Premier fires back @ Hon Fahie over ‘missing’ $2B of public funds

ROAD TOWN, Tortola, VI- During the Third Sitting of The Second Session of the Third House of Assembly (HoA) of the Virgin Islands on Monday, December 19, 2016 Senior Opposition Member Honourable Andrew A. Fahie (R1) blasted the Dr The Honorable D. Orlando Smith (AL) led 5 year old Administration for its lack of financial transparency over $2 Billion unaccounted for from 2011 when they first took office to current.

Dr Smith told by advisors to respond

At the time of Hon Fahie’s statement in the HoA Premier Smith did not have a response to the scathing attack on the inability of the National Democratic Party (NDP) Administration to manage public funds and stop the reckless spending.

However, Hon Smith's advisors told him that Hon Fahie’s statement was gaining ground in public opinion, which led Dr Smith to release a statement in response.

The Premier in his statement of late yesterday December 21, 2016 claimed that the new Virgin Islands Party Chairman’s “aspersions about the public’s purse were irresponsible….. this is a deliberate and gross distortion of the truth,” Dr Smith’s speechwriters told the public though him.  

Reckless spending confirmed by Governor

In being pressured by the United Kingdom appointed Governor John S. Duncan OBE, the Opposition, civil society and the media about no audited financial statements since his administration took power in 2011, the Premier and Minister of Finance said “…these statements have been worked on, and those that are ready will be submitted at an upcoming sitting of the House of Assembly.”

The Smith Administration has been under fire for its out of control spending of public funds, lack of transparency and alleged corruption and conflict of interest by the public.

However, in his statement Premier Smith told the residents “let me reiterate. My Government is doing its part to bring regular quarterly financial reports to this Honourable House for examination and public viewing.”

Just this year Governor Duncan wrote to Premier Smith and the Foreign & Commonwealth Office complaining bitterly about the reckless spending of the Smith Administration. The letters were obtained by the local media.

Governor Duncan warned if this behaviour did not stop he would not be able to represent the Virgin Islands position with the UK Secretary of State.

However, Dr Smith maintained in his statement of yesterday that his government “remains committed to transparency of the fiscal affairs of our Territory and its good governance.”

    This is just a natural way if life. Like the Bible says the table shall turn. 7 yrs of prosperity, 7 yrs of suffering. When I was younger. It was St. Thomas, St Croix, St Marten. Trinidad.. Now all these places are struggling and places like St kitts, Antigua, St John's, Now enjoying prosperity.. Next in line will be Dominica and Guyana. . Yes the Politicians messed up. The word of jah must come to pass.

    Premier Dr. Hon D. Orlando Smith and MoF must be quick and nimble on himself feet. In medicine, one ask questions, probe and conclude. But in politics, one doesn't not have the luxury of time. In the HoA, for maximum impact, Doc needed a quick response to Hon Andrew Fahie, D-1 Rep, $2B statement. $2B is a heap of money and needed and on spot response. The FAMU Rattler Strike, Strike and Strike again but Doc was not up to the fight.

    Further, why have no audited financial statements been issued since 2006 or more specifically none since the NDP took/regain office in 2011? Any Finance Dept that cannot deliver audited financial statements annually should be relieve for poor performance. Is the Finance Dept so "less" that it cannot deliver? Or the information is so embarrassing that it is less damaging not to deliver them. Is this a situation similar to Trump not releasing his tax returns during the recently concluded US presidential election?

    It's simple. If you passed budget year after year and coming up with no financial statements as to how the money is been collected or spent it's like all the money is unaccounted for so in a sense Fahie is right, the money is missing. The doc must come better than what he giving us

    Budgets are planned, programmed, developed, authorized, appropriated and executed. The only action not accounted for thus far is the execution. Execution is used to compare plan with actual. The assess the health of a government, institution, agency, departmen...........etc audited financial statements are needed. From these statements, any needed adjustments can be made. Without it, it is hard to determine how an organization is performing. How can government effectively function without audited financial statements. Trying to govern without financial statements is like trying to navigate a ship without a compass. Something is drastically wrong, requiring the delay in bringing the financial statements to the HOA.

    The people needs to know how its $2B was expense? Was the $2B spent for its intended purpose? Is it not a constitutional requirements that financial statements should be issued annually? Audited financial statements should be available for the public's perusal. The public should be able to examine them for itself. It should not have to depend on the spin from those that have a vested interest in presenting the info in a positive light. For the HOA, bring year 2011, 2012, 2013, 2014 and 2015.

    Just a question: with the pike in criminal behavior in this community all the member concerned about is the money: not 1 word about crime, not 1 word of advice for his people as it relates to crime(it is all about the money because the member needs a piece of the action if ever in power again) let me say this without any apology the VIP and its affiliates pocketed and squandered a substantial amount of the tax payers money while in office over the many years(some of us only what to reveal what transpired in this territory from 2011; while some of us know better and will continue to say let history tell the true story about how these deceitful politicians continue to rob the people long before 2011)..
