ROAD TOWN, Tortola, VI – A streamlining of the way Government Members of the House of Assembly (HoA) answer questions may be on the way, following accusations from Hon Melvin M. Turnbull (R2) that government Ministers are evading answering specific questions about their Ministries when asked.

Hon Turnbull was at the time speaking at the Fifth Sitting of the Second Session of the Fourth House of Assembly on February 25, 2020, when he expressed dissatisfaction with the answer to a question by Minister for Health and Social Development, Hon Carvin Malone (AL).

Answers ‘muddied with nonsense’ – Hon Turnbull

“Mr Speaker, I understand what the Minister is saying or trying to say and then it gets muddied with other nonsense if you ask me,” Hon Turnbull said.

Similar sentiments were echoed by Hon Julian Fraser RA (R3) who noted that the trend of answering questions in essay form, was started under the previous National Democratic Party (NDP) Government and questions are specific for information gathering.

“The people who are preparing the answering to these questions need to be taught the proper way to answer the questions, a question is asked in six parts, or four parts or three parts for a specific reason… when you’re going to answer part A with all the answers for B, C and D, it loses the effectiveness of the question and answering period,” Hon Fraser said.

He said if the Government does not want to participate in information gathering, the section of the HoA will be lost; however, Premier Andrew A. Fahie (R1) noted that his government has been forthcoming with information.

“I’m not going to sit down here and let that casual statement that the government doesn’t want to participate in this,” Hon Fahie said noting that his government has been providing information and promising to bring more when necessary.

The Virgin Islands Party (VIP) Government's style of providing large amounts of information on various issues in the HoA via statements and answers to questions is in stark contrast to that of the previous National Democratic Party (NDP) Government, who often blatantly refused to answer questions or provided misinformation.

According to the Speaker, Hon Julian Willock, the House will now be looking into having a streamlined approach towards answering questions at the next sitting, in order to follow the line items as indicated on the HoA Order Paper.

    The Opposition is overreaching here. It need some to find a more substantive issue to complain about. If it is not getting answers to questions that is a legit issue. For the most part (national security issues....etc), government should act in a transparent manner. Nonetheless, you cannot tell a legislator how to answer a question. Every member may have a different style in answering questions. Some answer in bulletized format and others may be long-winded. So the Speaker is going to provide guidance on how to answer a question; is it he does not have enough to do. With all issues the BVI has, legislators are waxing about style of answering questions. They need to focused on improving healthcare, growing improving and diversifying the economy, lowering the cost of living, protecting the environment, improving education, fixing the roads, breathing life into agriculture and fishery, improving telecommunications, providing a safe, reliable supply of quality water; improving collecting, conveying, treating and discharging sewage, reducing electricity blackout, improving electricity quality, improving air lift and ferry service.........etc.

    I understand the unstated reason for wanting to ask multiple parts to a question, and that in my opinion is political jockeying, but I lean more toward the government's approach to this in that, if I know what your follow up questions will be, I will give you all the information one time. Hon. Fraser said they don't want to participate in information gathering and I find that to be inaccurate because if all the answers as he said to parts B, C & D are given in the answer to A, that sounds like participation to me. What it isn't though, is playing the political game of cat and mouse of 'gotcha'. I will agree with what Hon Turnbull said though, the answers are given, but it gets muddy sometimes. So, give all the answers one time, but leave the unnecessary fluff off.
