ROAD TOWN, Tortola, VI – Andraes Norford, the St Kitts national charged for the murder of a man days after Hurricane Irma ravaged the Virgin Islands had escaped Her Majesty’s Prison (HMP) following the hurricane and allegedly used the opportunity to commit the heinous act.

Norford, 28, was at the time on remand at HMP for the 2013 murder of Melbourne Francis, who was gunned down at The Stickett in Long Look.

He was today, January 15, 2020 charged for the 2017 murder of Julio Pineda Ceasar, 43, who was shot at his home on September 10, 2017 and died two days later.

Norford, who had fled the VI following the killing of Francis and was extradited from St Kitts to face the murder charge, was remanded when he appeared before the Magistrate’s Court this afternoon.

Norford was allegedly seen in area of crime- Acting DPP

Acting Director of Public Prosecutions Tiffany R. Scatliffe-Esprit told the court the accused, Norford, along with two others, were seen in the area shortly before and after the shooting of Ceasar.

Magistrate Ayanna O. Baptiste-DaBreo ordered that Norford be brought back to court on March 26, 2020.

A native of St Kitts has been charged for the murder of a man days after Hurricane Irma ravaged the Virgin Islands on September 7, 2017.

The Royal Virgin Islands Police Force (RVIPF) in a press release today, January 15, 2020 said detectives of the RVIPF’s Major Crime Team charged one man for the murder at 11:20 am today.

Andraes Norford, 28, who was on remand at Her Majesty’s Prison for the 2013 murder of Melbourne Francis, was charged with the 2017 murder of Julio Pineda Ceasar, 43.

Ceasar was shot at his home on the evening of September 10, 2017 and subsequently died of his injuries on September 12, 2017 at the then Peebles Hospital.

One male was subsequently arrested and interviewed in relation to the murder; however, he was released pending further investigations.

Commissioner of Police, Michael B. Matthews, stated: “We continue to pursue investigations into historic homicides in the Territory. This particular matter happened in the immediate aftermath of Hurricane Irma making the investigation more challenging and complex. The investigation has now concluded with the charging of Mr Norford. My thoughts remain with the family and friends of Mr Ceasar.”

Norford is to appear in the Magistrate’s Court to January 15, 2020.

      @ me again, you might be right but I believe those brothers have some kind of rights for here. Their mother is a belonger who lived in St. Kitts for years, when she returned to the BVI, she choose to bring all her sons knowing fully well that those boys were nothing else but trouble. Now she left here and gone to the UK to live, leaving all her trouble makers in the BVI.

        @Jaigon The late Hugo Fahie used to say "Poor mankind" . I have nothing against "island" people as we all them ; but GOSH the bad apples are spoiling things. There are people from down island who have lived here from the early 60s and have NEVER been in a police station ,much less a Court house but these young Generation have No regards for God or man .       So is only st.kitts have killers, we let killers from the USVI come and go as we please but your not here asking for a ban on them, we also so have killers right here born and raised BVILanders, and the list goes on. Don't forget also that BVILanders hire some of the same so called hitman to do their dirty work for them. Google who has the highest crime rate in the Caribbean.

        @fact check I cannot comment on who hires who ; That is info you are privileged to; so I will leave that there . But if that is the case , Where should we deport them to? We have enough of our OWN PROBLEMS TO DEAL WITH so WE DON"T NEED TO IMPORT others . This "gang thing " is an American trend that young Caribbean men have gotten caught up in and probably don't even know reason/ motto behind these gangs . What I have researched and found out , is why young men wear their pants with their underwear exposed . If you wear your trousers like that ,I beg you to research the origin of the fad/trend. Lets help each other to keep BVI peaceful and safe . RESPECT

    Wow! This guy left the prison after the hurricane and used that brief period to commit another murder? If I am not mistaking, that man was shot in front of his daughter. In cases like this, I wish that the death penalty was still on our books.

    "Since Hurricane Irma, government officials have given various explanations for how dozens of inmates were able to leave Her Majesty’s Prison and temporarily roam the community in the days after the storm — even as two inmates remain at large today.

    Residents could get answers soon.

    An “independent review” is under way to examine what exactly happened at the prison, and it could be released as early as next month, Governor Gus Jaspert confirmed in an interview earlier this month.

    The governor said the report will be examined from a security standpoint before release, but that he won’t keep the information from the public.

    “There’s nothing I would want to hold back on,” he said.

    Mr. Jaspert admitted that there is a difference between the inmates who “escaped” and those who were “enabled to go and see their family,” but after a follow-up question from the Beacon he declined to say specifically if he meant that some prisoners were allowed to leave.

    “Let’s wait for the report, because I’d rather quote directly from that. As I say, there’s a mixture of what the prisoners did and what happened there,” he said, offering to speak further after the report is released." - BVI Beacon article

      @Escaped or Allowed our. No blasted review is needed just speak to a couple of the guys on the hill and they will tell you that they were allowed to leave the prison freely, a few escaped but others were told by the former boss to go and look for their families. Prisoners walked out that prison right in the presence of prison officers who said not a word to them

    All this talking about status, just remember status can be revoke so stop talking about what status bring. they just need to put ban on all these men, those who beat women, those who kill, those who look to hurt anybody period.     He was in prison for MURDER, he escapes and then MURDER another person. Why is the BVI tolerating him? Death penalty is NOT inhumane when a person keeps taking other people's lives. Get rid of this slime once and for all! We don't need to feed or shelter him anymore.

    Those guys did not escape ,they were let out escape prisoners do not check in every day by a certain time those guys came out in the morning and checked in in the evening , personally met prisoners who were trying to get back to the prison stop me on the road heading east and they told me they had to check I for a certain time and beg me please to give them a ride up the hill because foot told them they must be back there before 6pm and I give them a ride up the hill that piece of trash foot

    These are the people whose claim to validate their curse to mankind is by saying they come to build us up. On another news item, claims are being made that the " VI youths" are in need of conflict resolution tactics and that they frequent the other side if the law...VI youths..none that I know or related to, is in this category.. see what this place come to all because we claim the dregs for votes.

    I love st kitts & nevis but there really seems to be an issue with contract killers coming from there.
    St.Lucia I heard has an issue too. We need better screening b/c we need our brothers & sisters from all those islands. A death penalty legislation could fix it.
