The poor innocent dog had to suffer. RIP dogie. If it was my dog, I would have had a break down.

Was the subject wall constructed using private or public funds? Did the PWD building Dept. inspect the wall prior to casting? Seems like the wall failed from all the lateral hydrodynamic pressures exerted from all this rain; not to mention it appears to have no weep holes to alleviate the said pressure. Maybe the re-bars were insufficient or not adequately sized.

@Smile, I hope you are not talking about the people that feel sorry for the dog. If you are, you don't understand about the compassion some people feel towards animals. The reason I don't eat any type of meat is because of the way innocent animals are being slaughtered. Yes, I feel bad about the dog that was killed.

With the VI's hilly terrain, except Anegada, and limited flat land, retaining walls provide the opportunity to build on otherwise non-buildable land. But for retaining walls to function as designed, they must be properly and safely designed (engineered), constructed and maintained. They must be designed to functionally and safely resist soil lateral pressure and water hydrostatic pressure. The retaining wall must have well designed and functional weep holes for effective drainage. Retaining walls can fail either from sliding or overturning. To keep from sliding or overturning, they must be well-engineered and constructed(including inspection). For public health and safety and effective functioning, retaining walls should be designed, constructed, inspected and maintained by technically qualified and experienced persons.

@Political Observer, well stated and useful comments. To your comment, I will add that in the VI hilly terrain retaining walls should probably be the cantilever type, not gravity type to hat depends on its own weight to function.
