However, there are alleged objections “from the top”, according to a National Democratic Party (NDP) source, who did not name or explain who the "top" is. Mr Henley's start date is uncertain even though a pro-government online news site claimed in an article that he is to start this month, June 2013- information that is inaccurate so far. Photo: VINO
ROAD TOWN, Tortola, VI - ROAD TOWN, Tortola, VI- Word reaching Virgin Islands News Online from its many sources within the National Democratic Party (NDP) Government is that the designee Deputy Managing Director of the BVI Ports Authority, Alfred 'Al' Henley, is still not on the job.

It was this news site that first and accurately reported that sources from the NDP had indicated that there appeared to be new concerns raised about Mr Henley’s appointment, “from the top”. However, our sources did not explain who “the top” is.

As of today, June 17, 2013 Deputy Managing Director, Gene Creque, has been told about his retirement and returning to the organisation as a consultant, however he has not signed his consultancy agreement.

Efforts to reach Managing Director of the BVI Ports Authority Claude Skelton-Cline on the matter of his Deputy designee were unsuccessful. Minister for Communications and Works Hon. Mark H. Vanterpool, Mr. Henley and Chairman of the BVI Ports Authority Board Edward Decastro could not be reached as of post time.

Is Al Henley In! or Out! at Ports Authority?

- Officer not expected to start today June 3, 2013 as reported by a pro-government online news site as it appears there are new concerns/objections to his appointment!

A Pro-Government Online News Site reported last month (May 21, 2013) that Restaurateur and businessman, Alfred 'Al' Henley will take up the position as Deputy Managing Director of the BVI Ports Authority (BVIPA) from next month, which would have placed him to start his new appointment today, June 3, 2013.

However, two sources within the National Democratic Party Government (NDP) told this news site that “information was not accurate as to start date and we should hold on for an official announcement as we are getting ahead of the process.”

The NDP sources did confirm that the Premier Dr. the Honourable D. Orlando Smith Cabinet has approved the appointment of Mr Henley to take up the post following the recommendation from the BVIPA’s Board.

While the current Deputy Managing Director, Gene Creque, has been told about his retirement and returning to the organisation as a consultant, to date he has not signed his consultancy agreement.

New concerns/objections

The NDP sources told this news site that there appears to be new concerns raised about Mr Henley’s appointment, “from the top, so go do your own research vino.”  However, the sources did not explain who the top is.

Calls to Minister for Communications and Works Honourable Mark H. Vanterpool were unsuccessful as of press time, however, Managing Director of the Ports Authority Claude Skelton-Cline said he didn't know anything about Henley's appointment being blocked and referred this news site to the subject Minister or Chairman of the Board since they dealt with all the Directors and Deputy Managing Directors’ posts. "That is beyond my reach," Mr Skelton-Cline stated.

Chairman of the Ports Authority Board of Directors Edward J. De Castro, when reached, told this news site he did not know anything about anyone objecting to Mr. Henley’s appointment.

Virgin Islands News Online caught up with Mr Henley who confirmed to this news site that he read the information about his appointment, however, he did not know when he was going to start.

This news site can also confirm that to date no appointment letter or contract were issued to Mr Henley. Virgin Islands News Online continues to investigate where the alleged objection is coming from to this Cabinet appointment.

Alfred Henley is a Virgin Islander who studied hospitality management and has years of experience in the restaurant and hotel industry.

The BVI Ports Authority is responsible for sea transportation infrastructure, handling of passenger and cargo transportation, and maintenance of all public Ports facilities in the Virgin Islands. It is a statutory body under the Ministry of Communications and Works.

Pending Court Case

Mr Henley, the owner of Big Banana Restaurant and Bar in Cane Garden Bay, is currently before the Court for allegedly breaking the nose of a female American tourist during an altercation at his restaurant in May 2012.

According to court and police documents, Henley is charged with assault occasioning actual bodily harm and is represented by Attorney at Law, Richard Rowe of Orion Law firm.

Mr Henley, who is on bail, will stand trial on July 3, 2013 before Senior Magistrate Tamia Richards, according to the last court hearing.

The NDP almost got away with this while the real head of the public service was away because their friend the deputy head approved it with them in Cabinet during the absence of the head of the public service. It is something they doing all the time when the Head goes away, approve corrupt things because they all are ALL together & don't see the folly of their ways.

Who is the DG to over ride the Gov decision. Isn't he the head of the Civil Servants? That was TOTAL DISRESPECT. That should be cause for immediate dismissal or suspension. And furthermore isn't the DG pass 70 years? They forcing people to retire at 62 years and she still in a position where she is blocking someone from advancing.
