Winston C. Wilson rakes in close to half a million $$$ through Indigo

ROAD TOWN, Tortola, VI- The public remembered one of the first addresses by the Virgin Islands Minister of Finance Dr. the Honourable D. Orlando Smith following the 2011 general elections; that the Virgin Islands Party (VIP) government had left the country broke.

However, the same Minister of Finance told the public just about one and a half years later that his Administration is paying a consultant, Winston Cecil Wilson dbs Indigo Engineering Group Caribbean Ltd., almost half a million dollars on the Airport runway expansion project. The money is reportedly broken up in two contracts.

The information was made public following a question posed to the Minister of Finance by First District Representative Honourable Andrew A. Fahie. The former Minister for Education and Culture, with the now Opposition VIP, asked Finance Minister Hon. Smith about the terms and conditions of the contract signed with Mr. Wilson and the total sum of monies paid to date to or on behalf of Mr. Wilson and to provide details.

In his answer, Finance Minister Dr. Smith disclosed that Mr. Wilson, through his company Indigo Engineering Group Caribbean Ltd., executed some two contracts since his government took office.

The first contract commenced on July 17, 2012 to August 31, 2012 less than two months for forty five thousand dollars ($45,000.00). Mr. Wilson, through his company, has already collected all the monies on this contract.

Hon. Smith told the public that Mr. Wilson company received the first cheque of $22,500.00 on August 3, 2012 and the second on September 13, 2012 for $22,500, finalizing the pay out for the first contract.

It is unknown if any taxes were paid on this contract, seeing that the full amounts were paid in two disbursements, according to the Minister of Finance answer.

Even before the ink dried on Mr. Wilson's company Indigo Engineering Group Caribbean Ltd's contract, he already had a second contract- this time for 2 years with effect from September 1, 2012.

This contract sum is for three hundred and sixty thousand dollars ($360,000.00). Upon the execution of his second contract, the contractor is to be paid eighteen thousand dollars ($18,000.00) and each month, Mr. Wilson through his company, rakes in fourteen thousand two hundred and fifty dollars ($14,250.00)

Therefore the value of Indigo Engineering Group Caribbean Ltd's contract of which Mr. Winston C. Wilson is listed as Director, is some four hundred and five thousand dollars ($405,000.00).

Thus far Mr. Wilson, through his consulting firm Indigo, has received on the second contract some $117,750.00 in government cheques plus the $45,000 on the first contract for a total of $162,750.00 of tax payers monies in hand to date.

This is after Premier Smith told the Parliament on April 25, 2013 that the airport expansion project has not received approval to date from the United Kingdom. The Minister for Natural Resources and Labour Dr. the Honourable Kedrick D. Pickering already declared the project is a “done deal”.

Mr. Wilson is a Trinidad and Tobago national and had served in the Virgin Islands as Director of the Public Works Department.

According to our research, Mr. Wilson holds a Virgin Islands Trade Licence, which was issued to him in August of 2012 and he is doing business on behalf of Indigo Engineering Group Caribbean Ltd.

    Wilson is a millionaire in T&T. It is $6tt to $1us in Trinidad. Wilson good for you. Are there any BVILANDERS working in Trinidad and Tobago? Our leaders are suffering from a disease that has no name. They are sending all of tax payers money out of the country, and the little that we are allowed to keep they want to tell us how to spend it. When people here go go the supermarket, they can't shop for what they want, they have to shop for what they can afford. So even if we shop local, we can't buy much anyway, so what we spend locally can't even put a dent in the budget deficit. These sleeve balls bankrupt the country, and now they are scrambling to do damage control. What they need to do to reverse the financial damage that they have done to this country, is to stop these multimillion dollar unnecessary spending, and stop giving these overseas companies millions of dollars which include kickbacks, because the country don't get Value For Money. The country is left holding the bag full of debts. It is VIP and NDP greed why the country is in this mess. If I have to swim to St. Thomas there is where I am going to shop. I need VFM for the little that I have. These greedy adds BASTARDS can go to HELL with their slogan, SHOP LOCAL. I have a slogan, Corruption has no place in Government.

    Do you guys expect a project of this size and type to be done with out a process, they should just get up and start building right.....If you have an issue with what is being spent, before you make a stink of the thing why don't you do some research and figure out what it would cost, info is expensive.

    If my information is correct, the airport is at least a $200M project. If it is completed in two years, Mr. Wilson's salary of $405K over 2 years for engineering and management represents 0.2%. Average percentage rate for engineering & PM is 7%. The BVI seems to be getting a good deal...what am I missing?
