ROAD TOWN, Tortola, VI - Premier and Minister of Finance, Hon Andrew A. Fahie (R1) has announced that in Phase 2 of the restricted border re-opening plan, Work Permit or Work Permit Exemption Holders will now be allowed entry into the territory from September 1, 2020, once they meet a list of requirements.

The Premier made the announcement last evening August 14, 2020, following an August 2, 2020, decision to restrict all holders of work permits and work permit exemptions from entering the Territory.

Re-entry subject to strict requirements 

For re-entry, Work Permit and Work Exemption holders must have a valid Trade Licence; valid employment; good standing Certificates (Social Security, Inland Revenue and National Health Insurance); employees' certificate of earnings; and valid COVID-19 operational certification. 

Cabinet has also granted exceptional approval for persons employed by the Government of the Virgin Islands and its Statutory Bodies, Agencies and Boards; and teachers (public and private) to re-enter the territory. 

Those categories of individuals must possess a valid permit to reside in the Territory of the Virgin Islands;
employment letter or contract; a visa or visa waiver for persons travelling from countries requiring visa entry into the Territory. 

Other categories of persons approved for re-entry by September 1, 2020, includes those with immigration status set as residing; students of locally-based Medical Schools and the H. Lavity Stoutt Community College; dependents (spouses and children) of Belongers, Permanent Residents, work permit holders, work permit exemption and persons desirous of conducting business in the Territory. 

'Special category' Aviation and Maritime crew, healthcare practitioners/medical staff, emergency maintenance, repair and other technical personnel, and essential specialised workers will be allowed entry for no more than 5 days, all subject to more requirements and some authorisation. 

$3,500 towards security costs for self-quarantine 

However, for those who opt to self-quarantine, they will be required to pay for security outside their private quarantine facility.

"With effect from Saturday, 15th August, all qualified persons regardless of immigration status, who may be required to quarantine in private accommodation upon return to the Territory, would be required to contribute toward the cost for 24-hour security and other administrative expenses of $3500 per household," Premier Fahie announced.

"Except for reasons such as medical or as otherwise exceptionally authorised by the Minister for Health; and that is if you select your private quarantine," he specified.

Hon Fahie announced that cabinet has decided, "that all qualified persons, except for Virgin Islanders, Belongers, Permanent Residents and Naturalised Citizens will contribute toward the costs for government quarantine accommodation, 24-hour security and meals in the amount of $2500, with effect from 1st October 2020."

    Mr Andrew Fahie you are a gentleman I am proud of you hoe you handle the whole matter do not let any one with their hurry curry suggestions and ideas tell you what to do you did things when it was ok but make sure all checks a made so there is no problems because people could lie and cheat with their mouth and on paper work THANKS VERY MUCH remember you are in charge and not the Clyne and Cline God Bless You Mr Fahie keep the country safe and keep some at bay

    I have one question. Is it fair that persons, who are belongers, come into the country and quarantine on the expensive of the state and they don’t work or reside in the territory? I know of a few particularly from Florida who came into the territory for a function like a wedding, baby shower etc and then leave some even still her as their US jobs allow them to work from home. I think it would have only been fair to let persons who not working in the territory pay their own quarantine. Now those that work here and pay taxes have to pay. A lot needs to taken into consideration when policies are being put in place.

      Taxes paid by non citizens are for the country and its citizens. That is the deal which u made with the VI. Get help from your country when you are in dire straits where you have no citizenship rights is how the real world functions. The VI gave you an opportunity,you agreed with terms. If u change your mind then the contract becomes null and you should vacate.

    This i know, that this Premier and this govt, has given life to a dead NDP....The Premier took it up on his own without proper discussion and consultation and make these "Personal feelings decisions"..That is not leading... Thank God we are not independent and have a governor to bring balance and rationality to Cabinet...He wasnt listening.. This I also know, they will lose the next election...

    How could you take in your own ppl who have run leave the bvi haven't paid taxes for years ! They could quarantine on the said expatriates tax funds!
    And come now you want them to pay that amount of cash for quarantine
    Even dou they haven't worked a while now

    I heard the quarantine can be in a five star hotel, all meals included. $2500 doesn’t sound much for that. You can even run a tab and order champagne etc on top.

    Yes the Governor helped in the process it is job but to say the Governor was the sole person esponsible that is not true he cannot do any thing really unless he discuss it with the Premier and other officials the Governor has his crumbs with things and he heloed to kep the place safe thanks those of you you do not knoe PROTICAL check your notes

    Has it not occurred to everyone that no other civilized country is locking people up like this, there is a reason. To instruct people to quarantine themselves under threat of arrest for failure to adhere to the instruction, Is an acceptable health emergency directive. But, to lock people up in a government controlled facility with guards is imprisonment, and stationing guards outside someone’s private home is house arrest which constitutes imprisonment. This is third world conduct.

    it is not to much money those ministers that talking need to shut up and help the people that need it they just talking making them self look good I wonder what they would have done if they were in the hot seat? who feel it knows it some of these people wants to rule the government they can't go back to there country and tell them what to do they have to abide by the laws
