ROAD TOWN, Tortola, VI - "We losing doctors all the time. We losing doctors and nurses and it’s an ongoing thing it’s not just a one-off thing." This forms part of the response given by the Minister for Health and Social Development Honourable Ronnie W. Skelton on the recent resignation of a key Internal Medicine medical practitioner Dr. Anthony Abrahim, who allegedly worked at Peebles Hospital for 8 months without his contract being renewed.

According to Hon Skelton, some doctors and nurses may not be happy with the contractual negotiation they want and will seek better opportunities wherever they may exist. "Our job in what we are looking for at the hospital, in the health Care System not just the hospital, the clinics around the country, is to get high quality doctors and nurses responding to the needs of our people in the community," said Hon Skelton.

Noting that he is of the feeling that they are making some progress in this regard, he said that they are cognisant of the fact that it is not an overnight process. "It is something that we have to constantly be at it. We are going to lose good people along the way but it doesn't mean that we are going to throw up our hands and give up. I am not one of those people who give up that easily."

He said that as far as he is concerned there are opportunities whenever something bad happens. "There is always something good in everything so we just have to look at the good part and move forward," he said.

Asked about the processing of doctors and other workers contracts, Hon Skelton said he is not usually involved in that process as Minister unless something specific related goes to his attention. "That is why we created the Health Services Authority. They are educated and trained to do these things and there will always be aggrieved people when things happen, so I would sit and listen to them and if I can intervene at whatever level then I would intervene," Hon Skelton told this news site in an exclusive interview.

Dr who worked at Peebles Hospital for 8mths without renewed contract resigns

- BVIHSA Chairman not aware of resignation

Informed and reliable sources have indicated to Virgin Islands News Online that a key qualified Internal Medicines specialist, Dr. Anthony Ibrahim, has resigned from Peebles Hospital, having worked there for 8 months without his contract being renewed.

The doctor allegedly resigned after being unsure of his career at the hospital for such an extended time. His resignation is effective March 31, 2013 and was submitted on Thursday, March 28, 2013.

It was also said that the doctor has since left the Territory and it is now uncertain what is the plan, if any, for his clinic held on Tuesdays.

According to sources, Dr. Ibrahim has been with Peebles Hospital for quite some years and was functioning as Head of the Internal Medicines Unit. It is said that there is a consulting doctor who works in internal medicines but depends heavily on the supervision and guidance of Dr. Ibrahim since she is not very experienced.

According to information reaching Virgin Islands News Online, Dr. Ibrahim's services to the hospital was very critical since he leads the team of doctors on a daily basis to run the In- Patient Wards' duties parallel to his Tuesday clinics.

The resignation of the African Doctor comes at a time when Peebles Hospital is struggling with many challenges of providing a reliable health care service to its patients.

Efforts to contact Dr Ibrahim for confirmation and comment proved futile.

Contacted, Chairman of the BVI Health Services Authority Bishop John I. Cline said that he was not aware of the resignation of Dr. Ibrahim as at 12:10 P.M. today March 30, 2013. He said the Director, who is the one to pass such information to him, has not done so.

Asked about persons at Peebles Hospital working without renewed contracts, Mr Cline said that as far as he is aware the BVIHSA was in the process of contractual agreement negotiation. "I don't know and I can't say if there was a break down in negotiations with Dr. Ibrahim but what I am sure is that we have not taken any decision not to renew anyone's contract," Mr Cline said.

Efforts to reach CEO of the BVIHSA, Mrs Darlene A. Carty-Baptiste were not successful.

It got worst to get; we have 5-blind mice and each one of them doing their own thing; no proper government planning or priority on projects; the people of this territory can not get proper health care BUT we running building cruise ship pier and airport expansion; yes we needs these developments but they should come after health care of the people, they should come after a good campus for the children of this territory, we need better roads and a steady supply of water; i am not even going to touch the issue of sewage....

Seemed he didn't have a job was just on temporary. Shameful BVIHSA just shameful.

And all the while paying executives bonuses, building fancy offices and buying ipads but cant pay suppliers, cant give staff increments, and cant offer employment to your head of medicine department!

A hospital doesn't run off of fancy press conferences, big offices, and big salaries for administrators. Its the doctors and nurses that makes it work!

    Shameful.

Doctor XY... is a wonderful human being, but I do not think she is the best doctor around and I am not sure she can run the hospital. She misdiagnosed a friend of mine. Prescribed the wrong drugs and generally let my friend down. It cost money my friend did not have to spare, but of course, no apologies or financial recompense were forthcoming from the good doctor.

Surely there is somebody qualified for this job?

The fact that Mr. Cline did not know about Doctor Ibrahim's resignation is pretty sad. Does anyone know anything these days? Dr. Smith claims he didn't know who was on the negotiating committee during the selection process for the cruise pier, Ronnie can't say exactly how much the hospital has cost or when exactly the new NHI will go into effect ~ and now Mr. Cline doesn't know what is going on amongst key personnel at the hospital.

It seems we have a several people working for us who are allergic to the truth or they are completely incompetent. You pick whichever one you want to believe ~ but either way, it isn't good!

You in authority please look carefully into this situation, otherwise you may spend more than what is in the island's treasury for example send people to near by territories for medical assistance when it can be donr right here. Anyway is the poor will have to use Peebles while others go overseas for attendances. Please I beg you all look into this as soon as possible.

Evidently, there is an orchestrated attempt by some BVIHSA staff, assisted by others to discredit senior management so as to be replaced with favourites. There are also veiled and open threats about losing the next election, as the piper must be paid.

Cline is ever aware of anything that takes place in BVIHS? I'm rather shocked that something of that importance & magnitude did not reach him, be/c according to him & quote "The Director who is the one to pass such information to him has not done so" really? If you spend more time being the CHAIR & do your own investigations in getting the facts rather than people dictating & delegating to you, you would not be placed in that position. Blood is thicker than water yes but you cannot defend INJUSTICE.
As a Chairman or Manager you have levels of management & some of these includes guidance, direction, responsibility, productivity, suggestions & recommendatory appeal, dialouge, help to solve greivances with workers, motivate workers, image builders, maintenance of good relation within the organization just to name a few. Try the approach, with not only Management but other members of the Authority & maybe, just maybe you will not see but get progress.

This is the price we the people of the BVI pay when our Government is more concerned about hireing their cronnies than ensuring that the people receive the medical attention they deserve. My concern is, if this is happening now, just what can we expect when the new one is finished. Will good doctors respond to our call for help? there will be difficult days ahead so brace yourself.

That's why the National Health Services is so untimely. When the BVI can recruit and retain quality doctors, then dialogue can begin about a national plan. Payment into an insurance that cannot be utilized in your country is useless. Not know a doctor resigned who allegedly provided good health service is unacceptable. I mean come on Tortola is not that big.

When he was here he was one of the "African bush doctors" you didn't want treating you, now that he's gone he was "excellent." There are no words to describe some of you people.

This mandatory BS this present Gov is enforcing with the NHI, ain't no different from what the VIP did with the BUPA insurance BS that have everyone balling now, they are given a one year extension and the Gov want to impliment this NHI within the same one year period BUPA was given there extension, does that make sense.
Just like with the previous Gov the people were not given a choice as to what insurance comp they want to stay with based on there incomes.
As for hosp. Dr. Sa..... did make a lot of wrong decisions, the first getting rid of Dr. Yeesing because of her own selfish, jealous, power hungry ways, saying "that position belongs to a local", BS!, but when dr. Samuel or Mrs. Malone Smith family members were not improving under Dr. Jacobs management, (who by the way Dr. Samuels brought in to take over head of Surg Dept. Dr. Yeesing former position). Thy would find Dr. Yeesing to clean up Dr. Jacobs mess. When I saw how they treated Dr. Yeesing I realize, if they could do that to her, who is me, and I am also one of the best that they want to return to that hosp. To do what also, clean other people mess. Utter BS.
The previous bvihsa board found that Dr. Yeesing had too much "POWER", but they never saw after she worked her 8-4 shift that woman would leave hosp at 7pm. Make sure and did an evening round to check on her patients before she left the compound. Then only to retune at 9pm to check on her patients again before she attend to her administrative work as previous head Of the Surg. Dept./ chief of staff/ head of the ambulance emt's and orderlies. Dr. Jacobs never invested that amount of time into his work or the patients, but by 10 am he would be in Cappricios having with breakfast with his fellow "Indian" doctors while the ward nurses looking for him. John public don't know the BS that went on under Dr. Samuel watch years now.
Personally I think the CEO and the HD is working towards a goal of improving that place but Dr. samel have not caught that train as yet with regards to running the Emergency room to attaining good experienced doc to work in the ER, wards and in the community. Some of these head nurses as well need to learn about professionalism and stop blowing up Mr. Skelton phone when they cannot get thing to go as they want in that Hosp. Pure politics going on.
Instead of forcing this NHI down people throat, the min of Health should look into brining in a company that specializes in setting up proper efficient hosp management teams. They should assess the present situation, and positions that are being filled, assitain if certain individuals have function effectively in the positions they hold, and if not, get rid of them whether they are local or expat and replace them with qualified people for the positions who know about running a hosp and implementing good governing policies, and most of all pay the people!!!
This shit about the top finance/human resource/and administrative people getting the big money is BS. the bvi like to follow everything that is Americanized, why they don't follow suite with the Doctors, nurses, lab tec, imaging tec, pharmacy tec, dialysis nurses, pathologist, salaries, over time allowances and on call rates, then you can demand service from these people.

I agree that the only way out of this mess is to hire a competent management firm to straighten the place out. The whole useless Board and Executive needs to be sacked ASAP. As for the CEO she is all show and no go. Dr S and Mrs M-S are so drunk with power they cant tell their a$$ from their elbow. Ronnie should seriously consider putting the clinics back under the Ministry and hiring a hospital management firm to fix the hospital before moving into the new building or thinking about implementing NHI

the workers at peebles hospital need to stop harass patients asking them how they going to take care of their bill while they are still lying on their sick bed, they could at least let the people get better first before they harass the patients about paying bills, please let the people get better first and then ask them about payments
