UPDATE: Scooter accident victim identified

SLANEY, Tortola, VI - The young man who passed away in the motor scooter accident near Slaney earlier today, December 31, 2013 has since been identified as 17-year-old Jevorn Chapman aka Truckman.

Chapman, who was pronounced dead at Peebles Hospital following a collision between a motor scooter he was riding and a taxi bus, was employed with Tortola Fast Ferry. Chapman reportedly suffered internal injuries and loss of blood before passing away.

Virgin Islands News Online was withholding the name, photo and age to confirm that next of kin and other family members of the deceased were properly notified.

The accident victim is reportedly the son of Sergeant Joseph Chapman of the Royal Virgin Islands Police Force.

Scooter accident sends youth to hospital, traffic interrupted

SLANEY, Tortola, VI - As the last day of 2013 draws to a close, yet another motor scooter has been involved in an accident on the main road.

While full details of the incident remain unclear one eyewitness told Virgin Islands News Online that around 10:45 AM a lone scooter rider allegedly collided with a taxi bus in the area of Slaney on the Western side of the main Island of Tortola.

According to the eyewitness, the scooter broke in two, but the Taxi bus had no passengers on board at the time. The eyewitness also claimed that the scooter rider, a male teenager, was not wearing a helmet at the time of the accident.

It appears that the accident victim suffered injuries to his leg and neck and was transported by ambulance to Peebles Hospital, the only public hospital on Tortola. The bus driver, according to the eyewitness, reportedly suffered no injuries resulting from the accident, but his bus sustained some damage to the side and front bumper.

Following the accident at Slaney in the vicinity of the Swim with the Dolphin look out area, traffic on the main road was interrupted, forcing drivers to take the Slaney Hill road going both east and west.

The Road has since been reopened. Officers from the Royal Virgin Islands Police Force (RVIPF)  are currently on the scene conducting investigations.

      I am OUTRAGED that the police do not give out summonses to these kids to save their lives. I ride in my car and see the police in front of me and a scooter driver goes past us with no helmet, high speed and passing cars and they do NOTHING! I cannot bear this anymore. Enforcing the laws will save the children. The parents are too lax also because a child without proper protection or not obeying the law should not own a scooter. This is the 2nd death and 1 injury within 2 weeks. Some of them are over 21 and driving just as reckless. One in town the other day doing wheelies in the street. POLICE STEP UP AND GET OUT OF YOUR AIR CONDITIONED VEHICLES AND EARN YOU PAY!!!!!!!!! Sick of this.

        I think the police are afraid to get involved for fear of prosecution. Two officers who tried to stop one of these young men from riding an unlicensed, uninsured bike carelessly around and about Road Town are now on suspension and before the Magistrates Court. The young man is now DEAD. I don't think any other officer wants to be in a position of being suspended for doing their job.

I watch the police numerous times looking and driving past things I know should have been investigated. They are just here for the paycheck. Two weeks ago a police car tailgated me all the way to town and I kept breaking to make them stop on purpose. They are no better than the ones they arrest. Sorry excuses for law enforcement.

        I do not see the reason for bashing the Police at this time. for u will be the same person who will be saying why the Police harassing the man, if dem can't give da man a break. If the police was to go chasing after a man on a scooter or on a motor bike tell me how in god's name are they to get through the traffic to get close enough to see who the culprit is on the bike so that they can enforce the laws. The police on 4 wheels and the rider on 2 which can evade the police as easy as 123. Even if they put on the siren people like u so do not move out the way so you see here is where discipline starts. Stop bashing the police this is not a problem for the police force alone. it is a problem for all of us. discipline starts at home and when it gets out there we all should assist the parents of children to discipline a child and stop leaving it all up to the police to do our job. Yes they can try to enforce the laws of riding without helmets and reckless driving etc.... but they cannot force a person to obey the law. My condolences to the family of this child.     I am a young girl , who's brother had nearly been into one accident like this . I've had several cousins whose been in accidence like this ..           There are NO SECRETS in Tola. His parents had to hear he was riding around town on a scooter because a nosy neighbor told them. A lot of parents just turn a blind eye. No helmet or any other protection and was the bike registered and insured? There are too many excuses and they put other drivers at risk who are following the law. This is very unfortunate he lost his life and we all feel it when this happens because it could be any of ours. The Police ARE ALLOWED to issue a summons and then the court decides what to do after that. FACT.

    Sad way to end the year and start a new. My sincere condolences. I only hope his death is not in vain and that now we will seriously start to implement some scooter laws to protect the lives of those on the road. Age restrictions, mandatory head-protection, safe and realistic speed limits and consequences for breaking them. And drivers of 4 wheel vehicles, please be more mindful of these two-wheelers on the streets.       so sad to see this happen. There is no required training for motorcyclists here - and most of the scooter drivers I see do not obey the rules of the roads. Weaving in and out of traffic - not wearing helmets- all tell signs of inexperienced riders asking for trouble. Its nerve wracking as a car driver to have a scooter scream past you in town. If we are not going to teach them how to ride - we should not be surprised when they fall. I feel for the taxi driver as well. That must have been a traumatic experience.

    I don't know what happened and I wasn't there. How fast could a bike be going to burst itself into a parked vehicle like that? As a driver, I take a sigh of relief every night I park up my car, because it appears that the majority of the young men on scooters wake up with a death wish every morning and the intent of putting one of us driver's in prison for their recklessness on those scooters. You driving and before you can catch yourself or see or hear them coming, they either on your tail or ram right off in front of you. They act as though they are immortal. I don't know how this incident was so I make no comment on it. This is another mother and another family who now have to hold their heads at the horrible death their child had to face. Parents, I don't know what to say to comfort you - regardless of anything, that's your child and your loss. I am so sorry.

      Blame the law that doesn't require proper driving lessons before being licensed to drive a scooter. Blame the parents for buying the scooter and allowing their teenagers to ride without learning the rules of the road and how to properly drive on the roads. Blame the parents and the police for not preventing and enforcing laws requiring a drivers permit, insurance, a helmet to be worn. Blame the people of the BVI for allowing lax laws and believing they are above all laws. Blame the police for not enforcing traffic laws. Unfortunately, accidents resulting in the death of young scooter riders will continue. How many more will be put in the ground before someone finally fixes what is terribly wrong? There are far too many people with their heads stuck conveniently in the sand. When it comes to the life and safety of even one person things need to change. Not next year or next election. Now! Do the right thing and let's make sure these teens are properly instructed on handling a scooter in normal driving conditions and if faced with an obstacle and that they know and understand the rules of the road, about passing and blindspots etc. And let's ensure not one scooter is on the road without a properly licensed and insured rider. Don't wait until it's your phone ringing with news about a horrific accident involving your son or daughter.

        Regardless of the law, a person must love his own life and do whatever is necessary to protect it. The law is a set of words on a paper. The law doesn't say to wear a raincoat in the rain, but if a person is stupid enough to walk in the rain without protection, then they pay the price for their foolishness. People are going to do what they want to do. If they don't do it in the day, they going do it in the night, if they don't ride the bikes in town, they going speed them on Beef Island. These kids don't value their own lives.

        Although I generally agree about your blame comments, at the end of the day, each and everyone of us is responsible and accountable for the actions we take. The problem is that we live in a society where we do not want to be held accountable. Look at the example set by government alone. Where is the accountability for misspent monies, poor planning and execution etc, etc. Look at how people drive. When was the last time anybody got a ticket for speeding? I agree that instruction for safe scooter riding is critical, but what good will it do when nobody enforces the laws? Evidently we choose not to learn from the mistakes of the past. Anybody remember that terrible accident when young riders were playing chicken in Beef Island a couple of years ago?

        In this case, a young man who thought he was indestructible (as many do) faced the ultimate consequence as a result of his actions. Much is said about respect in Caribbean culture, but little is actually done, as in respect your parents and authority, respect others and respect yourself. When will this ever change?

    I think these young guys don't realize it's only two wheels they riding on and there's no protection wen a car that passes the protection test got into an accident it's total never mind a scooter and riders without protection.     My heart grieves to learn that yet another young life has been snuffed out. I was dismayed to read the many insensitive comments that suggested that scooter/cycle riders are always at fault. Be that as it may, I think that the Traffic Department and our whole Police Force for that matter, as well as our legislators and lawmakers, need to take a long, hard look at driving in the BVI. it is downright dangerous! So much so, that to avoid a nervous breakdown I have thrown in the towel and retired prematurely from driving a motor vehicle. Who enforces the applicable laws on our books??????? Bad enough that the roads are narrow and in poor shape, but the majority of our drivers have hot feet going nowhere speeding, most of them major accidents waiting to happen. And who keeps an eye on them? Not even the sleeping policemen (speed bumps), for most of them could do well with paint jobs.

    There are too many people rushing senselessly going nowhere. Too many cutie pies and wanna bees texting while driving, or with the latest cellphones tucked neatly to their ears, oblivious of their surroundings, running red lights and not giving a hoot. The men, too, are just as bad. While I cringe when I see a careless cyclist, not all of them are lawless.

    To the family of the young man who died, I offer my deepest sympathy and pray that God will give you comfort and strength to overcome your dark days.

    They should up the age limit on the riding bikes, most of the people get in accident are below the age of 18, just a thought. My condolences goes out to the young man family and may his soul rest in peace.

    My condolences goes out to this lads parents.
    I do feel the pain that the parents and love ones feel right now.
    I am asking myself when is our government going to do something about these scooters that's killing these young men.
    I know this is hard at this time but I am holding the parent's responsible for this accident. I am 55 years old right now and if my parents tell me not to do or go somewhere I will respect my parents wishes. it is time now that these parents stop being friends to there children and be their parents. if parents put down their foot on their children we will not have to loose them senseless like today. Parents I am begging you please for this 2014 years take your children back from the streets. be the parent your parent(s) was to you. on Christmas night I went to the movies at 9:30 pm. The amount of children on the street at that time was unbelievable. I said to myself where are the parents of these little boys and girls. I was must disappointed. the type of language these children was using was not becoming. so I am asking please take back your children and we can have a better territory and better schools? Again, I am sorry for the lost

    I used to get mad at the government and the police. Now I'm don't. I don't get at anybody. These boys know what can happen and they don't care so they unfortunately meet their fate in a very unnecessary way. Live by the gun, die by the gun. Live by the scooter, die by the scooter. Some will learn, most won't, so they will just keep on dying and the list of names will get longer and longer. R.I.P. Trucky. Another one gone but will not be forgotten.

      Live by the boat die by the cell phone? I understand your thinking, but it came about a bit sticky. At the end of the day, the persons utilising these things need to be careful and not for themselves only, but take into consideration - for instance with the young man.... what if I pass this car right there what is there on the other side to meet me? (not sure - don't pass). Scenario 2 - what if I pass this vehicle in front of me with cars coming from the other direction, is there likelihood that either car can swerve or so (not sure - don't pass). It's raining should I pass here with all this speed? Will my tire hold, slip, lock? (not sure - don't pass). And please bike people stop riding right under people's car bumper. Where are the ticket rules for these motor bikes located? We need to start sending videos and pictures so that tickets can be sent in the mail, etc. Depending on the offence, first once could cost suspension of a bike license for a long long time. Ridiculous now.

    rick is very right it is not the bike it is. The people who drive it. I am. So sad that truck man die but why he was going fast. And I heard people say there is going to be a bikes race so the police need to stop them

    @ Really. It is about BOTH because if we don't confront the police, we will be reading about another child next week. We should demand these cops get off their backsides and do their jobs and we demand parents get involved with your children. No one can watch them all the time but they must be made aware of the dangers in life. Some think they will live forever but we all know death is permanent with no second chances, so YES we must talk about this NOW!
