Rushed work? Sir Francis Drake Highway for 2nd resurfacing

ROAD TOWN Tortola, VI – At a time when the Government of the Virgin Islands is said to be experiencing severe financial constraints, thousands of dollars continue to go wasted. This is evident when traversing the Sir Francis Drake Highway in Road Town.

Currently a stretch of road along the highway from the area of Treasure Isle all the way down to the Road Town Festival Grounds is being reconstructed. This is after the same stretch of road was resurfaced prior to the June 8, 2015 general elections.

Work, however, has been moving at snail’s pace since it started over a week ago.

This concern was put to Minister for Communications and Works Honourable Mark H. Vanterpool (R4) at a press conference on October 8, 2015 when he said, “I know we are aiming to do up to the roundabout and then once they reach there, they are going to repave from the Treasure Isle area to the roundabout and then they are going to do a similar function from the roundabout going back towards the eastern end.”

“When and how that happens I can’t give you a good answer right now but I know we are trying to move as quickly as possible,” Hon Vanterpool added as he offered an apology to the driving public for the inconvenience.

“This morning (Thursday) I drove on it and it wasn’t a pleasant thing to do so we are hoping that we can alleviate that problem very quickly, but we are working very hard towards that.”

He said work is being done on a very small part of the road that was done earlier this year, from the street lights at Pasea to Treasure Isle. “We weren’t happy with the quality with what was done and that’s the small stretch in terms of the bumps that you might have experienced.”

    They shouldn't have dug up the road in the first place ... they should have just laid down the new asphalt on the existing road ... because that section ALWAYS had a ripple effect whether they dig and press dig and press

    These cheap arse chinese equipment keep on breaking down all the time...That social security money that was borrowed is going to finish on that same highway if we keep on putting down and then digging up the same spot that was recently paved...PWD is a waste ah time!

    Unfortunately your name on this article is misleading. Theb Sir Francis Drake Highway is the strech of road from Slaney to West End.

    Imagine you in a ultimate off road ready vehicle like a Range Rover with air suspension and other creature comforts and the drive on that piece of road wasn't pleasant? What you leave for us in our vehicles to say?lol

    The road was ok before they repair and stop putting pipes under the road because if something goes wrong you always dig up a good and never fix it proper put pipes on the side of the roads

      Ideally, to the maximum extent practical, utility lines should be laid in the easement parallel to roads, not perpendular to and under the road. Nonetheless, it is not always possible. However, when roads have to be cut to install or repair utilities, they must be done professionally. In either case, roads must be repaired to the same or higher quality of the existing road. It is important to note that cutting into a road weakens and shortens the life of a road and cuts should be avoided to the maximum extent possible. As such, coordinating major road work with the appropriate utilities should be standard operating procedure.

      Moreover, the appearance of a road does not mean that maintenance work is not needed. Flexible roads and even rigid oavement (concrete) require specified surface treatments, ie, at points in their lifecycle regardless of their look. For example, a 20-year road will require a seal coat at the 7-year mark, an overlay at 15-year and reconstruction at the 20-year point. Typically, it is not a worst first philosophy but a preservation first. Timely maintenance investment is vital to extend road life, retard deterioration, improve ride quality, enhances performance......etc.

    Roads play a vital role in all residents and visitors daily lives. They move people and goods. And they are one of the more expensive service government provides. As such, road funds should be managed effectively, efficiently and economically. Road work should be widely coordinated and well planned.

    If reconstruction work was planned for September, why was major maintenance work performed in May 2015? Poor planning and ineffective expenfiture of scarce resources. Further, these SNAFUs are self inflicted wounds and unforced errors. They do not build confidence in the governing process and reinforces the cynicism the populate has about politics. But if you win at the polls, what is the problem? The problem is waste of tax payers scarce dollars. We have a moral obligation to maximize the use of tax payers dollars.

    Moreover, the WFCW is a multi-use road but looking the road profile in the picture, the layers look thin. Typically, the layers are 12/8/2, ie, subgrade/base/surface thickness.

    Nothing is wrong with the Chinese equipment. I see the Chinese use the same equipment to build super highways in Jamaica going over 8 years now without a bump. I never see them rolling/compressing a road way for 15 minutes. Roll it for 15 minutes and it will certainly last until the next shower of rain. There is no technical knowledge going into the resurfacing of the roads and that is the major problem. Have you seen the swimming pool they are making by pieces of eight. No drain for the water but there are high wall on the seaward side. So whenever the rain falls we are going to float along that piece of road way.

      I was wondering WTF they are doing down at pieces of eight. They had a golden opportunity to incorporate drainage along the seaside by putting the necessary system within the sidewalk itself. The thing is crooked and looks so awkward. We have a set of bush man out there doing work and then we blaming the equipment. When Mark Simmonds people do our roads you see a big difference because they actually know what the F they are doing.

    What a bunch of jokers this gov composed of, I swear these ppl only holding space just because. As a matter of fact the otr party a bunch of jokers as well. Everything they do they waste $$. Damn it man, why is it so hard to do a job once and done with it rather than squandering thousands & millions only to go over it again to go squander another set of millions. Somebody got to be collecting something from all this squandering. Then hear the lame @$$ response from the minister when asked what's the cost, he don't know! So you spending blindly then SMH. They having a field day with our tax dollars & if that ain enough they then go dipping in SS...the future of my kids & their kids looks grim in this place

    They know why they accept hasty shoddy work. We see the results of this unethical, wasteful practice. It is to line their croonies pockets, and their own. So ultimately the country gets nothing, and some pockets are fattened.

    Here in the B.V.I in my honest opinion, we get no value for our tax dollars, who really looking out for the people?because its surely not those who have been entrusted with this responsibility, they need to be held accountable.

    liquifaction, poor quality/grade material,plus a seeminly clueless PWD...we take special precaution when building structures on reclaimed land but neglect to do the same for our roads...
