More motor scooter riders ‘becoming regularised’- Hon Rymer

There has been an increase in persons become ‘regularised’ as motor scooter riders, according to Minister for Transportation, Works and Utilities, Hon Kye M. Rymer (R5), who said this is as a result of a campaign by the Department of Motor Vehicles (DMV).

DUFF’S BOTTOM, Tortola, VI- There has been an increase in persons become ‘regularised’ as motor scooter riders, according to Minister for Transportation, Works and Utilities, Hon Kye M. Rymer (R5), who said this is as a result of a campaign by the Department of Motor Vehicles (DMV).

According to the Minister, the increase may be small but it is a good start as efforts will continue to bring motor scooter riders in line with the law.

Moving mountains by carrying small stones!

“The famous writer once said ‘the man who moves a mountain begins by carrying away small stones” and mister speaker though the numbers are small I am happy to report that since the implementation of the second restriction, 5:00 am to 5:00 pm, on 26th June 2020 the Department has seen an increase in persons becoming regularised,” Hon Rymer said during the Twelfth Sitting of the Second Session of the Fourth House of Assembly (HoA) on Friday, July 10, 2020.

He said thirty-three persons visited the department, and of that thirty-three, seven persons obtained new scooter/motorcycle licenses, eight persons upgraded their licenses to include the “M” class, and eighteen licensed their motorcycle.

On the sister island of Virgin Gorda, Hon Rymer continued, four persons completed the motorcycle test and were successful.

Grand Motorcycle Licensing & Registration Drive

The Transportation Minister said the Department of Motor Vehicles continues to reach out to riders as they take the office outdoors on July 25 – 26, 2020,  for “A Grand Motorcycle Licensing and Registration Drive” at the Lloyd Road behind the Honourable Ralph T. O’Neal Administration Building, starting at 10:00 am.

“Mister Speaker, while we know that motorcycles are an efficient mode of transportation we want motorists to ensure that they operate within the confinement of the laws so therefore I encourage riders to “Get right, Get legal and Ride safe,” Hon Rymer said.

Meanwhile, the extended ban on motor scooters, motorbikes and 3-wheeled vehicles in the Territory, comes to an end on July 16, 2020.

    That restriction don’t need to be lifted as yet ... you know how comfortable it’s to get a good sleep without those noisy bikers making noise in the the place. Give them a little longer please Hon Rhymer

    As for as I can see no one can get them scooter riders handle just today I was coming from town one of them on one wheel with the scooter in the air what a thing

    Not even police officer paying attention to then in the heart of road town is the same thing don't talk about out skirt there is where thay profarmencs send help

    Is it not in fact the law that all riders must posses a motorcycle license? Do they not also need to have a current registration sticker affixed to their plate? And lastly is it not the law that insurance must be carried? Would this whole scooter problem still be an issue if these three laws were simply enforced? Note the noise issue would be rectified by the registration requirement which calls for an inspection. Any deficiencies result in no sticker being given and now were back to.... you guessed it ENFORCEMENT OF BASIC LAWS

    Good Sir but what is being done to change the attitude of these riders? What about legislations to prevent them to change the exhaust of these scooters which created that annoying noise?

      @ Priest. Agreed with you. A scooter on its own has never been the problem. It is an enjoyable and quick way to traverse traffic. The issue is the person who rides it. I believe when the Minister is quoted as saying that "More riders are being Regularized" he meant that more persons are now having their scooters registered, inspected and Insured and that they are now getting the appropriate licenses to operate these type of vehicles. So what this means now is that once this is done these riders are legally authorized to use his "ride" on any public road like any other vehicle. I will not try to smother or copy what you mentioned just to reinforce it. Has anything been done to change the attitude of these riders? The matter of the exhaust was raised where persons are changing the manufactured manifold (or what ever they are doing) to create a louder and more annoying sound from the muffler. As was also mentioned by Priest, Is there any legislation that would prevent a person from doing that? Is this check when the scooter is being inspected at the DMV? On the matter of Insurance before a policy is issued I hope that as part of the policy the insured is required to at least wear a helmet to be able to be compensated in the event of an accident.
