VIP Gov't working to do more with less $$ - Hon Rymer

ROAD TOWN, Tortola, VI - Minister for Transportation, Works and Utilities, Hon Kye M. Rymer (R5) says the Government of the Virgin Islands is now working with less to do more.

Hon Rymer was making reference to the $414,008,611.00 National 2020 Budget compared to a higher $427.657.383 budget passed in April of 2019.

"We must note that the budget is much less than the budget we had to massage earlier this year so that in itself shows that we are paying attention and we are working to do more with less," Hon Rymer told legislators at the House of Assembly (HoA) on December 13, 2019.

Raising concerns about the Budget, Opposition Member Hon Julian Fraser's RA (R3) contention at the same Second Sitting of the Second Session of the Fourth House of Assembly was that as budget estimates continue to increase, services delivered by the budget seem to be on the decline.

"What bothers me more than anything else about this Budget, Mr Speaker... is not the size really... but it's the fact that services have dwindled since the days of a $119M budget when I came into office," Hon Fraser told the HoA in referring to current services as inferior.

Hon Rymer; however, agreed with statements made by Hon Fraser, that the Government should work on ways to reduce the recurrent costs of the Territory.

"My suggestion to this increasing recurrent [expenditure] would be, for us to do as a government a salary review, so that we can address some of the issues pertaining to the recurrent expenditure," he said, noting that the budget can be a budget of the people with regards to people reaping the benefits.

High praises for Premier Fahie & Team 

"I must acknowledge and give kudos to my Premier [Hon Andrew A. Fahie (R1)] and his team, for bringing this budget so timely to this Honourable House... in our first budget it was noted that the goal [and] intent is to have a budget passed before the end of this year, everybody laughed and giggled at this stage because it's not the norm to have a budget passed in the same year."    

Hon Rymer further said, "I give commendations to my Premier for his diligence and his persistence, and his team must be acknowledged [at the] Ministry of Finance for the hard work that they have put in for making this budget come to fruition," he said.

    Just a quick transparent honest question, I would like to know if each member of your Administration including Oppersation members, will be willing to take a pay cut for the good of the Country that you profess to love and care so much for. That would be a good way to show the people you really care. Oh, you don’t get RICH while being in Politics,
    you get RICH after you leave Politics IE.... book deals and speeches/lectures.

    One can be in the Opposition and still make an Impact. Hon. Frazer is fulfilling that role. Hon Willard Wheatley got the BVI off "Grant in Aid" in the 70s (at the time without FSC, Scrub Island Resort, Oil Nut Bay, Mosquito Island Development. Stanley was the main business on CGB; in generally just a hand full of villa accommodations). Hon Frazer recalls a budget of $119-mil; but we worked with and stretched what we had. That was a while ago; before we got into the "Over-run/Spend-thrift business"; (Beef Island bridge, the hospital, Pier Park, Green House project, overprice Consultants, ELSH wall, Prospect Reef, 7.2-mil Airplane, $100,000-vehicles, $20,000-a month rental buildings ++). Now $369-million Recurrent expenses out of a $414-million dollars budget is considerably high for a 40,000 population (or $9,225.00 per person). It would be interesting to be provided a list of those expenses. I am sure, a student competition at ELSH or HLSCC to go through the Recurrent Budget to eliminate waste and produce Savings could produce at least $40-millions of waste/Savings. Now imagine $40-million split between Land/Housing acquisition,,, and Department of Trade providing grants/low interest loans to Entrepreneurs to start, expand or improve their business. In the area of education a Lottery could be established to fund Schools, teachers, scholarships. California did it in the mid 80s and was a weekly event, televised on TV. To say that it cant be done, imagine the amount of money that leaves the country daily from lottery sales and winnings (daily Palay, PR lottery, St.T lottery etc). Why can't government construct its own buildings instead of renting/leasing?. Some years ago, Neil Smith, former Financial secretary, disclosed that the Civil Servants could be reduced by 50% with government continuing to function as if the reduction hadn't happened. Will it happen, can it happen? Heck yes. If 1500 Regularizing cases happened, what else is off limits?
    The Need to be Frugal, Thrifty, Vigilant with Government's resources: Financial Services was thought to be to-good-to-be-true; yet here we are estimating $30-millions reduction for 2020. We exist on 60 acres of land prone to earthquakes/Hurricanes. We don't print our own currency. The moneys we attract is highly competed for by others and will get stronger as world Inflation/Recessions loom. America's National Debt is at an all time high at $23-Trillion, Germany $3-Trillion, China's ambition and capacity to become a Super Power, Russia, Iran, China, Turkey and several other countries cooperating to break away from the US dollar as world currency. Again, Vigilance is de Operative word. Growing up, the Boys Brigade motto was: "Be Prepared"

    The VIP government doing more with less; doing more with few resources is the new normal. It would be instructive if the Hon Rymer would elaborate on the specifics on how it was done. Can the Hon Fraser and Hon Rymer both be right. The Hon Fraser is waxing that budgets are increasing while services are declining. On the other hand, the Hon Rymer is singing the high praises of government for doing more with less. The budget numbers can be misleading; the overall budget reflects total revenue projected but this could be more than planned expenditures. The overall budget number should equate to the planned expenditures. If actual expenditures exceed planned expenditures, a budget deficit exist while if actual expenditures are lower than planned, then a budget surplus exist.
