always trying to insist problems a government sole task should be to limit and crush problems within the country. You cant take away ppl right to protect their vehicle because you or the police cant see in them who the hell are you. Get with the time write the laws and let the police do some real work and stop messing with the poor and voiceless people. Big places with more crime than here citizens are allowed to tint their vehicle however they want . People take it from me i use to be in law enforcement you see these leap frog tint inspection machines take with when i say those machines are not 100% effective. Chanllenge traffic and police when them use it on your vehicles and i promise you that the machine will read a percentage of tint u know you didnt put on your vehicle i can talk cause i test the machines ppl. If you put that machine on a dark fabric of clothing it will read 5% take it from the clothing and put it to the your vehicle and you can have 35 or 40% tint on your window it will read 5% but thats what they are using to charge you $750.00 per window and the unknowing judge ot magisrate with demand you pay not knowing the piece of shit tint machine the government has is junk and not effective.

    Fix your broken system and stop trying to reach fame with your crap but you need to see in ppl vehicle. They pay you annually to be on these damage roads therefore they should be able to drive a tint vehicle even if the windows are darker than midnight.

    Cause people without tint be doing these crimes and y’all still don’t see so stfu make the police them get up off them lazy a** and patrol the streets often from sitting down likening man and woman y’all giving tickets for seatbelts and tints if Benny belt was off he probably woulda been able to escape a lil something. Let the police rides take off their tint and put on seatbelt show example even when the belts off they don’t solve crimes so best they put it on all they want to do is chase after man on bike and worry bout belt and tint
