ROAD TOWN, Tortola, VI – As the days count down to Friday January 1, 2016 commencement of the mandatory and controversial National Health Insurance (NHI), the rush was on today December 30, 2015 to get registered at the last minute, resulting in an extension in the registration period up to January 31, 2016.

The crowd was a large one when this news site visited the office of the Social Security Board/National Health Insurance in Road Town, the Virgin Islands’ Capital City on the main island of Tortola.

When this news site made inquiries of the staff on the ground, they informed us that they were using a ticketing system. One of the personnel on the ground explained that everyone who had collected a number for today would be attended to, no matter how long it took during the day.

“The numbers that we have issued, we have to clear them. Until we clear them we can’t leave,” the NHI staffer said.

He said, however, that those who were not able to collect numbers should go home and return as early as possible tomorrow December 31, 2015, New Year’s Eve.

“We have stopped issuing tickets for the day. It means if you don’t have a ticket you have to come back very early tomorrow,” said the man.

“But I hearing that three days now,” said a young man in the line. “Yes you hearing that three days but what time you come during the three days? You need to come early,” the NHI staff fired back.

'We can't stop until we're finished'

In addition, the NHI officer informed this news site that the registration period will continue beyond the December 31, 2015 deadline until January 31, 2016. “We have to continue. If we are not finished we can’t stop. So don’t worry about what will happen after tomorrow,” the NHI staffer assured.

When this news site approached Deputy Director of the Social Security Board with responsibility for the NHI, Roy N. Barry for a comment, he said that he could not comment on anything at the time.

This news site made attempts to get a comment from Manager of Beneficiary and Advisory Services in the NHI Division Kishma A. Baronville, however, these attempts were unsuccessful.

It was observed by this news site that many persons were unaware that the NHI had a website by which registration can also be done. In fact many persons did not even know there was a website in existence, let alone know the website’s address.

“I am trying to find out the site. If I find out what is the website I will do it online,” said a young woman in the crowd.

“I want to know about the [healthcare] providers because if the NHI is not providing many places [for healthcare] I don’t see why they want people to give up their private insurance,” said a woman in the line.

No proper system

One woman suggested that there should have been a system set up not unlike what took place prior to the national elections, with registration taking place district by district.

    Everyone wait until the last minute maybe they think government wasn't serious. They were district registration months ago no one showed up. I got my card a month ago..

    You would have thought that such a set of educated people would have organized this process much better than this crap. They're catering for the entire community and it's a pain. Even if you're registered online, you still have to go there for the card. People in the heat in an all day drama. It's the same whether you go early, midday or afternoon. No organization

    It seems like only Government employees and employers can register online. The forms available online cannot be completed online they are pdf.

      That's not true. Please find out your place of employment SSN and the correct way it is registered at Social Security and its smooth sailing from there. I've registered 15+ employees and their children with no problems. I must add that it would not be quite that easy if you are not computer savy.

    Evil people speak the truth. Government is more than generous. People were warned and told since in september of registration location and dates in their district. This is as result of disobedient people. Stop blaming the fn government.

    If nhi is mandatory then why isnt it part of legislation/law. The word mandatory dont mean shizzle to me if it isnt expressed in our legislation as a requirement

    Thank the lord I dont have to deal with that crowd see...I registered, took my picture and got me and my son's cards within 4 days..can't deal with the crowd and hot sun especially when being pregnant

    If this is how it starts JUST IMAGINE HOW IT ENDS (the entire process after registration, I wish the BVI luck). They still cannot get the spelling on their website correct. I had to contact them on the spelling of the word benefit and no it was not a typo as it was throughout the site.

    So registration has been extended! What about all the hoopla about persons not registering by Dec. 31? Will they not be able to receive benefits until March/April? Is NHI still effective from January 1st or now Feb 1st? So many questions, so few answers.

    Jesus feed multitude of people with bread and fish he could have been selfish and feed him and his desciples only but he knew that feeding all people is Goldy..Stop thinking of self. Anything that help all people is good.. Live for yourself you live in vain live for others you live again.. I'm glad that all people can get care. I lost my private insurance also but its not all about me.

    That's a very good question. Why doesn't Mr Barry make a press statement advising on the extension and what will happen to persons who register during the extension period. Will they still get benefits same time if they get sick next day as an example?

    That lady from Canada was so nice. She tell me she got there at about 6:20 in the morning. I seen her when I arrived at 7:30. She was soaking wet from standing in line in the rain and she was shivering but she was smiling. I got my number, waited for a couple of hours but the line weren’t moving at all. I turn around once and seen that she had got a dry erase board and like other people, I thought maybe she were working for NHI but she wasn’t. She went and bought that dry erase board at Bolos out of her own money. She called it her high tech messaging system.

    I went to come back at 3:30 and she were still holding her board and updating it every time the man come to call numbers. I ask her why she did it and she say she felt bad for people because everyone had to run from where they was to hear the numbers being called and it was too hot, they need to stay in the shade she said. She didn’t want nobody getting hurt with people pushing and shoving all the time trying to get close enough to hear the man.

    A simple thing like a dry erase board was all someone had to do to make that horrible experience better for everyone except she self. She was in the hot sun all day long. I saw she when she were leaving and she were still smiling. Nearly 10 hours in the sun and all she did was help us. She even give the erase board to the man at NHI. She were old too and people a lot younger were complaining from the heat. She didn’t complain, she were nice to everyone and help us all.

      The BVI has got to be one of the most disorganized and dysfunctional places I've ever come across. It's amazing to me that our society has not collapsed as yet.. Having said that, you all knew months ago when the deadline was. I went a few months ago and it was smooth sailing. Shame on you all.....

    Maybe some people couldn't register early because they were away or just opened their business, but this is expected that some people would not think about that because of their limited exposure to life experiences or maybe they just get off on being negative.

    When someone is disrespectful or mean to me I wonder about what they are experiencing in their lives that would make them react that way. I am slow to judge and quick to forgive.

    Thank God for that elderly lady helping out. Imagine all those people waiting and waiting and never knowing if their number is called. Imagine all those sun strike people demanding on the new NHI system before it even gets off the ground. That elderly lady should be given an award for saving the lives of all those citizens. Maybe she could come back and help the government again.

    I'm not a fan of NDP. But we can't blame them for this. Let's be fair. God is watching and listening and judging us. NDP did asked the people from around august September to get register and provided provided registration in each district. What more could they have done..I know NDP haters are natural haters and private insurance employees friends and family feel obliged to hate hate NHI..fairness and truth. We must practice. I lost my private insurance also. But I can't blame NDP for the large and disorganized crowd. The people have to place themselves. That's the truth.
