ROAD TOWN, Tortola, VI – The first woman to have been appointed as Director of Water and Sewerage Department of the Virgin Islands, Mrs Perline Scatliffe-Leonard, has been removed after being confirmed to the position for less than three years.

This announcement was made by Minister for Communications and Works Honourable Mark H. Vanterpool (R4) yesterday September 13, 2016 as he referred to her removal as a ‘transfer’.

It was Virgin Islands News Online that first and accurately broke the story that Mrs Scatliffe-Leonard was headed to the Water and Sewerage Department in 2012 to replace then Acting Director Monoherlad Kerof. The title ‘Acting’ was then removed from her name when she was appointed Director in December of 2013.

Making the announcement of removing Mrs Scatliffe-Leonard from the position, Hon Vanterpool said that its time that they have someone with engineering qualifications to take on the mantle. The territory has been grappling with serious water woes, which have many residents and businesses shedding tears at the feet of the department.

Time for someone with engineering expertise

According to Hon Vanterpool, Mrs Scatliffe-Leonard has done an excellent job in dealing with matters of administration in the department, something that was well needed but the time has come for them to have engineering expertise in the position.

He said that current Deputy Director Michael Davis will assume the position of acting Director while the position is formerly advertised. “Michael Davis, he is an engineer there at the moment. He is going to be appointed as the acting director aided by other engineers that we have, including one consulting engineer working with the department to improve especially the infrastructure of water pipes throughout the territory, and the improvement of the reservoirs to get better distribution throughout the territory, and reduce the water loss that we have in a major way throughout the territory,” said Hon Vanterpool.

Scatliffe-Leonard to take up senior position in MCW

In the meantime, Mrs Scatliffe-Leonard will be appointed to a senior position in the Ministry of Communications and Works. Hon Vanterpool did not name the position yesterday when the announcement was made.

Mrs Scatliffe-Leonard who hails from the eastern side of Tortola made history when she became the first woman to be confirmed to head the Water and Sewerage Department. The last confirmed Director was Mr Julian Willock who later went on to become the Permanent Secretary in the Ministry of Communications and Works.  Mr Willock was also the first to be named Director of the Water and Sewerage Department under the new title.

Prior to that the post was called Chief Engineer which was last held by Gary Penn who also went on to act as Permanent Secretary within the Ministry of Communications and Works, the Ministry under which the Department falls.

Almost 28 years of service in government, Mrs Perline Scatliffe-Leonard worked her way up through the ranks and also served as a Human Resources Manager in the Ministry of Communications and Works at one time.

    What are the qualifications for filling top positions in Public Works, Water and Sewage, BVIEC.... etc? Are they conceptiual l skills, problem solving skills, Interpersonal skills, administrative skills and technical skills? If so Public Works need to be led by an experienced civil engineer. Jeffery Skelton, the brother of MHSS Ronnie Skelton and a non-engineer like Pearline Scatliffe Leonard, is currently leading PWD. Bomber too may have finished the admin job he was put there to do.What is good for goose is good for the gander.

    Ok. Is filling top positions with persons educated and experienced in the related areas a new reality for government? If so what happened to Guy Hill? Guy is the best prepared, educated and experienced person in the VI relative to immigration matters to be CIO? Guy is the best fit for the CIO position. Who is more qualified than Guy? Enquiring minds waiting to hear. Or this reality only applies to cronies, connected......etc?

    Is government playing a game by trying to frustrate Guy so that he may leave? If I were Guy, I would not move an inch. Time longer than twine and daylight always catch up with moon light. What is happening now in the civil is self destructive. It is text book crab in the bucket syndrome; it is self hatred.

    Where is Guv Duncan? Is he lying in his lazy boy with some pop corn, a cold beer and just chilling and having a haughty laugh at the local government dysfunction?

    I hope that this post is filled by a BVIslander and not another Trinidadian or foreigner.
    If our people are not qualified like you claim, then a consultant can be hired to consult. This consultant should not be a part of the organizational chart so there should be no confusion or need for a succession plan. Once the contract is up then the consultant can move on.

    This lady sorry for her. I don't know her. From my personal experiences I always thought that she had no control over her department, me personally called two times about water leaks or burst pipe in the road and both times I called for days all I get is later or someone will come and check it. The same answer for days. I had to call the ministry to get a solution.... I will say her workers let her down by not delivering...or maybe she wasn't built for it.

        She's a human being too, you use Facebook too or else you wouldn't have seen. She does her work and that's what we are talking about. Five to seven staff upset because she disciplined them and they did what they had to do. And the P'S ran with it. He better come public works the workers there waiting to get rid of someone and it ain't self the director.

     Michael Davis should have been doing the engineering work all along. Is he suddenly going to start doing engineering? He should have been identifying the engineering problems and reporting them to Ms  Scatliffe-Leonard; then if a problem was outside of his specialty or expertise, thats when a consultant should be brought in. Mark cannot expect an administrator to solve the engineering problems when she has an engineer under her. Now he is replacing her with the same engineer who didn't do his job. We really need to replace Mark.

    Mrs Leonard am proud of what u accomplish a the w&s department in just a few years u were very passionet and dedicate to u work when others leave at 4 u still there most night till 7or 8 u done more for that department in a few years then any one did example u move the in come from 3 millions a year to 7 millions a year the reversor at Zion hill down for seven years before she take over all the engineer at the department say its down can't be repair mrs leonard champion a contractor it was repair and now holding 19 feet of water that progress she install new water pipe from beef island bridge to Parham town gap cut the road from Parham town gap to Hlscc to install new pipe but the ministery won't buy the pipe there about 33 break along that strech of road mrs Leonard went to a water meeting in Antigua in December 2016 coming out if that meeting mrs Leonard was appointed Assiant direciator of couisour one of the world leading water group in part of the world but this PS and the TT man keep it a secret but she a humble women who don't plow her own trumpet w&s is a better place today
