PURCELL ESTATE, Tortola, VI- Information coming into Virgin Islands News Online (VINO) is that the man who perished in an ATV today, Saturday, February 22, 2020, has been identified as 30-year-old Kehinda Frett aka 'Kip' or 'Kipling' from The Sound, East End.

The fatal accident occurred in the vicinity of One Mart Superstore around 3:25 am on the James Walter Francis Drive Dual Carriageway and according to sources, the body of Frett was found lying in the intersection of the road in a pool of blood and his footwear was away from his body.

It is alleged that he was wearing a helmet at the time of the accident, however, the body was discovered with the helmet off while the ATV was extensively damaged and up against a nearby building.

Sources said when the ambulance arrived sometime a little after 3:30 am, Fret was already dead as paramedics could not find a pulse.

He was pronounced dead at the scene as investigations continue since it is unclear what caused the accident.

1 male dead in ‘4-wheel bike’ accident

PURCELL ESTATE, Tortola, VI- One person, a male, lost his life in a road accident on Tortola around 3:30am today, Saturday, February 22, 2020.

According to reports, the man was involved in a 4-wheel bike (ATV) accident in the vicinity of One Mart Superstore on the James Walter Francis Drive Dual Carriageway.

The young male was reportedly in the eastbound lane when the accident occurred.

He appeared to have died on the scene.

Other details surround the accident is sketchy.

Police are investigating.

Virgin Islands news Online will bring more details as they become available.

        If the Police were normally doing their job, it would be easier to overlook incidents like this. They have a huge budget for manpower and vehicles but yet you see S|-|IT happening every day. Couple times I went to police HQ and saw 2, 3 officers behind the glass chatting. Meanwhile these bikes are weaving in and out of traffic, around corners, and through red lights. I stopped at a cross-walk and one overtook and almost hit a pedestrian.

          @ Country & Job. It’s very easy to jump on the police, for these things but the root causes is deeper than the police. First of all these ATV’s are illegal here, they cannot be registered, the cannot be insured and you cannot license them, if they are allowed to be brought here, they should be only used on off roads, rough terrain and beaches especially if you guys taking about police doing their jobs what about HM Customs, why are they allowing these things in? What is the responsibility to the parents? Asked yourself where theses youngsters get the money to buy these things and where do they park them, right in their parents yard but yet when things happen everyone quick to point fingers at the police. It’s not easy to get these guys stop on theses scooters and ATV’s and the police should not engage them in any high speed chase.

I was coming down Fish Bay and one just sped in front of me with no warning and almost got clipped by the front of my vehicle when he rushed in front of me to avoid an oncoming car. If we had connected they would have said it was my fault, because he would have been hit from the back. They have made us car drivers very nervous speeding past us unexpectedly.

      While I agree with you, the police alone cant solve this reoccurring problem. Riders need to respect the rules of the road. They need to be licensed and insured just like everyone else. They must be expected to wear a helmet just like car owners are expected to wear seat belts. Just like how we are quick to whip out our phones and tape a set of shit to embarass people on facebook, we need to whip it out when we see people breaking the law and take the footage to the cops. If we dont do something we are not going to have any black young men left by Dec. 2020. And the police also need to keep info coming into the station confidential.     ATV’s are illegal on public roads. They are only legal for tourism based businesses and must first be granted a special license. Just recently the police announced they were cracking down on these illegal vehicles. Don’t take my word for it read for yourselves.

    This traffic accident resulted in the loss of a life and brings heartache and mourning to family and loved ones. With that said, I offer my condolences to those left to mourn.

    In this message, I’m not going to condemn nor condone the riders and drivers of bikes, motor cycles, cars, buses nor ATV. I am going to address the lack of attention given to them from a government standpoint. PEOPLE OF THE BVI, the police cannot carry the full blame for these traffic accidents. The police can only act according to the written laws.
    EDUCATE yourselves and my BVI BORN PEOPLE it is time to write to your elected officials and cc: your Governor concerning the lack of and NEED to implement and enforce:

    1. TRAFFIC LAWS that needs to be changed because of our infrastructure and societal change. Our values, behavioral patterns and culture have been altered and this profound change has resulted in social consequences, lawlessness and death.

    2. TRAFFIC CODES that will govern the traffic of pedestrians, cars, motor cycle, ATV and other public transportation that transport the general population on a daily basis. THE ROADS were designed in the primitive days for cars. NOW the GOVERNMENT has decided to accept and increase our population, there is DIRE need to protect our people on our roads.

    In summary there is much to be written on the topic but I leave that for another time. PEOPLE, MY PEOPLE the TIME is now to take affirmative action against your GOVERNMENT to get LAWS changed and upheld. THE roads need traffic lights with cameras, cameras installed at busy intersections; especially those areas of heavy traffic accidents. HOW MANY OF OUR YOUNG MEN AND INNOCENT people have to be buried before this action is taken?

    The increase population will result in many other casualties if OUR people fail to pay attention to our environment.

      You mean the law that ATV's are not legal in the BVI for use on public roads. Even in more developed, modern places like New York you can not operate ATV on public roads and highways. You say take action against government to get laws changed and upheld but still say you're not blaming police. Newsflash jerk, It is the responsibility of the POLICE to maintain order and control crime by apprehending law breakers. Kye, Fahie, Marlon and other elected government members cannot arrest somebody for not wearing a helmet or seatbelt If they try to physically arrest somebody then they themselves are breaking the law.

      It is up to everybody that uses public roads to do everything that they can to ensure their safety and the safety of others. That's why we are expected to take a written and physical test to ensure that we know basic traffic laws. That's why it is a law that riders wear helmets and drivers and passengers wear seatbelts. That's why cellphone use is illegal while driving unless using a handsfree device.That's why we have speed limits and why reckless driving is a crime in the BVI. The laws are already in place. It is illegal for a vehicle to stop on a crosswalk but it happens everyday in the BVI multiple times. It's almost like it isn't a law. The laws are already in place its just time for not only unrestricted enforcement of the law but for everybody to follow the laws.

We as a community and family of young people with motorcycles need to get more involved in ensuring that those riding are doing it safely and if not put pressure on them to do the right thing.

        Ok,well someone else was riding but my point was the rider was reckless on that quad. I honestly hope they open up the market for bigger motorcycles but unfortunately there will be fatalities. We can't keep restricting people from having proper motorcycles because of a certain percentage of reckless riders. The police are zero help,no help,they are non existent. You see a young man riding recklessly or without license as a police on duty take a picture of the bike if you can get some details on it and record the details. All these police trucks the police department has they should at least have a couple going around and looking for motorcycles that are unlicensed and uninsured and take them. Let the owner pay fines or lose the bikes when they auction them. I know some police reading this may say oh we do that but this and that. Well if y'all do it y'all not doing it enough,y'all leaving them youth to their own demise then we the safety conscious riders have to pay for it limiting us to only have like stupid 125cc motorcycles with the worst brakes and overall riding performance on the road.     Can we begin the process by imposing a curfew on the public roads for all motorcyclists. Like between the hours of 7PM and 6Am. Until the government comes up with a plan going forward. Who's in agreement with me????

Whie " wet behind the ears" riders, successful graduates of the good to great program,grasp the illusion of power, we are powerless and scared sh**less on the roads,sleepless in our homes., Pay attention. Big Ups is the fossilized fuel with its societal carcinomas, in these repeated human tragedies. Pay Attention , Reelection is the World, oops,the word.

      They not gonna do shhhhh.....scooter riders have been a nuisance for quite a long time....they even went as far as to use 2 scooters for the shooting at West End....

      A curfew would be simply something else among many other laws that are not enforced. A punishment and an unnecessary inconvenience for law abiding folk in order to baby sit boymen. The deceased was boldly breaking the law by riding an HVA on a publuc road.at any time.He chose not to be safe .

    Condolences to the family for their loss.
    Here in the land of no accountability, the victim ultimately became accountable for his acts. I imagine the helmet went flying because it was not attached (like many others), and it went flying very likely because the victim was not riding defensively. If you flaunt the rules and common sense, expect to pay the price sooner or later. Some call it karma.

    A suggestion to Mr.Rhymer pls. Lead by example.Forget anout ir big bike upgrade for votes try to educate these knuckle head bikers about safety and respect of road safety
    Too much lives lost recklessly.Remember we had a ban on jet skis it work perfectly ,why not on these nuisance bike riders

    Let's look at these accidents from a spiritual standpoint. The devil is out to destroy all the male seed and these young men are falling right into his trap. They don't want God in their lives because they think that they are too young and invincible. On a day to day basis, I am faced with the frightening and reckless driving of these riders. Sadly though, no matter how many have died, those that are alive are still driving reckless. Many more mothers and fathers will bury their sons because of their reckless behavior. If the government doesn't do something about these immature riders, we we will be having a funeral every month. They don't plan or exercising self-discipline, yet the government is saying that they are bringing bigger bikes.

    Hon. Premier, please reconsider this, and put a ban on all riders under the age of 35 or else we will lose many more before the year comes to a close.

    Annie, my heart goes out to you in this difficult time. This is hard.

    To parents now stuck with the result of their failure to raise responsible law abiding youg men,
    Purchase substantual life insurance on them with you as beneficiary and let them know that you are counting on them for a windfall, when they sky dive off their toy
    In the public road.
    Either they will ride recklessly for your cause or they might open theur eyes and get in contact with their brains.

    Honorable Rymer and Honorable Premier, please start clearing off that land that I keep talking about in Pockwood Pond NOW for the racers track. At the least these children and youngsters would not be on the public streets with these scooters and ATVs as much.

      Restore the Gov area of Pockwood Ponapd it to its rightful and evironmentally necessary use as nature intended. Flamingos once thrived there and so did herons and other birds needing a wetland sanctuary. Residents would also welcome a quiet sanctuary.

    Parents probably talked to their sons about riding bikes but do you guys think these boys / men are listening to their parents? In this case it’s a grown man, for example, if you tell your grown son not to get a girlfriend, will he listen? Its only so much a parent can do or say. At the end of a day humans will do what they choose to do. We just have to remember there are consequences we will have to suffer if we continue doing our nonsense.

    I was in Tortola. a few months ago. I couldn't believe the amount of people riding bikes without a helmet. Don't they have a law against that in the BVI. Maybe they need to be regulated as they do for cars and have fines etc if you violate the rules. It will have to be enforced.

    With out Deaths History can not be made as the Daily News..Do see any News Media reporting I saw some young Men Riding Motorcycles and they were Living it up ...Where is Thrill in riding a Motor Less Bicycle..
    When you are young it is all about the THRILLS NOT THE SPILLS...THERE IS A VERY DIFFERENT MINDSET COMMON TO EACH AGE OF LIFE..
