Perline Scatliffe-Leonard named new Director of W&SD

BAUGHERS BAY, Tortola, VI: One officer in government will no longer be in ‘Hollywood’ and referred to as ‘Acting’. Word just reaching our newsroom from our sources within the National Democratic Party (NDP) Government is that Virgin Islander Perline Scatliffe-Leonard has been confirmed to the post of Director of the Water and Sewerage Department (W&SD).

According to the same NDP source, who has always been accurate, the confirmation to the top post at the department took effect from December 2013.

It was Virgin Islands News Online that firstly and accurately broke the story that Mrs. Scatliff-Leonard was headed to the Water and Sewerage Department in 2012 to act replacing then Acting Director Monoherlad Kerof.

The NDP source said Minister for Communications and Works Honourable Mark H. Vanterpool supported the confirmation as he was reportedly impressed with Mrs. Scatliffe-Leonard’s management of the department and her determination to raise revenue.

She makes history-first woman

Mrs. Scatliffe-Leonard who hails from the eastern side of Tortola makes history becoming the first woman to be confirmed to head the Department. The last confirmed Director was the esteemed Julian Willock who later went on to become the Permanent Secretary in the Ministry of Communications and Works.  Mr. Willock was also the first to be named Director of the Water and Sewerage Department under the new title.

Prior to that the post was called Chief Engineer which was last held by Gary Penn who also went on to act as Permanent Secretary within the Ministry of Communications and Works, the Ministry under which the Department falls.

Scatliffe-Leonard's Qualifications

With some 24 plus years of service in government Mrs. Perline Scatliffe-Leonard worked her way up through the ranks and also served as a Human Resources Manager in the Ministry of Communications and Works.

She holds a Bachelor of Science Degree in Management from the University of the West Indies.

Many persons welcomed this move of Mrs. Scatliffe-Leonard’s confirmation. The morale in the civil service is at an all-time low because of political victimization, unfair treatment of civil servants, lack of tools to work with and blatant violation of their rights following the 2011 elections, jobs based on politics not merit and officers not receiving their increments. Many cite the long years of acting in posts as a contributor to the low morale.

The post of Water and Sewerage Director is a government job with a salary range of $62,900-$92,150 in Grade 17.

    I do not see this have anything to do with the party. If they feel that she is qualified for the position then so be it. The only thing I have to say to Mrs. Leonard, just be careful how you treating other people children. Be nice and firm. Do not be hostile to others. Some how when some people get position they let the position get to their head. I will hope that Mrs. Leonard do not do that. Remember you there to serve the people. Show them that you know how to run a business.

      I totally agree. On the flip side though running a business also means ensuring persons who on board are working toward what is established. i know she over bending herself with some of them people up at water and sewerage who on the street talking BS and at the same time fighting against what need to be done to get the department in order. how long should she put up with that? I know her and she is overly patient and instead of taking the my way or the high way she start leaving them to themself - i don't think she should burden this too much longer - a supervisor say so.
