BAUGHERS BAY, Tortola, VI- It was our newsroom that first and accuracy reported that Minister for Communications and Works Honourable Mark H. Vanterpool (R4) had removed Mrs Perline Scatliffe-Leonard from her post as Director of Water and Sewerage Department (WSD).

She was removed in September 2016 and has been at home for well over five months.

Mrs Scatliffe-Leonard, who was confirmed in 2012 as the second Director but first female to Head the Water and Sewerage Department, was removed from the Director’s post to be reassigned to the Ministry of Communications and Works.

Hon Vanterpool & Hypocrisy?

While many blasted Mr Vanterpool for the removal for alleged political reasons, Hon Vanterpool claimed that it was time for a new Director for the Department with engineering expertise when he addressed the issues while speaking to the media on September 13, 2016.

At the same time he was speaking with one side of his mouth Minister Vanterpool was renewing the contract for Jeffrey M. Skelton, a non- Engineer, to Head the Public Works Department.

Back on the job after 5 months

It was reported that Mrs Scatliffe-Leonard reported to work at the Baughers Bay, Tortola Headquarters today February 6, 2017. She will take over from Michael E. Davis, who was announced as the interim head of the Department.

It’s also our understanding that Mr Davis will be the Deputy responsible for water services and Mr Bernard Grant will be responsible for sewerage. Both are trained and qualified engineers.

With some 29 years of service in Government, Mrs Scatliffe-Leonard worked her way up through the ranks and also served as a Human Resources Manager in the Ministry of Communications and Works.

    Is this a pappy show, dolly house or a circus ? Was not Mrs Leonard removed to be replaced with an engineer? What happened to the engineer? Did Mrs. Leonard attain an engineering degree while at home? Was Mrs. Leonard remove in the first place for political and social status reasons? What is the real story here? Is Mrs. Leonard indispensable? Did the MCW made the decision to reinstate Mrs Leonard or he was forced to? Does this say that the MCW does not know pullet from fowl in regards to leading and managing the MCW? When will Guy Hill return as Chief Immigration Officer? Was Guy remove because he was not a wet noodle and he from up street? When will Anna Rabsatt be returned as Accomtant General? When will Jeffrey be replaced at Public Works? Should not PWD have an engineer leading it? Is Jeffrey there because he is a wet noodle and politically connected? Where is Dr. Glasgow? Is the BVI truly dangling off the cliff?

    But she was the one having people cut off for not paying just the meter bill when no bills were issued, and still barely are.

      So if no bills are issued, take an old bill, go into Water and Sewerage and the staff will let you know what's owed. IT'S THAT EASY.

      Stop finding LAME excuses for not paying your bill. I do it all the time, and my water is never disconnected.

      There are people responsible for different areas at the Department. I can tell you if you were cut off for meter rent alone she would be the first one to resolve it. Some of those employees in there need to do better.

        I agree, it was very surprising that the street water has been on in huntum's ghut for a while, now all of a sudden they turning off the water in the nights. SMH that muppet mouth needs to do better and get off FB and do the government work!

      Disconnected for meter rent mean that the system add your meter rent to the cut off amount. That is almost 7 months of free water with meter rent only if there was not a glitch in the system.

    Maybe she was brought back to try and collect the revenues that are outstanding for the past five months of her been home. When she went there first, she embarked on a disconnection rampage that had consumers without water for times. And it was done without the consideration of some people situation. Hope that she would have learnt something from been sent home for that five months. No one are indispensable.

    i have known mrs scatliffe-leonard for year from since i was a messenger at mcw she is a good person whatever took place under her hand while she was there was probably the minister directives but we the common man wouldn't know that.as i said it before the government we have is confused and foolish#confoolish
