CAPOONS BAY, Tortola, VI – Hundreds of persons gathered this morning, April 21, 2012, to bid farewell to a son of the soil, who has been credited as a strong champion for the idea of “national pride” and passionate about the development of the Virgin Islands throughout his life.

The funeral service for the late Elvin “Soupie” Stoutt took place at the Zion Hill Methodist Church where many tributes poured out from family, relatives and Government officials for the retired Permanent Secretary, school principal, father, grandfather and businessman who had passed away at his Long Bay home on Saturday April 7, 2012.

In a very touching tribute, Premier Hon. Dr. D. Orlando Smith described Mr. Stoutt as a “BVI Giant” who was always an upbeat, positive and a man of such great faith.

Reflecting on his teaching days, Hon. Smith said Mr. Stoutt, as a former principal of the Alexandrina Maduro Primary School, left his footprint and philosophy that teachers and parents must collaborate and work closely in raising a child. Premier Smith said he was one who firmly believed that it took a village to raise a child.

In remembrance of Mr. Stoutt’s role as Permanent Secretary in the Ministry of Communications and Works, the Premier in his tribute stated that he was known as a go-getter, a very committed and productive public officer who believed in giving his all to the development of the Territory.

The Premier also touched on Mr. Stoutt’s most recent position where he served as a member of the Public Service Commission (PSC) and helped in strategically placing qualified BVIslanders throughout the public service.

As a businessman, Mr. Stoutt’s villas have been used by many visitors who keeps coming year after year and enjoyed the hospitality they received.

Among other tributes was one by Deputy Governor Mrs. Inez Archibald who described Mr. Stoutt as a stalward Virgin Islander who gave his live to service of country and who served faithfully and valiantly until barely four and a half months before his death.

Mr. Stoutt, an indigenous Virgin Islander, was 64-years old when he passed away at his home. He was also the brother of former Legislator Elmore Stoutt and retired Fire Chief Leando Stoutt.

The cause of his death is unknown but persons close to the family told this news site that he may have been suffering from an illness that has taken the lives of many Virgin Islanders over the past 10 years. Mr. Stoutt also spent some time overseas for treatment.

The late Mr. Stoutt had a very productive career also serving as a school teacher and moved through the ranks to principal and reaching the top in the Public Sector to the rank of Permanent Secretary.

He was also a businessman and owned and managed his own real estate properties. His most recent public service assignment was as a member of the powerful Public Service Commission, the body charged under the Constitution to hire, fire, promote, transfer and discipline civil servants.

It was Virgin Islands News Online who first and accurately reported in January of this year that local Attorney Dawn J. Smith would replace Mr. Stoutt on the Commission.

The late Permanent Secretary is also survived by his wife Mrs. Bernice Stoutt and children.

      I am sad too... and a tear ran from my eyes when i read this on vino. I know for a fact that Mr. Stoutt has dedicated many years of good service to his homeland where he love. My prayers are extended to his family, wife and friends during this difficult time. Stay strong as god will never give you more than ou can bear.

    To Berenice, children, grandchildren and other family members, I extend my heartfelt and warmest condolence on the passing of Soupy. His untimely passing will be great and painful lost. But let your faith and belief be the strength that get you through the challenging days ahead. Soupy has contributed immeasuredly to the BVI community as a teacher, principal, PS, and as member of the PSC. He was a pillar in the community and he will not soon be forgotten. He has lived and exemplary life that is worthy of emulsion. Cuz may your soul rest in peace.

    To Mrs. Bernice, Dion, Dawn and Danika know that daddy is in a better place away from pain. Know that one day you will see him again. He changed his address from Long Bay to 100 Heaven Drive. Know that God is good. Daddy was a wonderful person. He was humble and kind. I too will miss him. RIP Mr. Stoutt.

    Oh how sad my warmest condolences to the bereaved Stoutt family. In these time you must stay strong, keep the faith and know that the great Jehovah will never give you more than you can handle. I know, do not matter how many times it happens losing a love one is always a very very sad time. But we have a lot to celebrate for Soupie has lived a productive life and made his contributions.     I mourn the loss of my dear friend, Elvin. He was highly intelligent, articulate, witty, thoughtful, caring and a real all round gentleman. He will be sorely missed by those who knew him. My deepest condolences to his family, and I know that our loss is heaven's gain. RIP my friend!!!

    My sincere sympathy go out to the family of Mr. Elvin Stoutt (known to me as teacher stoutt). I will forever be grateful for the path teacher stoutt played in shaping and molding me to be the adult I am today. I remembered him as a committed principal of the Alexandrina Maduro Primary School, and as a committed mentor as I became an adult. I will truly miss him.
