Ports Authority project: 'What corruption!' – Edmund G. Maduro

- 'It is something that will help us to decide how we shall vote in the next general elections'

"The Port Authority is supposed to be responsible for doing all of this but you see one person stepping in and is in fact turning everything around,” he said. “What corruption! Ladies and gentlemen what corruption!” he said.

ROAD TOWN, Tortola, VI – Radio commentator Edmund G. Maduro said the usurping of the Cruise Pier Development project by the Minister for Communications and Works and the sudden and unexplained increase in project scope and cost were manifestations of corruption and urged persons to consider these factors when voting in the next general elections.

“We are getting to a serious point now and it deals with change in scope of the development,” said Maduro on his EGM Radio Show aired last evening July 3, 2014 on ZROD 103.7 FM.

He said that the Public Accounts Committee (PAC) examined the events leading up to the change in the scope and cost of the project and found that the process was one where the statutory rights of the Authority and the Government regulations for project management and procurement were at best overlooked and at worst completely disregarded.

“Do you understand that? Where the Board was not really recognized or the Government authority respected?” he asked.

He went on to read from the PAC final report on the project that after November 2011 the project was transferred from the Premier’s Office to the Ministry of Communications and Works.

“Between the period November 2011 and January 2012 the scope of the Cruise Ship Port Development project changed from one that would extend the pier, add a welcome centre and encourage broad scale local involvement in the development of the uplands to one which included the full development of the uplands and allow for leasing of this valuable central property, 4.1 acres of undeveloped areas adjacent to the cruise ship pier to foreign companies for up to 49 years, in spite of Edmund Gregory Maduro continuing to ask for the rights of the people of the British Virgin Islands to be respected,” he said.

Maduro is concerned that with the upland development and the leasing arrangement the local vendors will be left out.

He went on to say, as he read from the report, that the former acting Permanent Secretary Arlene Smith-Thompson advised the Committee on January 29, 2014 that if there was a conscious decision to change the scope of the project it was a verbal one by the Minister for Communications and Works Hon Mark H. Vanterpool. “This is something coming directly from the Public Accounts Committee,” he said.

“She also further stated that the Minister would remind her that when he made a decision he was not speaking alone. It would have been a collective decision taken by his colleagues, that is in fact the Government. The former acting Permanent Secretary confirmed that she had not seen any Cabinet paper or Cabinet decision representing a collective decision of that body to change the scope of the project,” he said.

“Ladies and gentlemen you see what corruption is going on here?” he asked. The Ports Authority is supposed to be responsible for doing all of this but you see one person stepping in and is in fact turning everything around,” he said. “What corruption! Ladies and gentlemen what corruption!” he said.

With regards to the change in the scope of the project and the increase in project cost, Maduro asked, “Where did the authority come from? Who made the decision? Where is the evidence in Government’s performance to support this?”

Maduro urged members of the public to get a copy of the report so that they could understand “what is going on in this little country of ours.” He said that in his upcoming radio shows he will go through the entire report to help people to understand what it contains. “It is something that will help us to decide how we shall vote in the next general elections,” he said.

      Oh my it's just this morning I asked myself that same question. Where are the churches in this issue. I listened to their two hour, "much about nothing" show and it was interesting to hear them ducking the hot burning issue of all the corruption going on with this cruise pier project but have the nerve to be calling for commission of inquiry into biwater.
      But before we can get into any commission if inquiry into biwater we will like to first have an inquiry into global water(something that a lot of people turning a blind eye to or seems to conveniently forget) and we will also like to know which minister have an outstanding phone bill of over twenty thousand dollars and why is it a hush hush issue.

    I stand amazed at how this project is being completely ignored by those who have the responsibility of monitoring and reacting to violations of the established protocals. Case in point; The Governor was made aware of certain irregularities which were taking place in the early stages of this Project. He directed the Auditor General to investigate the matter. On completion of her investigation she submitted her report to him which, for all intents and purposes confirmed his fears and described the extent of the violations which were taking place. Out side of temperarily suspending the bidding process, he has done nothing to address the corruption which continues and has since been reported by the PAC. I would find it difficult to believe that a copy of that report has not crossed his desk to date.
    My dear hearts and gentle people, the Chief Auditor has to be disappointed to say the least, having been humiliated by POW, but what about those of us who look to him to meet out justice. It would be a travesty if he leaves this mess for his successor to clean up.

      The PAC report is based on a TPP deal that was scrapped. Please explain what the Governor should do about a project that got UK approval via the MTFP that was submitted and with Ports getting loan funding from CIBC. What is corrupt about that? The project started off wrong and they had to do it another way which is what happened. None of what the PAC report includes have anything to do with the current project so why stop it? Yes I agree they can look at irregularities that happened initially and put measures in place so it won't happen again. But stopping the current project is pure political bullshit. If VIP were to win election they would continue wit the project and Fraser will be crowned the new Jesus.

    Poor Edmund. If Mark give him a consultancy contract out there on the Ports today, will he turn it down? What say the crowd? LMAO! Most people who making noise, give them a contract and see if it's still corrupt in their minds. For many of them, corrupt means: "It will do good and make my party look bad", or " Me or my boys didn't get a cut of the big contract so it's unfair and that means it's corrupt!" All the talk of corruption and up to now nobody can tell us what's corrupt. All these people talking nonsense about a revenue generating project and they don't have one idea of their own. Everything they call for demands Government financing but yet they shout down every initiative put forward to generate revenue. WTF?? Are these people crazy? Edmund is still bitter because he didn't get his way with the Agrictulture/Greenhouse consultancy he had when NDP first got back in office. That's all this ranting is about, it's nothing to do with Country, but rather Edmund using his show as a bully pulpit to get back at Government. Before elections his mouth will change again, just watch. Take a drive down cox heath area and you will see some old, rusty disgusting looking 40ft containers that have been just there for years on our roadside. Ask Edmund if he won't mind looking into what's going on there and report to us the people.

      I am amazed at your lack of understanding about the ramifications ignoring law will have on society. The fact that officials, charged with the trust of the people, would ignore protocol to fast-track a questionable project for potential personal gain is disgusting and against the law! Someone needs to go to jail because this is considered white collar crime. I can't believe you are laughing at this. I thank Maduro for reading from the report so listeners get informed straight from the document itself. Don't shoot the messenger just because you hate him.
      Take party affiliation out of it. You still have corrupt officials doing what they want. You seem to be the ignorant one who probably has an open hand yourself. Shame!

    All this alleged corruption is putting us on the same path as the Turks and Caicos Islands (TCI). In the beginning it didn't seem like the Foreign and Commonwealth Office was doing anything but the end result showed that they were giving the then administration just enough rope to hang themselves. When the hammer of England came down on the gable of TCI the government was dissolved and the Governor was appointed head of that Territory until England saw fit that TCI people could handle own affairs again. We are clearly heading for the same outcome. Laws and Protocols are meant to be followed by each and every citizen of this Territory no matter age or rank. All everyone is asking for is transparency and honesty. The VI is a Democratic society not a Dictatorship one. Two reports have now proven that the handling of the cruise pier project has broken most laws and protocols and is falling on deaf ears of the powers that be. How long must the people of the VI cry out, be heard, and taken seriously on this matter. Let us learn from the mistakes of our sister Territory TCI not repeat it.

    Well who are these colleagues, Cabinet? No paper. Investment Club?
    This project was never approved by the majority of the Government, the people of the British Virgin Islands. I suggest they get a reality check on who is Government and who is not quick.
