RVIPF denies claims of racism in 911 response

- says RVIPF has no policy of differentiation in place in levels of treatment

ROAD TOWN, Tortola, VI – The Royal Virgin Islands Police Force (RVIPF) has rubbished claims that calls routed through 911 dispatchers are treated with any level of racism or differentiation.

“I’m aware that there’s a debate… in fact, I read the debate on VINO about this,” said Acting Public Relations Officer, Sergeant Carl Mason.

The response follows a claim made by Mr Steve E. Parillon to a 911 emergency call following an alleged incident of assault between Sonnel G. Hanley and Rosayne Richards near Bobby’s Supermarket on March 25, 2013.

Mr Parillon claimed that questions were asked about the victim’s ethnicity in addition to whether the person was a tourist or local resident.

Sgt. Mason expressed that the scenario indicated that persons did not understand the pressures on Police dispatchers, “they have to obtain detailed descriptions of everybody involved in any assault,” he related.

He used an example in explaining that dispatchers would not know whether the situation might suggest that there is a fight between two persons or whether one person attacks another.

“The description of the victim,” he continued, “is almost, if not as important, as the description of the offender.”

Sgt. Mason stated, “There is no policy [and it’s] nonsense to say that there is a policy… that we differentiate between black and white people in terms of the level of service we give and between tourists and residents and Belongers and Non-Belongers in the same way.”

He also stated that he felt ‘very strongly’ about this. According to Sgt Mason, the contention is “just arid nonsense and speculation and really just absurd.”

The RVIPF’s Acting Public Relations Officer said, “we provide equal care to everybody and there’s nothing to be read into it.”

Giving another scenario, he explained, “…imagine somebody gets attacked and then they disappear from the scene… if the Officer can’t find the person, he needs to know where to look… [if the person] is a tourist, he might be wondering down to the cruise pier now for example because the boat is about to leave… then the Officer would know where to go.”

“I don’t know whether the gentleman was accurate [with regard] to what he was being asked… normal practice would be for the dispatcher to get as much information as possible about the victim and the offender,” he added.

Sgt. Mason noted that the information provided in the specific instance was “sufficiently suitable” for the officers to arrest the alleged perpetrator as they were arriving at the scene, therefore it showed that the system works.

“A description is a description,” he ended.

      Please remember that the 911 calls are not answered by the Police Officers. Fire Officers are the ones that take the calls and question the caller first even take report like they are the Police and then pass in the caller to the Police. DON'T BLAME the POLICE they don't ask them question!

        The Fire Officers asks callers if they need Fire, Police or Ambulance, then pass the call on. They do NOT ask for detailed information UNLESS it is related to putting out a fire or performing a rescue. Get your facts straight.

            The courtesy and protection extended to expatriates when they are accosted by locals in domestic violence has a lot to be desired. I am talking from experience as my spouse physically abuse me by squeeezing up my hands and jerking something away from me that was mine in front of the officers. He then , threathened to destroy a piece of my merchandice worth thousands of dollars. This equipment was resting in the driveway, they closed a blind eye to his abuse, just talk to the local individual and left.

    For everyone information 911 calls are answered by the fire service.........311 calls goes directly to the police control room.....now even if the police asked if it was a white person I agree with then .....because sometime last year sonnel was sentenced to prison for assaulting a white tourist.

    But the fact remains is, TRAIN YOUR STAFF! Whether it is the responsibility of the Police Dept. or the Fire and Rescue Dept, who ever is attending to emergency calls should be well trained, and know how to position questions to get the right answers. Using the terms "Local" and "Tourist" IS discriminatory. I believe that if the question should have most definitely been prompted better. In the United States, they do not ask such questions, because time is of the essence, most questions are usually direct, and revolve around the Who, What, Where, and When, and the Who, does not inquire whether "Tourist" or "Local". Train your staff how to Listen first, Speak most importantly Second, and accurately report last. Our service ratings are in shambles. Not even a proper 911 call they can get right, and trying to justify. ha!

    It's not the Police that answer 911 calls it the Fire Station so what is he talking about and covering his officers, I don't think Mr. Parillion is lying on what he heard in that short space of time.

You litte ranting cannot change studies which have been proven time and time again and which are still very relevant today. The fact is BVI is still a segregated community. This will never change because it is intertwined with the source of immigrants.

      Research the last british election for the UK stance
      Look in yesterday's news paper for the south African stance
      And look at the employment contracts, number of UK US south African emigrants and public school
      demographics as a start for the BVI stance
      Then of course look at what the Caribbean migrant worker views as a way of life

    By now bloggers who are enjoying their freedom of speech pursuant to section 23 of the V.I Constitution,should know how I feel about persons who discriminate because of race:Many times I would identify myself by my known-name,because Her Majesty-The Queen,did not write in Her V.I Constitution that I should hide behind a blog-name to safegard my identity.Usually when I blog using my known-name,is to smoke-out the remaining residue of my known enemies,who are hiding and waiting to attack me for exercising my Constitutional Rights in a democratic society!:When they hide and blog on me personally,,I repell them with a lighted candle and would destroy them with a spirit.Now,my view on this matter is that I agree with Mr.Carl Mason,that whatever questions the officer may have asked Mr. Parillon,was necessary and appropriate in understanding what the situation was,and who were involved in the situation.It is normal police questioning to ask a caller of the discription of the victim and suspect:Reason?If by the time the police get to the scene,the parties involved are not present,then the police would have already known,that they are now searching for a white victim or black victim or white/black suspect,wearing blue pants,red shirt etc..:In my view,I see no behaviour of Racism,simply because a police officer asked if a victim is black or white.We do have a mixed ethnic society;so obviously,the police wants to know the discription of the parties:Police officers were trained to identify persons[victim or suspect] by race,complexion,accent,etc...I agree with the explaination of Mr. Carl Mason.However,if the police response in this particular case was tardy,Mr.Mason needs to criticise the police for such a slow response.BVI officers are good officers:I will not call them Undesirables like how Morris insulted them,but some officers need mentouring.

    he was not being racis he just asked a dum question at the wrong time in the concern that a tourist is being attacked in the past if u guys don't know that young man had attacked one or more tourist an that is a bick issue cause it only send negative feed back to visitors its just a dum question at the wrong time an came out the wrong way
