UPDATE: ‘Al’ Henley still not on the job at Ports Authority
It was this news site that first and accurately reported that sources from the NDP had indicated that there appeared to be new concerns raised about Mr Henley’s appointment, “from the top”. However, our sources did not explain who “the top” is.
As of today, June 17, 2013 Deputy Managing Director, Gene Creque, has been told about his retirement and returning to the organisation as a consultant, however he has not signed his consultancy agreement.
Efforts to reach Managing Director of the BVI Ports Authority Claude Skelton-Cline on the matter of his Deputy designee were unsuccessful. Minister for Communications and Works Hon. Mark H. Vanterpool, Mr. Henley and Chairman of the BVI Ports Authority Board Edward Decastro could not be reached as of post time.

Is Al Henley In! or Out! at Ports Authority?
- Officer not expected to start today June 3, 2013 as reported by a pro-government online news site as it appears there are new concerns/objections to his appointment!
A Pro-Government Online News Site reported last month (May 21, 2013) that Restaurateur and businessman, Alfred 'Al' Henley will take up the position as Deputy Managing Director of the BVI Ports Authority (BVIPA) from next month, which would have placed him to start his new appointment today, June 3, 2013.
However, two sources within the National Democratic Party Government (NDP) told this news site that “information was not accurate as to start date and we should hold on for an official announcement as we are getting ahead of the process.”
The NDP sources did confirm that the Premier Dr. the Honourable D. Orlando Smith Cabinet has approved the appointment of Mr Henley to take up the post following the recommendation from the BVIPA’s Board.
While the current Deputy Managing Director, Gene Creque, has been told about his retirement and returning to the organisation as a consultant, to date he has not signed his consultancy agreement.
New concerns/objections
The NDP sources told this news site that there appears to be new concerns raised about Mr Henley’s appointment, “from the top, so go do your own research vino.” However, the sources did not explain who the top is.
Calls to Minister for Communications and Works Honourable Mark H. Vanterpool were unsuccessful as of press time, however, Managing Director of the Ports Authority Claude Skelton-Cline said he didn't know anything about Henley's appointment being blocked and referred this news site to the subject Minister or Chairman of the Board since they dealt with all the Directors and Deputy Managing Directors’ posts. "That is beyond my reach," Mr Skelton-Cline stated.
Chairman of the Ports Authority Board of Directors Edward J. De Castro, when reached, told this news site he did not know anything about anyone objecting to Mr. Henley’s appointment.
Virgin Islands News Online caught up with Mr Henley who confirmed to this news site that he read the information about his appointment, however, he did not know when he was going to start.
This news site can also confirm that to date no appointment letter or contract were issued to Mr Henley. Virgin Islands News Online continues to investigate where the alleged objection is coming from to this Cabinet appointment.
