ROAD TOWN, Tortola, VI – The controversial, 'Clear path to regularisation: Residency and Belonger Status Programme' aka the ‘Fast Track’ initiative let by Premier and Minister of Finance, Hon Andrew A. Fahie (R1) has been tweaked and is back on track for its Wednesday, July 24, 2019, relaunch.

The Premier in a media release today, July 22, 2019, said that following the passage of the Immigration and Passports (Amendment) Act 2019, the path is now cleared for the first phase of government’s plan to reform the laws, policies and systems that regulate immigration and labour in the Virgin Islands (VI).

Feedback Utilised 

Following public and opposition backlash, the perceived rushed 'Fast Track' programme was paused indefinitely as the government consulted with the people on the way forward.

According to Premier Fahie, “Your government listened to the comments from members of the public who attended the public meetings, wrote emails and letters, aired their views through the media and provided feedback in other ways, and we amended the policy to reflect the wishes of the people.” 

Amongst new policy changes, the Premier noted that 3rd Generation Virgin Islanders living overseas will now be included in the policy. He also noted that the ceiling for consideration for Belonger Status was increased from 15 years to 20 years.

The premier was clear to affirm; however, that only persons who have met the existing criteria and who have been making good contributions to society will qualify for consideration.

Applications open Wednesday 

According to the Premier's statement, starting Wednesday July 24, 2019, persons who meet the requirement can collect application forms from the Immigration Department at RJT Edifice Building, Wickham's Cay I, with submissions to be done at the same location.

“Third-generation applicants will have six weeks to return their completed application forms and supporting documents to regularize their status as Belongers, while other applicants for Belonger Status and Residency will have three weeks before the fast track window closes,” the statement further noted.

Under the new policy, the Premier noted, “Relative to the grant of Certificate that a person Belongs (Belonger) [will pay] $800 per applicant, Persons qualifying for both Resident and Belonger Status -  $1,500 per applicant and Third Generation descendants [will pay]  $800 per applicant."

$10 Card Charge

The Premier also noted that a $10 fee would be charged for the issuance of the relevant card bearing proof of the status received.

“Persons who, for one reason or the other, are unable to meet the deadline, will be able to pursue applications for Belonger and Resident Status through the regular channels and at the regular fees.”

Echoing similar sentiments as with the programmes first failed roll-out, Premier Fahie urged all suitably qualified persons living in and outside of the VI to take advantage and participate in the exercise.
