ROAD TOWN, Tortola, VI- Our senior National Democratic Party (NDP) sources called our newsroom a day after our article was published on February 16, 2018 about the pending departure of the Acting Chief Immigration Officer (CIO) Mrs Geraldine Ritter-Freeman from the post by the end of March 2018.

They advised us that after the article the Acting Permanent Secretary in the Premier’s Office, Ms Dawn J. Smith, was allegedly instructed by Premier Dr The Honourable D. Orlando Smith (AL) to have Mrs Ritter-Freeman removed from the post immediately.

According to the same source, her last day in office was yesterday Monday February 19, 2018 where she reverted to her post as Deputy Secretary in the Premier’s Office.

As was first and accurately reported by our newsroom on February 16, 2018, Mr Ian B. Penn is now in charge of the Department.

The good, the bad & the ugly

Many supporters and local nationalists defended Mrs Ritter-Freeman’s tenure at the Immigration Department.

They said she had to stand up against some Ministers of Government, senior civil servants and some in the private sector, who wanted her to break the immigration laws, so they could get what they wanted. In addition, the Department remains under staffed, physically out of space and overwhelmed with new conflicting policies that sometimes violate the immigration laws. The immigration staff, both in the Road Town office and at ports of entries, work under poor working and inhumane conditions, including in mold infected buildings.

It is also alleged that Dr Smith and some of his Ministers made requests of the Department, but were not always willing to place the request in writing or amend the immigration laws to achieve their goals.

Some have said also that the Dr Smith led Administration is giving away the country with liberal immigration policies, which has become a threat to national security.

Ritter-Freeman had her critics

However, Mrs Ritter-Freeman had her critics. They claimed she was "mean" and never used her discretion to help, but stuck to the letter of the laws.

The former Acting CIO made headlines following the Hurricanes of September 2017 when she announced that the Department was checking homes to verify the living conditions of applicants before clearances for visas to remain in the islands were issued.

Her critics claimed, as a former Chief Information Officer who should have been media savvy, she took too long to address and explain the negative publicity of long lines, poor service, reported discriminatory treatment of expatriates and confusion over the new immigration policies that helped cripple her tenure at the Department.

To date, the Government has been tight-lipped about the change of leadership at the Department.

This is typical of Government on the whole (not political party only) throwing others under the bus to keep their hands clean.

The outcry regarding the Immigration Department and its inefficiency was abhorrently loud and clear. Everybody wanted the Premiere to do something and now that he has, he is victimizing or being unfair? what about the countless individuals who stand everyday in the hot sun to have services done professionally? Leadership dictates that you make decisions that are not always popular but fair. Simple measures could have been made to increase the proficiency and productivity of the Immigration Department. Persons wee making suggestions daily on social media but nothing was implemented. Simple, simple changes, such as a number system; opening earlier, or longer hours. what would be said if the Premier did not act...damn it he did..damn if he don't...

Did Mrs. Ritter-Freeman confirm anything that was said in this article or is it speculation? Her tenure was temporary until Mr. Penn's return. How do we not know that this is what has happened. If Government felt Mrs. Ritter-Freeman was incompetent I doubt she would have been transferred. She is a lovely lady and I am confident she will perform well in any position held.

Sorry she had to go.

Learn how the process works. We have to vote the Govt out by a general election. So next election pls vote them out if you feel that strongly about it. Its not up to the Governor to save us. We need to save ourselves. We have to make the right choices at the polls.

@ resident: stop voting party and vote for a person you know have the best interest of the people first because when you vote for a given most of them hold on head and ends up fu($ the people however I am convinced whoever you vote for takes up office with good intentions but we don’t have the proper legislation in place so they to ends up mismanagement of the tax

You said if they felt she was incompetent she would not be transferred. Sorry but this is exactly what Govt does transfer people from one dept to another. They just transfer the issues elsewhere. There are many examples. . But to her credit I dont think this lady has a competence problem.

But she has a compassion problem. You dont teach that at university or is in law but humanity must never be forsaken.
As for competence, what has been happening at Immigration lately, I think that shows a lack of competence. I can also tell you this. Many are glad she is gone. Go smoke that. Who vex bun!

She needs more assistance and supported..
As a long term resident in the BVI,,, she should be supported and given what help is necessary.
She personally was assistingpeople , handing tickets for seniors and with minimal support, she was doing the best that she could under these trying circumstances... Give her a raise !!!

The Honorable Minister Smith make a rule on Friday, February 16th, 2018 which was to come into effect on Monday, February 19th, 2018 to read " Employers are allowed to process the part for employees at immigration", when you called no one knows nothing about this, where are these people actually living and working. Mr. Penn will do much better, to begin with he put an appointment procedure in place commencing March 1st, 2018.
THANK YOU AND GOOD LUCK MR. IAN PENN.
