ROAD TOWN, Tortola, VI- The immediate family of first premier of the Virgin Islands, Hon Ralph T. O’Neal OBE has welcomed the move by the Virgin Islands Party (VIP) Government to rename Central Administration Complex in honour of the political giant.

The resolution for the renaming was brought to the House of Assembly by Minister for Transportation, Works and Utilities, Hon Kye M. Rymer (R5) during the continuation of the Seventh Sitting of the First Session of the Fourth House of Assembly (HoA) on October 18, 2019.

The Central Administration Complex will now be known as the Ralph T. O’Neal Complex.

The family of Hon O’Neal did not respond to requests for comments; however, one of the daughters of Hon O’Neal, Abigail O’Neal, wrote on Facebook: “Feeling very overwhelmed tonight as we sit in the gallery at the House of Assembly as the Hon Members "debate" a resolution to rename the Central Administration Complex in honor of my father.”

In the HoA gallery with Ms O’Neal on October 18, 2019 was wife of Hon O’Neal, Reverend Edris O’Neal.

According to reports reaching our newsroom, Hon Ralph T. O’Neal OBE, 85, has been hospitalised for over two weeks.

Hon O’Neal served ‘admirably’

Premier Fahie, in his reflections, brought back vivid memories of the combative relationship between Hon O'Neal and the late Omar W. Hodge.

He said both men passionately had the interest of the territory at heart and from when they started “fighting and championing the causes of the people, you couldn't get in between the two of them."

On a lighter note, Premier Fahie said it was Hon O’Neal who gave him the nickname ‘Bronx Bomber’, which was the moniker of a prolific American boxer in the 1980’s. “He said, Fahie when you get on something you don’t stop."

"It has been a pleasure working with him. He has served and served admirably,” Premier Fahie added.

"He said Fahie always have a good perspective of things," Premier Fahie said, admitting that there was once a time he always had a negative perspective of things.

"And I have learnt from him that once you change your perspective of anything you can find solutions and you can overcome," Premier Fahie shared.

Gov’t seeks to rename Admin Complex in honour of Hon Ralph T. O’Neal OBE

The Hon Andrew A. Fahie (R1)-led Virgin Islands Government will be tabling a resolution at the continuation of the Seventh Sitting of the First Session of the Fourth House of Assembly (HoA) today, October 18, 2019 for the Central Administration Complex to be renamed in honour of the man who gave a majority of his life to public service, Honourable Ralph T. O’Neal OBE.

The resolution will be debated in the House of Assembly today for the HoA Member Emeritus, Hon O’Neal, the first Premier of the Virgin Islands and longest serving Member of Parliament in the English speaking Caribbean, to be honored appropriately.

Minister for Transportation, Works and Utilities, Hon Kye M. Rymer (R5) confirmed to our newsroom minutes ago that he will table the resolution for debate and vote by Members.

That is expected to be done sometime after the HoA lunch recess .

Hon O'Neal, who started his public service career as a school teacher, served over 60 years in public life, including 40 years as an elected representative.

He served in almost every ministry of government and became Chief Minister in 1995, after the death of late Chief Minister, H. Lavity Stoutt.

The news of the renaming plans comes on the heels of reports that Hon O’Neal, 85, has been hospitalised for more than a week.

      Ralph spent almost 40 yrs representing Virgin Gorda and Anegada. We can't look at those two islands and find something significant that Ralph did to say name this after him...How about VG admin building. Is government own that. ? Oh Ralph. Why?

        The VG Admin Buildings already have names. Mr. O'Neal himself was respons under his tenureship for their naming.

    As a Naturalize Citizen of the BVIs and a resident for over 35 years, I SUPPORT THIS MOTION 1000, 000%. I might pass before him because life is so strange but hurry up and do that whilst he is alive. As the saying goes" Give him his Flowers whilst he is alive.

    What's the Rush? Every politician help some and oppressed some. That's why everyone opinion maybe different. I was oppressed under Ralph.. My opinion will base on my situation my experience...Another person who got favourable treatment under Ralph will have a different opinion.. That's life.. I will say hold on. What's the rush. We have a present leader and leaders to come who maybe or will be better.. Relax. Calm down. Don't be Hasty!

    Let’s get ah done. With the name change, perhaps a higher level of service will coming out of the what is now the Central Administration Building. While we are on name change, when is the signage on the hospital change from Peebles to Dr. D. Orlando Smith. The name was legally changed under the NDP albeit in the waining hours of its term. Nevertheless, let’s do the right thing and change the signage. If government does not like the name change, change it back. It would be petty if it is done at this juncture .

    "Ignorance Is Bliss" refers to lack of action or representation by someone who was in position or authority to solve a situation or problem or improve said situation but didn't; with those not knowing Brushing it aside as if it doesn't matter. The fact of the matter is that while Hon O'Neal did a few good things, there are several not so good things; very Troubling things; especially on Virgin Gorda after all those 40+ years. Imagine at one point a private company controlled 3 of 4 docks in Spanish Town VG;/ports of entry; (the Airport, the dock in the marina and the regular ferry dock.) The said company had and stil does, acres upon acres of government land tied up without development for 99 years....with at least 1 renewal since the original. The problem with the heavy noisy trucks running all night unloading building material is because the one dock is used by the ferries during the day. No preparation was previously made for a cargo dock The best public beach on Virgin Gorda, though beaches are said to be public (up to high water mark), the land around the beach is under lease to a private company who already has had the land leased for 99 years and has again been recently renewed. Where there's no Vision the people will perish.

    Nonsense, Ralph had nothing to do with the complex but rather HL Stoutt's so why exactly is his name being slapped on something that wasn't even his brain child. The below is an exert from Lavity's obituary. Remind me again whete Raplh's name is mentioned. SMH

    "The Chief Minister's suite of offices at the Central Administrative Complex in Road Town is sumptuous. Stoutt was the driving force behind the construction of the spacious, cool and well laid-out building's construction, and it is a great achievement. Built on reclaimed land beside the sparkling waters of Road Harbour, it boasts fountains that work, air conditioning, only the second elevator in the BVI and a tasteful staff restaurant. It all looks towards the 21st century. Representatives of neighbouring Caribbean governments have visited, to cast an eye over and to learn from it. With this complex and the Community College in his name, Stoutt has left important visual evidence of two capital projects for which he could properly claim inspirational credit."

      I agree with *Hmm. Almost, if not all, the present infrastructure on Tortola was the brainchild of Hon. Hamilton Lavity Stoutt - the road network, electricity, the central admin complex (This was to facilitate all government offices. There is more to be build, including a law block; hence the word complex); the college. He lived by his quote from the Bible "Without vision, a people perish". While some were fascinated by having a name and power to crush the enemy, H.L. worked for the betterment of all.

    It does not need any voting to Honor a building in the name Of Mr.Oneal a man who served his country well. You guys name hospital after Orlando-Smith, which was wrong but oh well...

    Hon. Kye Rhymer . I commend you. Every time I see there is a work going on pertaining to your department . You are always on-site . As a voting citizen noting makes me more happy. I feel a sense of pride when I see actions like this. Makes me know that my vote was not wasted. I commend you sir and keep up the excellent work. You are a true representative of what the people of the BVI expect from a politician. Much respect to you .
