‘No need for Police @ scene of minor accidents’ – CoP David Morris

ROAD TOWN, Tortola, VI – Commissioner of Police (CoP) David Morris said that there is no need for Police Officers to be present at accident scenes if those accidents are nothing more than ‘fender benders.’

Morris was speaking as a guest last Wednesday night September 3, 2014 of the Straight Talk radio talk show hosted by Donald E. De Castro on ZBVI 780 AM.

He said that in cases of such accidents, drivers merely need to exchange names and addresses and each other’s insurance details and the insurance companies will deal with the matter without the Police having to become involved.

“One of the things we are looking at is the amount of time people ring up the Police when there is an accident. Sometimes we go to accidents which we really don’t need to be there for. If people just exchange their names and addresses and their insurance details, they can just report it to their insurance companies where they have had a bumper to bumper accident and let them carry on. You don’t need the Police,” said Morris.

“I get a lot of complaints about congestion when you have those accidents, people stop in the middle of the road and traffic backs up, so we are starting to look at how we report accidents and what accidents we do report,” he said.

Host De Castro said that while he found it puzzling that people call the Police to every accident scene however minor, he understands that sometimes the insurance companies are reluctant to take action unless there is an accompanying Police report on the accident.

one of the questions in the driving test is - "In the event of an accident I shall - a. leave the vehicle where it is and inform the police as soon as possible b. move my vehicle immediately to the side of the road c. agree with the other person whether the police should be called or not".
Guess which is the correct answer...

Those people you are probably talking about are not Tolians. They are most likely people from other countries who never own a vehicle in their lives until they reach Tortola.

I have always said this. If there is no personal injury there should be no need to call the police. Considering they serve no real purpose anyway.

DeCastro is right for once. Unless you can provide the Insurance Companies with a Police report for an accident you are involved in, they refuse to settle the claims. I am still waiting for a police report from 4 Jan 2014; however I have resorted to fixing my own vehicle. I wonder if I can get my $20 back that I paid for this report.

I am not a law Student but I believe I read somewhere that when ever an accident occurred on a public road where damage or injuries are caused, apart from exchanging information, the drivers should report the matter to the nearest Police Station within 24 hours. Should these "bumper to bumper" collision still be reported to the Police even if no visit to the scene is not necessary? Sorry I may have missed something...Pls help me

this man is full of BS... sometimes you get into a minor accident with no damage to your vehicle. Just a scratch but the impact can have pysical body damages. Further Are you telling me if someone hits my vehicle that I should trust them that they will fix a minor damage or are you really saying I should fix it. Some of these people driving out there does not even have a drivers license. How would I know that? further more the insurance always need a police report. Get some traffic police Mr. Morris

Go and learn some proper grammar there is nothing as body damages, a body can be injured and further more damages is what you try to recover in a court of law

sometimes as minor as it may be it is a bit challenging dealing with the parties that are involved in the accident, hence the need for the Police presence. I do understand where Morris is coming from but the world is not the same. We are not loving to each other and these are economic times. if I run into someone, I may feel that person is wrong and though no damage may have been done...a simple scratch these days is a big deal.

Wouldn't the insurance company request a police report, if any expenditures are requested? Sometimes people say they are ok at accidents but later develop medical problems, especially in rear end collisions. How would your insurance company deal with this matter without a police report? I am just curious?

Police reports are only requested when doubts are involve. If you get into an accident and you go to your insurance and reported the matter and say to them you are fault they will honor the claim.

I see Morris' logic but common sense here is key. Where there is the slightest damage, I feel an accident should be reported for insurance purposes. Even in some cases a police report is necessary to submit to your place of employment. Additionally, there are many persons who refuse to admit that they are at fault in the simplest of accident and therefore law enforcement must get involved. I know that the police force's resources is stretched thin but they are there to enforce law and order even in matters of traffic accidents.
