Phyllis Evans: Sharing HOA building with courts poses security & maintenance concerns
Mrs. Evans stated before the SFC- which was appointed by the House of Assembly (HOA) to examine the 2012 draft estimates- that the HOA was a customer-based organization which dealt with Members and the public on a daily basis. She further stated that her department’s mission is to provide support services for members in exercising their parliamentary functions in an informed and efficient manner and to inform the public on an ongoing basis about the parliamentary procedures of the HOA.
The Clerk of the House of Assembly also told members that the HOA continues to share its building located in the area of the Elmore Stoutt High School with the Courts “which posed security and maintenance concerns”. The Clerk added that one of the problems was the maintenance of the air conditioning units.
Mrs. Evans then outlined a number of concerns, which she said needed to be urgently addressed. Those included the HOA building where proceedings took place and its officers; air conditioning and air quality at the HOA, a fire escape at the office of the HOA, the upgrade of the décor at the offices of the HOA which included the chairs, carpets, windows, blinds and the security doors.
The Clerk also stated that one heavy duty photocopier was required with a scanner, printer and fax.
The House of Assembly is made up of thirteen elected members, an appointed Speaker voted on by members and a non elected Attorney General. Those members on the Government side without Ministries and Members of the Opposition have official offices at the Richard C. Stoutt building in Road Town, Tortola.
