ROAD TOWN, Tortola, VI - Word just reaching our newsroom from our sources inside the Ministry and Department of Education is that come September 2014 Acting Principal of the Elmore Stoutt High School Wade W. Tobin will not be returning.

The two sources, one from the Department of Education and the other from the Ministry of Education and Culture, called our newsroom this week to leak the information to us of the new development which they confirmed has the blessings of the controversial Minister for Education of Culture Honourable Myron V. Walwyn.

According to the sources Mr. Tobin is on a two year assignment at the largest public high school in the Virgin Islands which reportedly will expire in July 2014. Earlier this week Mr. Tobin was called to a meeting with Acting Chief Education Officer Mrs. Jillian Douglas-Phillip and Acting Deputy Chief Education Officer Dr. Lavon Chalwell-Brewley it is reported.

According to information reaching our newsroom, Mr. Tobin was told by Mrs. Douglas-Phillip that his tenure at the Elmore Stoutt High School (ESHS) will not be renewed and he will be reverted to his position as a Social Studies teacher.

Information obtained by this news site revealed that before taking on the assignment of Acting Principal of the ESHS Mr. Tobin had taken a leave of absence from the Education Department where he was assigned as the Principal of the Seventh-day Adventist School, a private religious institution.

It is also this news site understanding that the post of Principal of the ESHS will be advertised; however the status of the holder of the post Ms. Melissa Amey remains unclear.

Rough Time for Tobin

According to the Department of Education source, Mr. Tobin had a rough tenure at the school. During his two year tenure his office at the school was broken into two times with many items stolen and ransacked. Late last year his vehicle’s glass was smashed and vandalized (criminally damaged) while parked in Road Town and there have been alleged threats to his life by students.

Mr. Tobin has not always enjoyed the support of the Department of Education and the Minister according to the same sources. Sometime last year many students mostly male were being very disruptive and were threatening teachers and other students.

The School’s staff demanded that the students, who allegedly ransacked Mr. Tobin's office and got physical with some teachers, be expelled and had staged a soft protest until action was taken by Minister Walwyn.

Once Mr. Walwyn visited the school he agreed with the Principal and staff to expel the students directly involved, however days later he went to the House of Assembly in what some described as playing politics and reversed his decision. The Minister claimed he wanted to give them a second chance and find an alternative to have the children continue their education.

A National Democratic Party source who spoke to our news site on condition of anonymity told our news room that “I can see Myron all over this decision as he is about saving himself…yes maybe there were complaints from parents and teachers about Tobin but there are complaints about everyone who is in a leadership position… one should not throw people under the bus for political expediency.”

When pressed as to what evidence she had about Minister Walwyn’s involvement in Mr. Tobin end of tenure decision the source said with certainty and a smile, “look I use to work there the man is obsessed with power he micro manages the Ministry and Departments… nothing move unless he say so…he probably has the job for someone…stay tune…”

    Well if nothing else is sad this one certainly is. Everyone know that the ESHS is not an easy institution to manage, it's like a time bomb waiting to explore. Everyone knows Mr. Wade Tobin is a disciplinarian who have nothing but good intentions to see nothing else but the ESHS progress along the right path but when you have a Minister and other senior staff at the Ministry and Department of Education from whom he cannot get support it is really a sad day for the institution. There are parents who don't matter what, don't like their children to be corrected and will step to higher level to make complaints. However what is sad is when a Minister who all in the name of politics is going to side with those parents and stick a pin in the side of the institutions head. That particular ministry and department is in serious trouble, they have persons in there who holds key top positions who don't even know that the HLSCC is not accredited. It's have persons studying over seas who are wrecking havoc of the treasury at the whims and fancy of the minister but all that is going unnoticed but be assured the day of reckoning is fast approaching

      It seems to be a common thing here with bosses treating their employee s like doo doo. There is the exception to the rules but by and large especially local bosses seem to really not treat their staff or talk to them right. - Worked with one in job training and working with one right now and just observing the obvious.

    The problem with high school is not Mr Tobin. It is some of the unruly student and their don't care parents. For society on a whole to get right, the HOME has to go back to fundamental principles. Fathers and mothers where are you in the active presence of your children up bringing? People on a whole don't like CHANGE, and Education department and the ministry has failed to support this principle in carrying out its role. Sad! That minister and his party will not get my vote come next election God willing.

    Look ... It's only so much the teachers and administrators can do ... There needs better juvenile laws ... Get a resource officer at the schools to handle the drugs and patrol the schools ... Those that fight and disrupt a public place of learning, those that bring drugs and weapons on the public schools get charged with a felony as a juvenile delinquent ... Then get you a detention center for them to do their time (must be able to provide school and other services while they are there) or put them on house arrest with the only place they can go is school and home and give them fines and community service. ... Make them accountable ... The juvenile record is sealed when they turn 18 or whatever the age is when you are charged as an adult.

    Although I personally think tobin is an absolute waste of time; the Government of the Virgin Islands needs to stop saving up the tax-payers money and begin spending funds on our high school; the current conditions at the high school in road town is like a ghetto; what is so painful the leader of government business have the nerve to let us know how many millions the NDP administration have in the reserve fund…the school environment must change-our children have become products of that ghetto environment they visit from day-to-day…..make the campus more conducive to learning…..look at where our youth eat lunch, take a good look at where they purchase lunch(third world environment)….for a country that boldly speak about our GBP, we have to take better care of the students

      I agree that the environment should be more conducive to learning. I believe that a permanent structure (possibly air-conditioned), is where the children of the Elmore Stoutt High School should have lunch. At lunch time, the children hang out by the fence where there are food vans and behave like men and women. The look of the vans and tents is indeed like a third world environment. We must also remember that we go through hurricane yearly, and for that primary reason as well as "appearance", we must improve the physical environment. Also, we live in the tropics and you can imagine how hot the children must feel in the current environment (especially the eating area) at the Elmore Stoutt High School. More money needs to be spent on acquiring basic resources that teachers most times are buying out of their own pockets. At some schools there is a need for more photocopiers for the teachers to make required copies. My daughter is a teacher in a primary school, so I know this first-hand. Remember the children spend most of their day at school. Just imagine how much better they will do if these and other improvements are made.

      I don't know all the facts surrounding what seems to be the "demotion" of Mr. Tobin (in the eyes of man i.e.), but one thing I know is that the only perfect person that ever lived was Jesus Christ - He came to save the world from sin and he was mocked, and finally put on a cross ... In the word of God we are told by Him to "be of good cheer, I have overcome the world". Br. Tobin, 'you will not have to fight in this battle' - stand still and see the salvation of God. This, and all God's promises are sure... just continue to trust in them... He is the Alfa and the Omega and 'this too shall pass'. I believe this more will in turn be a blessing for Mr. Tobin ... just imagine that corporal punishment is being taken out of the Education Act. From my knowledge, there are presently laws in place where parents have to give consent to teachers to punish students. The truth is that I believe what the bible says about "train up a child, and when he is old he will not depart". Parents tend to interpret "train up", however, to mean "give licks" (at any old age, once the child is in their house). This should not be necessary once the parent has done the required disciplining/training in the child's formative years (0 - 6 yrs. approx.). I haven't forgotten that the bible also says "foolishness is bound up in the heart of a child, but the rod of correction will drive it far from him". Remember, the noun used is "child" and remember the importance of the formative years (indicated above) in disciplining/training a child. Most people believe that bearing children makes them a parent. Parenting is a skill to be learned, so those parents who haven't done so as yet should feel blessed to attend one of the free parenting workshops that are put on by Social Development annually (they usually are geared for various age groups). You will learn the types of behavior to expect from children as they age, and how you should best respond to it. I said this to say, there are other measures that can be used to discipline children at a certain age without resorting to using corporal punishment. If I recall, Mrs. Arlene Smith- ----- was appointed to work on a programme for the children who attend the school at Baugher's Bay. Likewise some benchmarking (checking out/researching what is working in other countries) should be done to address the incidence of delinquent behavior at the Elmore Stoutt High School.

    Here we go again. Have a set of unruly children who have no interest in education. Solution: additional year.
    Have some students who are hell - bent on destroying the school . Solution: give them more power(cant expell, cant suspend during exam) , fire the principal.
    That is how the powers that be decide to rectify the problems: side step them.
    Just 1 example: students not ready for college - over 50 % have to do remedial studies. The registrar at the college says that these students dont study, they r tardy to class and frequently absent + many are rude and disrespectful. Solutio: Additional school year.

    TEAM... Together We Achieve More... Without that everything fails. No man Is an Island. Parents, Teachers, Principals and Ministers. That's the team. When a principal cannot suspend a student for grave misconduct... a link is missing. When a parent is allowed to come to the school and abuse their power as a police officer to search students bag for a phone (which is against school rules) a link is broken. When a student has so much disrespect and feel that they could slap a teacher.. a link is missing. We as parents need to stop. If I don't respect authority, My children won't. There are no set standards in the education system. Our standards are so low our kids don't strive higher instead they use their energy and focus to bully kids and even the persons who are in authority over them. Raise the standards, you SHOULD not be allowed to repeat a class two and three times... that means you will not try hard enough! Come on BVI. The problem here does not lie with the school alone, nor the minister, nor the parents. Schools have rules just like a country. There should be consequences for breaking rules. unless the TEAM cannot function as one with the same goal and focus we will continue to see our education system fail.

    We need to stop playing politics with the lives of our young people. This political games is going on all over. If it is one place I do not expect to see it is in the Virgin Islands (Br.) The principal have to win the respect of his staff and his children. I suggest that we bring in someone from the Caribbean to full this position. Our kids need someone who will pull them up and not be soft with them. I am calling on ALL parents to do their job of training up their children. If parents were doing their job we will still have Mr. Tobin as our principal. Parents the teachers cannot train your children. Parents spend time with your children. If I was Mr. Tobin I will go back to the 7th Day Adventist School where he was appreciated. I will not allow the minister to send me back in the classroom. If they not having respect for him as the principal come on will they respect him as a teacher. Mr. Minister I taught better of your. He need to be moved to the ministry or sent on study leave. Do not put that man back in the classroom.

      Tobin is better off in the classroom. He gets to keep his principal's salary with a heck of a lot less stress. Tobin you will be more than fine. I think this is a blessing for you. Poor ESHS :(

          I would opt for that- a heck of a lot less stress especially from downtown and the politicians.

            He should have been paid to act as principal and if he is not acting then I dont understand how he would be paid at pricnipal's level. Further, wasn't he on contact in the principal position? If so, surely he does not keep a principal's contracted salary. If so, then what is the incentive to ensure you are successful if you will remain a the high salary anyway, if you are demoted? Strange

            It is you who does not understand the system. Once an individual is in an acting role, if they are reverted back to their substantive post, they receive the salary they would have received in their former role. Mr. Tobin is the acting principal, which means he was NOT confirmed to the post of principal. So if he is reverted back to being a classroom teacher his salary will be taken back to what it was as a teacher. I'm not asking you... I am telling you! Do your research from talking things you know nothing about! That is the way the cookie grumbles with persons employment status is government! Check HR let them fill you in!!

        Oh no he don't...he should be reverted to his substantive post and salary at the point at which he left it. Remember, his acting appointment as Principal was on a contractual basis so he SHOULD NOT be getting the salary (Principal) if and when he reverts to his substantive post as teacher.

    It is a sad day in the history of the BVI!! We shall surely reap the fruits of what is about to transpire in our education system...may God help us...one might say it is the sign of the time but prophesy does not have to be fulfilled with us!!!! We are too small and too blessed not to be a center of excellence in many respect but instead of fostering unity we foster hatred and divide.

    This situation could have been handled differently...who knows know!!!!! But God WILL have the last say as He ALWAYS DOES!!! We have to pray for our territory.

    What we are seeing is just a tip of the ice burg where the m....er is concerned. Outside of this issue, I am seriously convinced that the m....er doesn't know what he is doing and his staff is probably too intimidated to talk commonsense into him. He needs to stop running our education system by making decisions that he thinks might be pleasing to a handful of (negligent) parents whose children are extremely disruptive in school.

    Why the minister don't go and hunt down the grown men who has so many girls pregnant at the school? They need to go after these guys who are destroying our youths and stop acting as though Tobin is the culprit.
