ROAD TOWN, Tortola, VI – Minister for Communications and Works Honourable Mark H. Vanterpool (R4) was yesterday February 2, 2016 non-committal regarding the renewing of Claude O. Skelton-Cline’s contract as Managing Director of the BVI Ports Authority (BVIPA).

He was at the time speaking at a press conference held in the Training Division Conference Room in Wickham’s Cay during which he dealt with issues surrounding the cruise pier development project.

When pressed as to whether the government was going to renew the contract, the Minister told members of the media that Skelton-Cline served in the position to get the project to where it is and that he had done so satisfactorily.

“Skelton-Cline went to the project as its Managing Director and for the past two years executed the project. We have a nice project over there,” said Honourable Vanterpool, gesturing to the direction of the port.

“Mr Claude Skelton-Cline was key to delivering the project,” said Minister Vanterpool. “He has done his job well but his contract came to an end on November 30th 2015,” he said.

Further pressed, the Minister refused to give a definite answer regarding government’s intention for the former Managing Director.

“I am not sure what you want me to answer. We have a very good project and now it is up to the government whether we continue and what type of management we want to continue with.”

The Minister then went on to say that the subject of Claude O. Skelton-Cline and his contract renewal is the subject of Cabinet discussion and therefore he will not be speaking further on it.

Thrown under the bus?

In 2013, Skelton-Cline was appointed as Managing Director of the BVI Ports Authority on a three-year contract that ended last year November 30, 2015. According to an NDP source, he requested a renewal before the June 8, 2015 general elections after the Ports Board had already advanced an early recommendation.

However, he was reportedly told by Honourable Vanterpool and reportedly other Cabinet Ministers to wait until after the 2015 elections. It is believed that Skelton-Cline was thrown under the bus and made to 'take one for the team' on the cruise pier development project.

Last week the Minister announced that the project cost had ballooned to $82.9 million, overshooting previous earlier estimates. The Minister said design changes and addition to what had already been designed accounted for the drastic rise in the project cost.

    The UK appointed Governor is obviously an experienced Diplomat who has to exercise patience and a prudent dexterity of diplomacy. He obviously has to take into account the implications of such a move and its possible collateral damage that can impact such a small country as ours. Politics in our country has been built on a culture of internal secrecies, lack of transparency and accountability for many, many years; and “to rigorously shake the mango tree” at this stage, may change the trajectory and possibly the entire landscape of the country both locally and internationally, if a bunch of “spoiled mangoes” were to be discovered. These things must be weighed and/or possible compromises made to save face before acting. We may or may not be ready for the possible discoveries if there are wide reaching implications both inside and outside the Government. If we have all agreed to “bear” the possible implications, then, make the move in unison. “MAKE HIM DO IT!”

    "He has done his job well but his contract came to an end on November 30th 2015,” the MCW says. If doing a job well can't get one a contract renewal, what does it take? Was the MCW saying one thing in public and another thing in private? Why does government make it a habit to stringing along an employee and family? The government knows that it was not going to renew CSC's contract so why put him thru the ringer? This was unprofessional and uncalled for. The professional thing to have done knowing that renewal was not in the cards in spite of his doing his job well (MCW words) was to tell him early so that he could have manage his affairs better. Guy Hill, former acting CIO, was treated in the same unprofessionalism and disrespectful manner. Employees are not inanimate objects and disposable items; they are human beings and needed to be treated as such. Quit holding CSC and his family hostage and as a pawn in this political game. Either s...t or get off the poe.
