ROAD TOWN, Tortola, VI- While many of the front bench Ministers of the ruling National Democratic Party Administration have been silent and embarrassed over Governor John S. Duncan OBE using his reserved power under Sec 103 (b) of the constitution to take $800,000 from the government coffers and place in the Royal Virgin Islands Police Force’s budget, another back bencher is speaking out.

This morning March 22, 2017 Hon Alvera Maduro-Caines (R6) appeared on the International Morning Ride Show on ZROD 103.7 FM with Paul A. Peart aka ‘Gadiethz’ where she made her views on the governor’s use of his reserved power known.

Reserved power not necessary-Hon Maduro-Caines

The normally soft spoken two-term legislator told the host of the show that it appears the governor is trying to make the government look bad. She said her government “has never not supported the police.” Hon Maduro-Caines said the reserved power used in this situation was “not necessary…it should have been used in a situation, where there is an urgency, like if we were not giving them [police] any money at all… I do not think it was needed to be honest…”

The female legislator, who is still very popular in her Sixth District, told the radio listeners that when she looks around on the wall of the House of Assembly and see the men and women who have built this country she said “these people, along with our forefathers, fought for this country, fought so hard for this country…they will be turning in their graves seeing where the attempt is to take us back..”

The backbencher told the public on the radio show that “Britain’s instruction was to leave the BVI as a bird sanctuary, move them people out to other countries, and a bunch of our forefathers decided we are not leaving, we are staying…”

No one elected the governor- Hon Turnbull

Hon Maduro-Caines joined Second District Representative Hon Melvin M. Turnbull who yesterday March 21, 2017, while speaking in the House of Assembly under Other Business, blasted Governor John S. Duncan OBE for the use of his reserved power for the first time in history. He told the public “nobody elected the governor” and that he is prepared to be “a soldier in the battle to defend” his leader, Premier and Minister of Finance Dr The Hon D. Orlando Smith (AL).

In firing off at the governor’s action to use his reserved power, Hon Turnbull said the move was made to “set us back.”

Governor Duncan told the public a few months ago while at a ceremony at Balsam Ghut on Tortola, as Premier Smith sat and listened, that the current government has “no priority in spending” and they continue to be reckless in the management of public funds.

    Sorry Hon. Caines. Can't agree with you on this. If you and the NDP was giving the money that was asked for to assist the popo to do their work I would say patience. The Govenor had a right to look out for the best security interest of the people and country cause you all ain't doing nothing it or nothing for the people who elected you. He take long to do some spring cleaning in my humble opinion. Don't want the UK to take over then the Government must do some looking in the mirror and do the work of the people.

      I am in agreement with her and others. Look in the budgets of years gone by. The police has always gotten an increase in their budgets. There are a number of departments and ministries who also need urgent things but all cannot be given at once. It's impossible for the government to give every ministry all the things they request in one year., it's not practical. Like the senator said, if the police were given nothing at all, I could understand the governor making that move.

      You hush! Under VIP government just before Ndp got elected, the police received and extra 2 million on their budget to help cut crimes they say. Along with that they got a guest of 4 runner jeep. Those vehicles got to totaled and but from driving trying to catch criminals. Not a crime was solved that term for that extra 2Mil given. Solve crimes? All try want to donus harassed and abuse people and lock up the youths. Mr Commisioner, show me your plans to fight crime in our islands for you have not shown anything as yet but you want 800,000 extra.. Show us your plans sir!

    Sometimes it's best that if you don't have anything to say to best shut the hell up, people like she is more for the criminals than law enforcers. No one says that the Government not giving police no money but what they are getting is not enough for the task at hand and the constant cut of the police budget every single year of the NDP administration shows a lack of concern for law and order. The Governor is well protected by section 103 (b) of the CI constitution and it's a shame that for the first time in the history of the VI he has to invoke that power during the NDP administration. Alvera and the others of the clan should be ashame of themselves. It speaks volume that we have to get to this stage wher a Governor had to invoke his executive power. Shameful. Crime is at an all time high and at the same time the police money cutting

    So by her logic, if a parent is depriving a child of food by giving him/her at first two and then one of the three meals that he/she is supposed to have no one should take steps to ensure the child's welfare until the number of meals given to said child is down to 0? Mrs-Maduro sometimes its best to keep our mouths shut than to spew this sort of garbage. Direct the outrage at your boss and his ilk. You have some very narcissistic and petty personalities on your team who just wants to do things for the sake of saying "watch me I did that" and they will do it at all cost. You need to be more honest about the real reasons why the governor felt compelled to take such a stance. The vast majority of the people of the VI supports his decision and that should indicate to you the magnitude of their frustration with your administration.

It's destructive, decisive self interest. The Governor has been exceptionally strong and careful in ensuring the police force has the needed funds to protects us, provide us and our families with security and keep us safe.     This territory is still under the rule of the Queen and that should be respected. Until independence is sought and given, the legistration of the day gives the Governor the power to do what he did. Though it my not sit well with some of us who may want to politicize everything he was well in his mode of operation to do it. I am a firm believer that, had proper and adequate funding been afforded to the police department, it would not have led to this move.

    I agree with fly on the wall. The Politicians needs to read the constitution and be aware of the Governor's priviledges. We are still tied under the British rule. And until we are independant, no one cannot say what and how the Governor must do. He is abding by the constitution, whether we like it or not.
    There are some people ot there that feels that the Governor should be here as a "statue", doing nothing.Please....
