ROAD TOWN, Tortola, VI- Staff issues continued to be one of the main challenges affecting various departments of government in 2014, and the Deputy Governor’s Office did not escape this problem.

According to the Deputy Governor’s Office 2014 Report laid in the House of Assembly on November 2, 2015, a wide skills gap existed in the department, which forced staff to take on different responsibilities.

“There is a wide skills gap between the junior and middle management staff to support the administrative functions carried out by the Department. This has resulted in some officers performing in multiple capacities. Efforts have been made to cross train officers in various roles to ensure continuity of functions in the absence of the substantive holder of the post.”

It noted, however, additional training and coaching was necessary to improve skills and knowledge of officers to equip them for more challenging roles.

Inadequate staffing

Among the other challenges listed in the report were those of inadequate staffing, insufficient financial resources allocated and adequate accommodation for offices and special data storage.

It said the Archives and Records Management Unit was missing key positions which hindered the Unit from advancing some of its annual work programmes.

Insufficient funding

Regarding its report of insufficient funding, it said the budget process continues to change in structure and reduced budgetary allocations create a real challenge in achieving its operational and strategic priorities.

Although the Deputy Governor’s Office is not a revenue collecting agency, according to the report, some essential services provided by the department generate revenues for the Government’s Treasury. These services include the processing of apostilles and visa waivers, which netted revenues of $1,668,600 and $57,700 respectively.

The figures for apostilles revenues generated represented a decrease of 8.12% over a three year period.

    I am not sure what else can be gained from resurrecting an extensively discussed subject like all government depts have staffing issues other than a he said she said brawl. But there are other important matters like fixed election date and government runaway election spending are ignored
