The 2007 Constitution Order, in its excellent and well-articulated preamble on page 5, states that “the people of the territory of the Virgin Islands have over centuries evolved with a distinct cultural identity which is the essence of a Virgin Islander” (as defined in the 2007 Constitution Order). It goes on to say that “that the people of the Virgin Islands have expressed a desire for their Constitution to reflect who they are as a people and a country”.
