ROAD TOWN, Tortola, VI - The British Virgin Islands Ports Authority (BVIPA) has again extended the deadline for the submissions of Expressions of Interest (EOIs) for the upland development as part of the controversial $30 million Cruise Pier Development Project.

The new deadline is now Wednesday April 30, 2014, according to a notice circulated today April 28, 2014.

“The British Virgin Islands Ports Authority is extending the deadline to submit Expressions of Interest, or EOI’s, for the Cruise Pier Project (Upland Development) to Wednesday, April 30. The EOI’s are to be submitted to the BVI Ports Authority’s headquarters by 4:30 p.m. on Wednesday, April 30, 2014,” said the notice.

The original deadline for the submissions was April 14, 2014, which then shifted to 22, 2014. This was further pushed back to April 25, 2014 and then pushed again to April 30, 2014.

Efforts to reach Managing Director of the BVIPA Mr Claude O. Skelton-Cline for an explanation for the changes in the deadline proved futile. However, speaking to Virgin Islands News Online, Public Relations Officer of the BVIPA Ms April T. Glasgow said today April 28, 2014 that the agency was trying to give persons a fair opportunity to apply.

“Some persons have said either that they didn’t know or that they knew last minute so it is just a matter of getting as many persons who are interested to be able to have an opportunity to apply and have enough time to do so,” said Glasgow.

“This should be the final extension,” she said.

Asked about the nature of the response she said that could not say precisely but she said that they have gotten feedback. “We will only know after the 30th when we close off and we can open up [the expressions],” said Glasgow.

UPDATE: Contractor promises jobs to locals for Cruise Pier Project

ROAD TOWN, Tortola, VI - Founder of Meridian Construction Company Mr Percey Rhoden has given the assurance that the greater part of the labour force for phase one of the controversial Cruise Pier Development Project will comprise locals.

Mr Rhoden gave the assurance on Tuesday April 22, 2014 at a ceremony where the Government of the Virgin Islands signed a $30.7ML contract with IDL Projects Inc./Meridian Constructions Company Ltd for the first phase of the Port Development Project.

Mr Rhoden said that while their employees for the project will be mixed they will be taking on specialists from abroad such as Engineers and Superintendents whom he said are necessary for them to get through with the job as effectively as possible.

He future stated that they intend to use local sub-contractors as far as possible, “From the BVI Truckers and whatever equipment we can rent and whatever raw materials we can purchase, once it’s available on the island we endeavour to use all those…” said Mr Rhoden.

ROAD TOWN, Tortola, VI – Within a matter of a few weeks the Government of the Virgin Islands (VI) will be breaking ground as the first phase of the controversial Cruise Pier Development Project is set to get started with the hope that come January 2015, the facility will welcome its first set of visitors.

This was according the Minister for Communications and Works Honourable Mark H. Vanterpool during the signing of a $30.7M contract to commence the first phase of the project.

“We would not be distracted by the negative comments or efforts by the opposition to stall this project. We will go ahead with this crucial Port Development Project in the best interest of the Virgin Islands,” Hon. Vanterpool stated emphatically.

The contract signing ceremony was held last evening in the chambers of the Premier and Minister of Finance Dr. the Honorable D. Orlando Smith and it was between the Government of the Virgin Islands and IDL Projects Inc./Meridian Constructions Company Ltd.

Several Members of the House of Assembly including Honourable Archibald C. Christian, Honourable Delores Christopher and Honourable Myron V. Walwyn, along with other key stakeholders were present at the signing ceremony, during which Hon Vanterpool made abundantly clear that the government for which he works would not be distracted by negatives.

He described the forward movement of the project as a red letter day in the history of the Virgin Islands. “With all the documents being signed today, it means that we are getting closer to the vision as we will actually see some construction work taking place on site within the next week or two,” he said.

He further stated, “The British Virgin Islands’ Cruise Terminal, Pier and Park project has been the subject of much debate in many circles over the past few months with many in the community anxious to see this development happen even while some commentators try to put a damper on the project. However I believe that they have now come to accept that this government, our Premier Dr D. Orlando Smith is doing the right thing in going ahead posthaste with this project.”

Giving a summary overview of the project Hon Vanterpool asserted, “Our Government is convinced that we are doing the right thing.”

At the signing ceremony IDL Projects Inc was represented by Mr Dennis Schwab while the Founder of Meridian Construction Company Mr Percey Rhoden did the honours on behalf of his company.

    if the virgin islands party was doing the right thing(s) both the airport and the cruse ship dock would have already been in place and no need for the NDP to build them now...people of the BVI this 2014 and after been governed by VIP for so many year, the BVI is still lacking so many vital things(no 24 hours of running water, sewage problems, we need another high school)>>>has nothing to do with VIP/NDP...run quick go talk that; as a matter of fact text a few friends !!!!!

      NDP could have tackled running water, sewage, education, roads just as easily. They should have started with basic infrastructure before trying to follow other countries and over- developed down islands. The nuts and bolts aren't "sexy" enough but are what are sorely needed.

          You all always talking about these various countries and ya-da ya-da and the thing I can not understand is if these countries are all that and a bag of chips, why come here? Why don't you stay there? But you know why you don't stay is because back in that country you are a dime a dozen. You are not the cream of the crop in your profession. The same BVI and the BVI people that you call down is the hand that feeds you. You cringe at the very thought of leaving the BVI because you know you can not go no where else in the world and have life so good.

    NDP made a huge error with Carnival and Royal Caribbean pushing them away. Everyone knows that they are the leading cruise liners in the word. Any taxi man will tell you that they are the money spending ships. A family once paid US18,000 to reserve a bar for their exclusive use on one of Royal Caribbean ships for a few hours for the count down to new years. Puerto Rico has expanded their ports to accommodate the huge Royal Caribbean ships that already dock in St Thomas and Royal Caribbean have added St Croix to their itinerary. You all should not have played hard ball with them (you needed to have played hard ball with those penniless people who come in here with business suits who don’t have two nickels to rub together, fool you off – next thing you see them is big managing partner of a trust company or raking in a huge salary and building palatial mansions on the hills. They don’t help the economy). You should have chosen your battles wisely.
    Also now there is competition in the east. Royal Caribbean is lifting their most innovative ships from the Caribbean and sending them to China - tapping into the market there.

    an extension of 2 days? how generous for a project of this magnitude. paperwork, bank loans and accounts, intension, realistic capabilities for a project probably none have studied very closely. They always make people jump through hoops when the logical progression goes a long way to getting something done right. The drawing of the contained shopping mall does not reflect anything BVI. I would have like to see more open space so one could see the water between buildings-- but that would have allowed riff-raff to penetrate the compound.

        the comment still stands. Enough time is never given for any plans Govt puts out to tender (as just a formality). Letters of interest also have to allow the contractor to think realistically what is involved. A letter of interest is only good if applicants know what they are getting into. Unless they just want to say "gee, I didn't know I had to do THAT". It would be a waste of time for all involved. That's all I'm saying. More time, more public meetings, more listening to people, take protocol seriously, respect the process and laws of any big plan.

    To 'Sailing'

    They are good, but good for themselves. Why didn't they agree to the increased head tax so BVI could get something out of the deal? If we signed with Carnival and Royal we would end up with an American Eagle type development like how they tricked us with the last airport extension. We extend for them and years later they gone, why? We did it on a hand shake and no agreements so they left us high and dry seeking airlift. With the cruise pier, Disney and Norwegian put their money where their mouth is and now BVI stands to benefit not only from Government revenues, but taxi also. You all need to stop talking the s..t you hear on the street and playing politics.
