With no 2017 Budget, over $111M sought to keep Gov’t running

ROAD TOWN, Tortola, VI- As the National Democratic Party (NDP) regime has failed to provide the territory with a 2017 spending bill, today December 19, 2016 they will in the House of Assembly (HoA) seek monies via a provisional warrant to keep the Government running for the first quarter of 2017.

Under the rules, they must produce a budget by the end of April 2017. The Premier and Minister of Finance Dr The Honourable D. Orlando Smith will move a motion seeking one hundred and eleven million dollars, five hundred and nine thousand, four hundred dollars ($111,509, 400) to keep the government running for up to four months before the Appropriation Act is passed.

Out of that amount some ninety-nine, seven hundred and nine thousand, four hundred dollars ($99, 709,400) goes to the Recurrent Budget until the Budget is passed and six million, eight hundred thousand dollars ($6,800,000) for Capital Projects. The Premier is also asking that five million dollars ($5,000,000) goes to the Reserve Fund in his short term budget to keep the Government running.

More money via SAP; Over $28M to clear up monies already spent

In addition to the Provisional Budget via a General Warrant, the Administration is also seeking to clean up money already spent. They will be seeking some twenty eight million, eight hundred and thirty-two thousand, six hundred and ten dollars ($28, 832, 610) in a Supplementary Appropriation Provision (SAP).

The Premier’s SAP motion calls for some sixteen million, six hundred and seventy four thousand, five hundred and seventy-five dollars ($16,674, 575) to cover already spent Recurrent Expenditure. The returned money is to be charged to the Consolidated Fund of the territory.

In addition some five hundred and forty-four thousand, seven hundred and thirty-seven dollars ($544, 737) was overspent and will cover Capital Projects. The SAP will also cover some eleven million, six hundred and thirteen thousand, two hundred and ninety-eight dollars ($11, 613, 298) overspent for Development Expenditure.

The Order Paper does not contain the breakdown of the overspending funds now to be regularised in the SAP.

In defending why he failed to produce the 2017 Budget on time, Premier Smith said, “it’s not unusual as previous Governments have also had late budgets.”

      How do we have a recurring cost of $99m per quarter. I appreciate that the Govt employs huge numbers of voters and pays them too much, and that politicians and senior civil servants insist on first class travel, 5 star hotels, 5 star restaurants and limos. I also understand that the police write off numerous vehicles every year because they don't have basic driving skills. I also appreciate that the Govt pays over the odds to rent commercial premises from hard up voters. But still I don't understand how that gets to $99m per quarter!!!

    28 mil to clean money that is already spent. Does that even make any sense? Or is it that all those cheques govt were giving out all bounced because there is no money? Doc you need to come clean for this is not sounding right and right now you are not convincing anyone. We need to know the true state of this place that you and the NDP has us in. Can't give a budget but still you need X-amount more money and for what? Covering up one LIE with another LIE and soon there will be no more LIES. Time longer than twine

      Govt checks dont bounce and govt is far from broke. The reserve alone has $50mil+ and we make more than we spend despite all the foolish wastage.
