ROAD TOWN, Tortola, VI – Chairman of the Virgin Islands Party (VIP) Honourable Julian Fraser RA (R3) has slammed the National Democratic Party (NDP) Government for continuing to misrepresent the facts as regards the Bi-Water contract signed by the previous administration.

Hon Fraser was speaking on Wednesday November 26, 2014 during the VIP’s radio programme ‘Let’s Talk’ aired on ZBVI 780 AM.

“This Government made sure that Bi-Water was blocked at every turn from being able to complete the construction of the facility and now after three years in office they are making an issue over how long to pay for the water with the ridiculous claim that it places a strain on their budget,” he said.

“I wonder what they plan on doing with this water if it is not going to be sold. And when it is sold isn’t the money going back into the Government treasury?” Hon Fraser asked.

“This is the impression that they are giving, that the water is going to be given away or is going to be dumped in the ocean somewhere,” he said.

“But they have to pay for it. It is nothing more than a cover for another campaign untruth where they told the people that if they were elected that Bi-Water will be history, that it will never happen, now it’s here,” he said.

“The NDP Government has failed to provide the BVI Electricity Corporation with the necessary resources to provide electricity to the plant after three years in office,” he said.

“The Virgin Islands Party somehow as bad as they said we were managing the finances was able to provide the BVI Electricity Corporation with $6 million to purchase a generator to supply electricity to that plant and other things,” said Hon Fraser.

“But the generator was never bought because of politics played by the same NDP. So how is it that the VIP was able to find $6 million to buy an engine and after three years the NDP can’t find money to buy an engine?” he asked.

“They are talking about having to pay for water whether you use it or not. First of all, that is true for all water contracts including the one signed with Ocean Conversion in 2010. But that is not the question. The question is why would you not use the water? The answer is the NDP failed to make the necessary arrangements to collect and distribute the water to consumers,” he said.

Further, he said the NDP Government failed to build water distribution networks in areas where people have been asking for water for years but were being told that there was no water. “I am talking about whole communities. It is total carelessness!” said Hon Fraser.

    So after firing all the people from their jobs and putting people out of work in addition to blocking the empowerment of individuals from claiming the resources that is due to them, the NDP administration believe that by spiting Bi water will force them to withdraw from their contract. Well I have news for Orlando and his so called intelligent team. At the end of the day the people of this territory will have to pay for the services and water so spiting us is not your solution.

    We will dethrone this government simply for not exercising good governance. A very nasty bunch of so called A-hole elitist that have no compassion for poor people.

    Mr: Fraser, your are 100% correct the water will be sold and the revenues generated from the sale of the water will help offset the $18M that is due to Biwater every year,the NDP should be ashamed of stating otherwise. The fact still remains that it was a bad deal, Biwater should not have been allowed in the BVI.

      You don't seem to know the benefits of us having Biwater here. What other company would give the government of the Virgjn islands their plant after 17 years? What other company would give the government of the Virgjn islands Two free sewerage treatment plants to treat sewerage ii east end and long look & metropolitan road town? What other company would give the government of the Virgjn islands a free reservoir with 500,000 gallons capacity? Not to mention the superior quality of the water being produced. There are more but I'll stop here for now

        I am quite aware of benefits of having Biwater here, at this point we do not know if any other compamy would have done the same, was there a bid for these services by the past government ? The local companies involed in the water business could have entered into the same kind of agreement as was offered by Biwater, Biwater will make a profit from all of this and most of the profit will leave our shores. If this deal was offered to a local company $18M per year would staying in the BVI for the benefit of the entire BVI.

    Biwater is giving us 2 free sewage plants and 2 free reservoirs.....No other company in the past give us anything.

      Wake up my friend, in the corporate world there is nothing "free" you pay for it in one way or the other. Those 4 free items you mentioned will be paid for through your monthly water and sewage bills.

    BiWater came to the BVI on the verge of bankruptcy. They sold off many of their assets to pay their debts. Approximately a year ago it was reported that BiWater Got a loan from First Caribbean Bank. They were looking for water at paraquita bay and brandywine bay and could not find any dispite all their tests and drilling. After 4 years of looking for water and trying to get a loan they finally had to go directly out to the sea. Biwater is not giving us anything for free. they say they are spending 45 million dollars for a plant that Ocean Conversion was going to build for 27 million dollars. The price per gallon of water is no longer what it was stated to be in the contract, it will increase for everyone. they will make more than 160 million dollars over a 16 year period before the option to turn the plant over to us. No one blocked Biwater. They had no money and they could not find water.

    Wasnt it because a socalled local company refusing to handover the plant and holding the government at ransomed that Bi-water came on stream? That fish as he's called seem to think that we the people were not listening then but we know the full. Mr Fraser is correct in his assessment of the politics being waged by the PWD/NDP representatives.

    when the VIP tried to purchase a generator for 3 million and the NDP made noise. Now the NDP turned around and rent one (from one of their friends perhaps) and in the end we still have to purchase one for about 7 million. Now ayo do the maths !

    after he sign contract and no water.
    He is the only person in the Government talking about it, doesnt that tell him something.

    The NDP is beginning to mirror the very nasty republicans in the USA,it seems as if they are for a certain few and the rich only,and it seems they are going to out develop every body of the coast ,soon u'll be 3 yards away from the coast and you still cant see water,the NDP should be held accountable for treason.Will i be able to go to a beach or will it soon be reserved for tourists only????VIP was corrupt too but at least you was still getting some crumbs out of them.

And since they have so much money and high friends $5,000 and up is what we want and a contract signed for a yearly allowance of this amount too since they 'flush with money to campaign'. No matter the side, take it all and then vote for our country.
