Murder accused Andraes Norford extradited from St Kitts

ROAD TOWN, Tortola, VI – Police have today November 23, 2015 confirmed that officers of the Royal Virgin Islands Police Force (RVIPF) Major Crime Team escorted murder suspect, Andraes Nolford, 24, back to the Virgin Islands where he was officially charged for the death of Cornel Melbourne Francis.

In a press release, Police said that after a lengthy extradition process, “Police returned from St. Kitts this morning with the suspect in hand. He appeared in Magistrate’s Court this afternoon and was remanded.”

Norford, 24, who resided in Josiah’s Bay when he lived in Tortola, had been living in St. Kitts for the past two years.

Acting Commissioner of Police Alwin James noted that bringing justice for victims in unsolved murders in the Territory is still high on the list of priorities, the release said.

“Many of these matters are painstakingly lengthy to investigate. However, the officers diligently sought the persons responsible for [Cornel] Melbourne Francis’ murder and were steadfast until they made their arrest. I highly commend their efforts,” he said.

Cornel Melbourne Francis was shot and fatally wounded near the Stickett in Long Look on May 9, 2013.

Kavarne Richards, who had been charged with the murder of Cornel Melbourne Francis, was freed on July 16, 2015 following the court’s upholding of a no-case submission.

Richards and another accused Jefferson Joseph had appeared before Magistrate Ayana Baptiste-DaBreo.

The Royal Virgin Islands Police Force had confirmed in a press release on October 10, 2014 that two men Kavarne Richards, then 28 and Andraes Norford, then 23, were arrested in relation of the murder of Cornel Melbourne Francis.
