NHI not likely until 3rd Quarter of 2014 – Roy Barry

- says groundwork completed but implementation hinges on legislation being passed

ROAD TOWN, Tortola, VI – Deputy Director of the Social Security Board and the person with responsibility for the National Health Insurance (NHI) System, Mr Roy Barry, gave indications that the NHI is not likely to be implemented until the third quarter of 2014.

Speaking on the ‘Open Mic’ radio programme aired last evening, October 16, 2013 on ZRod FM, Barry said this was due to the absence of necessary legislation required to implement the NHI.

“I would say third quarter [of next year],” Barry said in response to a question posed by host, Julio Sam Henry.

“It can be sooner but that decision is not left up to me,” Barry said in reply to a caller querying the late start.

“Once the legislation is passed then the elected officials are going to decide exactly when they are going to start. The groundwork is already there, it’s just that the legislation is not passed so I have to give them time to get that done,” he added.

“The most I can say at this point is that we are moving towards having the amendment to the Social Security legislation sent to the House [of Assembly] for approval, once that’s enacted, then that’s the point in time when we can look at a start date,” Barry stated.

He related that a trend where eighty-two percent of persons avoid making payments to the Peebles Hospital is unsustainable and can possibly lead to some form of bankruptcy.

Barry also disclosed that it would take approximately four months to enrol the entire population into the NHI. “The plan is to collect contributions for three months before persons can access care. This will build the reserves and ensure that when persons access care we have monies to pay bills that will be coming in to our office. After that three-month period we should have enough money,” he added.

The team responsible for the NHI is also currently working on a website that will provide information for the general populace.

Employees with concerns about making payments on behalf of their workers to the National Health Insurance System while there is no work available for them also had these concerns eased by Barry.

“If you have your employees and for some reason… you no longer have work for your employees you won’t have to contribute any monies to National Health Insurance on behalf of your employees once they are unemployed,” Barry said.

    I love my current insurance I have choices and now am forced to have this NHI that i don't want because i have had way tooo many bad experiences in this Hospital in the BVI and will now have to restrict my choices........My employer isn't gonna continue paying for my current insurance when they are now being forced to pay for NHI of which none of their staffs including themselves want cause we don't use the hospital or clinics......I am now also being forced into a Financial situation because i know have to pay for NHI which i can't afford with my current bills at hand and still pay the deductable

      Have you guys considered our cancer patients who currently has insurance and seeks medical attention overseas? What now will happen to those patience can the BVI facilitate their needs in regards to therapy, medications etc with this new NHI? Have you considered the financial strain that has been withdrawn from these patience and their families due to having their private insurance? Yes, I understand the purpose of the having NHI and I agree that it is a good idea especially for persons who can not afford it.....but forcing to take 3.75% of all legal residence salary and 3.75% from their employer of their hard earn monies for something that they don't want and need because they have a private insurance is ridiculous. If you wanna say take $20.00-40 from employees and employers then fine probably the employers may still be able to afford to offer their staffs private insurance. The staffs will also still be able to afford to feed their kids and maintain their family......

    All you are hearing is "we are in discussions" with this and that provider, etc. nothing finalized yet they are full speed ahead putting the cart before the horse as usual.

    WHERE THERE IS NO VISION THE PEOPLE PERISH! I say this with no joke - the Government looks like they want to kill persons off with this shoddy insurance, not to mention the crime rate is likely to increase as people try to rub two pennies together to pay for this insurance. Remember people if your spouse is not working you have to pay FULL not half and your employer pay half but FULL!

    Time for these NDP stop being dictators. They plan to sink this country with greed. How many of them going to give up their their private insurance? Stop playing games with British Virgin Islanders lives.they know what they are planning cannot give the people decent health care. Their friends and associates will get care and then we will be told there is no money. Let us watch .

    I understand the concern for persons who solicit care outside of the Territory however all this talk about rise in crime because of 3.75% increasae is rediculous. In the BVI we enjoy a life with minimal taxes imposed by Government. We only pay 8% in taxes after $10,000. Where else in the world do you here of this? In most places Government taxes is well past 35% of your gross income. Not too long ago in the BVI we used to pay up to 20% in taxes, so if you add the 3.75% to the 8% we pay now, we will still be ahead of the game and well under 20% taxation. People yall need to stop being so capitalistic. We complain toooooooo much!!!!!!!!

      Have you forgotten that our minimum wage is below $5.00 and there are alot of people working for minimum wage. Have you forgotten the cost of living in the BVI is also high.....There are many persons making below 1000 a month and have to pay a 750 rent, 80 electricity and still feed and cloth their family when that additional expense for NHI comes out of their salary can those persons still maintain their family with that one job......the economy is already terrible persons are loosing their job each day so to say those persons can look for a second job will be ridiculous.....then if they are lucky to obtain a second job to maintain their family who will be home to ensure their kids are taken care of and not being a pain in society.....there are reasons to complain when persons are barely making enough and have to depend on paycheck to paycheck

    I have said before, the new hospital CANNOT function unless this NHI is put in place. What are the options; cancel the NHI and keep the building under lock and key or implement the NHI and let the chips fall where they may. Personally,I am of the view that the scheme is not sustainable and will collapse within five years unless the level of contribution is doubled. Needless to say, a number of insurance companies will be forced to down size if and or NHI is implemented.

    I think the insurance is very necessary because jobs are temporary unless we are self-employed (and even then). My concern is that it is too expensive. my current insurance, which allows me to seek medical attention where ever I decide, does not cost as much as the NHI proposed plan. We all know that the inflation trend will not allow for the premium to remain at its current proposed value, which means it is expected to increase and quite a lot more people may not be in a position to afford it in the long run, and we would be right back to where are now with Government having to foot the bills anyway. They could have started with, say 4% as opposed to 7%. Soon it will be 10%.
