- Police seeking public's assistance for leads in unsolved VI murders

ROAD TOWN, Tortola, VI - Detectives at the Major Crime Investigations Team at the RVIPF are seeking the public’s assistance in identifying the perpetrators responsible for the murders of 23-year-old Melissa Spence, a native of Trinidad; Kendoy Penn of Old Plantation; 46-year-old Julio Pineda Ceasor of Greenland; and Nyron F. Olliverre, a native of Trinidad.

A release from the Force noted that September 2020 marks the 16th, 15th, 3rd, and 6th, year anniversary respectively of the unsolved murders.

2004 & 2005 murders

The oldest of the unsolved murders from the batch is from September 2004, 16 years ago when a construction worker attached to a house project at Little Bay observed a human body being thrown against the rocks at the bay in that area.

“The police were contacted and with the assistance of VISAR recovered the body of Trinidad national Melissa Spence with several stab wounds to the body,” RVIPF said.  

A year later in September 2005 at around 1:00 am, the victim, Kendoy Penn, was on his way home, driving his vehicle when an unknown individual fired several shots at him which made contact.

“The victim received life-threatening injuries and was then transported by ambulance to the then Peebles Hospital where he was treated for gunshot wounds. He remained at the said hospital on life support until the 22nd of September 2005 where he succumbed to his injuries.”  

2014 & 2017 murders

Almost a decade later on September 12, 2014, around 11:15 pm, the RVIPF said Nyron Olliverre had arrived at his Horse Path residence driving his vehicle when an unknown person fired several shots at him, instantly killing Olliverre on the spot.

The latest of the unsolved september murders came in 2017 when at around 2:30 pm, Julio Pineda Ceasor, was at his Greenland home with his family when mask men entered his residence making certain demands.

“The gunmen then shot the victim and left the residence. He was subsequently taken to Dr D Orlando Smith hospital where he later succumbed to his injuries. “

Police need leads

Detectives at the Major Crime Investigations Team said the unit is still hopeful that members of the Virgin Islands community may have crucial information to assist in identifying those responsible for the murders, hence bringing some closure to the grieving families.

Persons with information relating to the crimes are being urged to contact Detective Inspector Vernon Larocque; directly on 368-9809 or the RVIPF Major Crime Investigation Team on 368-5682.

      Oh how I wish those who know the killers would say something. For a small island, we have MANY MANY unsolved murders and the victims are both children and adults.....and even though they gunned down a child, many still remained silent, and trust me that said a lot about OUR COMMUNITY. So, to the families and friends of those who had their loved ones violently taken, please know that MANY OF US mourned with you and still continue to remember your loved ones and will keep praying for justice.

    Exactly, it is time for the streets to start giving up the killers. It is time to strip them of their freedom. To you that is shielding the killers REMEMBER, they do it to someone, someone is going to do it to one of your loved ones and then WHAT, you want to rise HELL. NO MATTER HOW LONG IT MAY TAKE,KARMA IS GOING TO FIND YOU. YOU KILL SOMEONE FOR WHATEVER REASON, DID IT MAKE YOU FEEL BETTER? NO. YOU WILL FOREVER HAVE INNER TORTURE.

      So correct my dear, I often wonder how can a person know who kill a person and they can be all up in the victim family faces eating, laughing, sitting up in your home, standing next to you in the local supermarket and act like this is normal.     Why does anyone think somebody will come forward? Anyone who comes forward puts his life and the lives of those they love in jeopardy.. Police need to use forensic evidence and hard work to solve these sad murders. We in the BVI know we live daily (shop, beach, drink at bars, and eat at restaurants) brushing up on murderers everyday. Even the stupid know to keep their mouths shut. Police need to learn how to do their job.

      @ facts: was made to understand those uk gentlemen made 50,000.00 per person and bvi got nothing, what police force continue to simply sit back waiting on phone calls from the civilians: some countries simply puts up a substantial money reward leading to the arrest and conviction. unsolved crime and uncaptured criminals moving around our population for well over 20 years. the criminal conduct keep rising and the criminals now enters your home & tying you up. crime using firearms is through the roof, killings in broad daylight is moving upwards and with all these armed police nothing: mr commissioner need to tell the bvi community his new strategy to reduce criminal conduct other phone number after phone number because that strategy have not been making any difference in crime in this territory under his watch as the head of police department

      Solving crimes often requires the assistance of eyewitnesses or those who gain direct knowledge of the crime shortly after. Don’t blame police if you have held back critical information. Do your part then hold them accountable for do theirs. We must work together for justice within our community.

    For those who fear retaliation from theses criminals, if you have any information, write and send an anonymous letter giving vivid details, and then mail it to the authorities. Make sure you give every piece of info you can remember. These murderers need to be caught!

    Notice what the police are saying. Look at the trench of all those murders mentioned. They're committed in the month of September but different year. And now we have two more murders in September 2020. It's seems like their is a serious killer living amongst us and only strike mostly in September.

The two people who have information and will talk are ladies who are in love and men when they are drunk...The FBI #1 informants are women,,, These women know a lot, of whats going on...In most cases women play a roll....

    Why do people that are living ome among believe that bashing our Police Officers is helpful, rather than helpless. Many people that critisized others of performing poorly their duties, if they were in the same position, they more likely may be lest effective.     If I have information, I AM ONLY SPEAKING OR GIVING THE INFORMATION TO THE POLICE COMISH BECAUSE I TRUST HIM. IF I DONT WANT TO BE SEEN GOING TO HIS OFFICE, I WOULD SET UP A MEETING SOMEWHERE UNDER THE COVER OF DARKNESS IE..CEMETERY OR A ISOLATED BEACH. There are ways you can get information to the COMISH IF YOU DONT WANT TO GO TO THE POLICE. OR JUST SLIP THE INFORMATION UNDER THE VICTIMS FAMILY DOOR.
