“The Ministry of Education housed the Lenora Delville Primary School on the Capoon's Bay Basketball Court for many months since the major hurricanes in September 2017. Now that the school is operating from its original building once again then the government should have at least repaired the Capoon's Bay basketball court,” Mr Fahie said. Photo: File/Provided

ROAD TOWN, Tortola, VI – During the 4th Sitting, 4th Session of the 3rd House of Assembly (HoA), embattled Co-Leader of Government and Minister for Education and Culture, Hon Myron V. Walwyn (AL), was unable to provide a completion date for the repair of recreational facilities under his watch.

These projects include the basketball courts at Capoon’s Bay and Carrot Bay in District One on Tortola, Virgin Islands (VI).

The issue was first brought to fore when the then Leader of the Opposition and current Chairman of the Virgin Islands Party (VIP), Hon Andrew A. Fahie (R1), raised questions during the December 13, 2018, sitting of the HoA.

According to Mr Fahie, no repairs have been made to the facilities since the hurricanes of 2017.

Questions raised

“Madam Speaker, would the Minister for Education and Culture please inform this Honourable House when the basketball courts at Capoon’s Bay and Carrot Bay will be fully repaired so that the public, especially the First District community, can use the recreational facilities once again?” Mr Fahie asked.

Speaking exclusively to Virgin Islands News Online (VINO), the VIP Chairman said, “The recreation facilities in each district is under the Recreation Trust which is under the Ministry of Education & Culture. So ultimately, the responsibility for the upkeep of all recreational facilities, Territory-wide is under the Ministry of Education & Culture.”

Hon Fahie further inquired about the state of commencement date when each Government owned recreation facility in the Territory will be repaired.

He told our newsroom that, “The Capoon's Bay, Carrot Bay, and West End Basketball courts fall under the same protocol.”

Current status

“Madam Speaker, I am not in a position at this time to give a specific date on when the basketball courts in Capoon’s Bay and Carrot Bay will be fully repaired,” Hon Walwyn told the HoA on the same date in response to the then Opposition Leader’s question.

He continued, “Assessments were done on the basketball courts and recreation facilities based on the allocated figure of $450,000 in the CDB loan structure,” however, to date the project is yet to be completed according to Hon Fahie.

“Since Hurricanes Irma & Maria, none of the three recreation facilities in the First District has not been repaired by the sitting [National Democratic Party] government,” Mr Fahie said in an invited comment.

He continued, “The issue seems to be one of lack of funding which is a paradox because the sitting government is purporting a surplus in 2018,”.

“That facility [Capoon's Bay basketball court] needs major repairs, hence the government has to be called out on this matter."

"Our youth in the First District have no recreation facilities to use since hurricanes Irma and Maria which was more than 15 months ago. This is unacceptable and irresponsible,” the former Opposition Leader uttered.

Nonsense! I guess the Honourable Minister is vindictive to all districts and their facilities. Have you been to JVD, VG, Anegada and the other districts throughout the Territory?

some of us still point fingers: just to refresh our minds: one massive flood followed by two back to CAT 5 Hurricanes in 2017.....some still sitting on the fence digging up old dirt: be part of the solution process...September 2017 all though 2018 was some serious times: most of the territory’s income generating streams were disrupted and we don’t print money up in this place
