DUFF’S BOTTOM, Tortola, VI - The official swearing-in ceremony to welcome the newly appointed Governor of the Virgin Islands (VI), His Excellency, John J. Rankin CMG on Friday, January 29, 2021, was also a time for photo opportunities.

Our roving camera at the ceremony held at the Save the Seed Energy Centre, in Duff’s Bottom, Tortola, snapped Premier and Minister of Finance, Hon Andrew A. Fahie, (R1) along with Virgin Islands' Youth Parliament (VIYP) shadow Premier, Mr Kevin S. Fahie.

Mr Fahie of the VIYP, is also a marketing specialist and the General Manager of Caribbean Cellars, one of the leading purveyors of beverages in the Territory.

Premier Fahie is a popular and veteran politician who served for almost 22 years [1999-current] and became the VI’s third Premier in February of 2019, following the General Election, where his Virgin Islands Party (VIP) swept to power in a landslide victory.

The VIYP is back

In one of the early decisions of his administration, Premier Fahie announced the re-establishment of the VIYP and placed it under the ambit of the House of Assembly (HoA). 

The Leader of Government Business in the HoA, via a motion, moved to establish a management committee of Elected Members to manage the work of the VIYP.

Earlier in January 2021, the Management Committee under the Chairmanship of the Speaker of the HoA, Hon Julian Willock announced a Secretariat, now led by Dr Arliene T. Penn to help support the work of the Committee.

For 2021, the big scheduled event for the VIYP will be on Thursday, March 11, 5:00 PM at the Save the Seed Energy Centre, where youth parliamentarians will convene for a First Sitting to debate the motion: “Should the BVI Move to Self-Determination?”

The VIYP Government side will argue yes for self-determination and the Opposition side will debate no to the motion.

What is VIYP?

The VIYP is a cohort of about 40 young people drawn from all segments in the Territory and includes young people of all genders from youth organizations, churches, youths from both the public and private sectors, non-profit organizations and residents of the sister islands.

The objectives are, for the youths to learn all aspects of how the HoA functions both in theory and practice under the Westminster system. The current VIYP will come to an end when the fourth HoA dissolves in 2023, paving the way for the Fifth HoA to nominate new members.
