SFC Report: Local farmers dissatisfied with market space in RT

- seeking to relocate Farmer’s Market at Pusser’s Parking Lot

ROAD TOWN, Tortola, VI- The market space opposite Flow in Road Town has been seen by local farmers as not favourable for marketing their produce and are seeking to be relocated in the Pusser’s Parking Lot near Craft’s Alive.

This was revealed before the Standing Finance Committee (SFC) in April 2019 when Minister for Natural Resources, Labour and Immigration and Member for the Ninth District, Hon Vincent O. Wheatley inquired whether or not assistance is provided to persons to have their vendor stalls rebuilt at the market in Road Town.

According to the Report on the Deliberations for SFC to examine the Draft Estimates for 2019, the Acting Deputy Chief Agricultural Officer (AgDCAO) Mr Orville Clarke stated that complaints were received by vendors regarding not being able to display their produce for sale due to the “minimal trafficking of patrons” in that area.

The AgDCAO further stated that farmers were “not too happy” with the location and requested that another site be located.  He also stated there were meetings with the farmers and they suggested that a proper site would be where Pusser’s Parking Lot is located currently.

Meanwhile, the Acting Chief Agricultural Officer (AgCAO) Mrs Tessa Smith-Claxton stated that many local farmers have complained about issues regarding marketing their produce. She further stated that the market space in Road Town has been seen by local farmers as not favourable for marketing their produce. She noted too that a group of farmers have started their “own little farmers market” and would come together once every two weeks on Saturday mornings.

Mrs Smith-Claxton also stated that they have engaged the farmers as well as Town and Country Planning Department to find a more suitable site that farmers are more comfortable with and have more or less decided that the area in front of Crafts Alive is the best location identified so far in Road Town.

She stated that the area was looked at as being combined as a cultural fisher’s farmers market; a day attraction moving into the night where locals and tourist alike can come seeing that the Crafts Alive Village is there and have fresh local produce and fish in the same location.

The AgCAO noted too that most of the produce sold in the area is imported produce from Dominica, Dominican Republic and Puerto Rico.

Meanwhile, Member for the Third District Hon Julian Fraser RA stated that even when agriculture was in its glory days farmers could not have demanded a location that they are currently demanding.

    Why these farkmers always have some issue mehson? they need to stay right where they are. We need the parking space at Pussers

      them need to move from where they are now blocking up the parking area with there tents and there park van that don't move, expanding more and more having less parking.....like it got a hold building there that is not being use, tear it down and put them in there or move them.

    I am not in favor of it being in that parking lot; parking is already congested in the Road Town area, and it doesn’t just accommodate patrons of Pussers; other businesses as well inclusive of persons traveling on the ferries to other islands. And to be honest at times some of those stalls are so unkempt that I don’t believe it will do good for our Tourism product..I understand that we all want our businesses to flourish but an alternative solution need to reached..

    What about security and protection at night for the farmers, venders and customers shopping at night?? More hours for policing in the area. (Another government expense) !

    being very mindful that our territory have changed and changed immensely(some good & some not as good): in today’s BVI our people reacts after the fact: I recall the times when that road town market was kicking @$$; we met there primarily on saturdays for meat kin & ground provision...for many years after that area became a car parking lot: now the area is activity again with imported items some folks want to be upset but the space sat there doing nothing and I think local farmers should remain there: the area was designated as a public market: can local farming meet today’s demand(we have to keep it real)..me personally grew up shifting goats; coal pit; farming and fish pots there no way I will have my children do such tings when I can simply use a credit card and purchase such items

    The whole area by the market is disgraceful and messy right in the middle of town.
    I hate to see the coconut truck with all the shells on the ground.
    Can the same or similar booths be built like the ones by craft alive in the market.
    By Pussers is definitely not the place for farmers.

    Local farmers need to stay at the round about area. They just need to present themselves more professional. We can't have them move to the parking lot by Pusser's what would happen to the parking for people to go VG/St Thomas etc. It already don't have enough parking in the BVI.

    Traditional olde time, open air markets are/were common place in Caribbean islands from Bahamas to Trinidad and Tobago to Barbados to Jamaica; they are/were a part of Caribbean culture. They are still part of the landscape in Barbados, Antigua, Dominica.......etc. They are central (before supermarkets) places where local farmers, fisherman, butchers......etc offer their products for sale. They were also social meeting places for family, friends......etc.

    I can remember(it may have been at other locations) the central market being at Sir Olva Georges Plaza. Then it moved to Chalwell St., then to Long Bush Road (close to the Band Stand) and now at its current location. With the build out of Road Town, the central market, public library.......etc should have been part of strategic plan build out. A central market serves a public purpose, showcasing the community’s culture........etc. A functioning, modernized central market, teeming with local goods, in addition to meeting the domestic needs can be a tourist attraction.

    In the past, the central market was sited in the middle of Road Town. It was convenient central place for farmers/fishermen journeying from the country and outlying islands to sell their goods. However, with the availability of and improved transportation, the market does not have to be in the middle of Town. Customers will flock to the market if there are quality and reasonably priced supply of local goods. The current location may not be the ideal location. However, moving it to the Pussers parking lot may not be the best choice. There is a severe shortage of parking spaces in Road Town. As such, more spaces need to be added, not subtract from the current inventory. Other action(s) is needed to improve parking in Road Town.

      Wow! Seems like the public market has been kicked around. This indicates much uncertainty about creating a permanent home for the market. Decide and make a home for the market. The public market should be reserved for local farmers.

    I think constructing pergolas (to represent farmers kiosks) economically, efficiently and to meet the demands of farmers would be best for presenting produce. Those tents are an eye sore. Government should but out a tender and see who comes up with the best presentation for that space, espcially considering the flow of traffic. I see the built two pergolas along the road there Baugher's Bay. What are the purpose? Keep the market in the area across from Flow.

    It is really amazing how we always find every excuse to disenfranchise our locals. There is a big difference between a farmer marketing his produce and an importer who is out to beat the system. The authorities are not that dumb. Its all about disenfranchising the locals. The importers need to rent or build a building for their business not move in and take over the farmers market, only in the BVI that foolishness can happen. A mobile restaurant has been parked permanently at the Farmers market and its alright because it serves the purpose of blocking out the local farmers. We can see exactly what they are doing. Now that they have created the confusion its convenient to come up with a plan to move the local farmers. Never try to do anything to assist or protect the rights of locals...when election comes around you pay for your stupidity and wickedness. How about the nasty stinking ghut filled with litter and muck that runs from the fire station to the house of assembly...you all can find time to complain about coconut shell but the putrid maggot infested open ghut is ok unless of course a local sets up business there...words cannot describe the lot of you.

      @ twisted: when people need documentation to work in our territory you cannot fault them we have to given the authority to disenfranchise our folks: when folks are conducting business by the wayside who goes around to determine if such people have the necessary permission: let me just add this(some of those persons selling in the market have some locals involved)...

    The present market place is the ideal place. The City Manager should request for the ghut to be covered from Popeye building in Scatliffe Alley to the bridge bridge between Supa Valu and behind Ward's buildings. These surfaces become parking. Take a few of the present parking spaces and assign one to each farmer or vendor. Mark out the other parking spots to prevent haphazard parking in the area. I welcome the other vendors who sell produce in addition to the local farmers. Let's face it, the residential population has grown and we have not grown enough produce to keep up. Please do not get angry for saying the obvious. Additionally, the City Manager should allow a few of the Pusser parking lot for additional farmers or vendors of produce, but no fish though, and that will keep everyone happy. In regards to the Sir Oliva Plaza, there should not be any farmers or fishers market there. That area should be treated as if it is federal grounds and as a place of historical significance and should be pristine always. A bust of Sir Olva Georges should be erected; the fountain should be re-introduced; benches and overhead shades installed and repainted; several painted plaques with narrative of the history of the plaza should be erected that would add to the ambience of the area; and the private commercial buildings should be repainted and spruced up some more including the walkways on the property to get from Waterfront Highway to Main Street. Just think about it! It is a good idea! Let's get on with it! We need to improve the aesthetics of the City! Stop the fussing and let us improve!
