ROAD TOWN, Tortola, VI – Scores of residents of the Virgin Islands (VI) on Friday, June 8, 2018, protested perceived wrongdoings perpetuated against the people of the VI, by the ruling National Democratic Party (NDP) government.

The Peoples’ March culminated with Virgin Islanders submitting a petition to government, listing over 70 grievances for which they have demanded answers.

Below is a copy of the Letter submitted to government and accepted by the then, acting Premier, Dr the Honourable Kedrick D. Pickering (R7):

Attention: Acting Premier

Government of the British Virgin Islands:

We the people of these beloved Virgin Islands stand before you today, united in our cause and cry for good governance, better leadership, full accountability and transparency. Below is the list of concerns that we the residents and citizens of this Country are presenting to you for answers/Clarity (information that we are entitled to). As you will realize, these are all existing concerns and 'WE' the People of this Territory have the right to accurate answers! We are hoping that from this day forward the People of this Territory will never have to repeat these steps again, in order to access public information.

Our list of grievances are as follows:

MATTERS REQUIRING FINANCIAL ACCOUNTABILITY & FULL DISCLOSURE

  • All OVERDUE Annual Financial Statements 
  • Gross violations of the Protocol for effective Financial Management 
  • Accounting and Listing of All Major Contracts from 2011 to Present 
  • The unaccounted $7.2million dollars invested in BVI Airways 
  • The overspending on the $1million plus dollars wall at The Elmore Stoutt High School 
  • The secret correspondence letter with FCO 
  • The details of the UK Loan guarantee 
  • Full Accounting for the Brandywine Beach Project - Costs and Plans 
  • Why is the funding for the TB Lettsome Airport expansion coming from the recovery funds, why is it a priority concern at this time? (why weren't the people informed of the intent to resume this development) 
  • Full Accounting for The Cruise Pier Project's & the exuberant $40million dollar overspending, as reported 
  • Full Report on All Awarded Contracts and Expenditures under the BVI Sewerage Programme over the years (2011 to present) 
  • Funds that were illegally transferred/redirected from the BVI Sewerage Programme to the Pier Park Project without being deposited in the treasury - 8 million dollars 
  • Disclosure of All Consultancy fees & Contracts Signed From 2011 to present 
  • Full Disclosure on the Names of the Recovery Committee and how they were selected 
  • Full Disclosure of Hurricane Disaster Relief Pledge Funds and Donations from different countries and US Charitable Organizations 
  • Full disclosure of All monies spent on the Vocational School Renovations and the Annual Rental Arrangements 
  • Full Disclosure of the Funds that were spent on the renovations of the Clarence Thomas Pasea Estate Building for the purpose of accommodating of THE LIBRARY and the monthly expenditure for housing the High School Students 
  • Full Disclosure of ALL Funds that were expended for the post Irma and Maria Redevelopment Activities to date 
  • What is the status/balance of the Reserved Funds? 
  • FIFA Investment (Present status and Government’s contributions to date) 

 

Domestic Issues and Concerns 

  • Ministers conducting business with Government without approval of HOA 
  • Food Security – Agriculture and Fisheries 
  • We need to know the Governments position on the increase in Crimes – What is being done about it? 
  • Status of Housing for the homeless (including those misplaced since Hurricanes Irma and Maria) 
  • Proposed Increase in house and land taxes 
  • Proposed Increase in Employee taxes 
  • Status of planned Elderly Home at Spooners Estate 
  • Accountability for Roads, Drainage & Infrastructure work done over the years 2011-present - monies expended over the years and no value for money 
  • Neglect of our Sister islands - the need for Proper Medical facilities, Fire stations, schools, etc 
  • Virgin Gorda – Update on Hospital, Banks, Schools & Other Issues 
  • Full disclosure of works/contracts done at the Prison (2011 to present) 
  • Improved Living Conditions for Prison Inmates 
  • We need a local Superintendent of Prison as they would better serve the Community's interest 
  • We need a half-way house and work programme attached to effectively transition inmates back into our community 
  • The Displacement of inmates after Hurricanes Irma and Maria (Basic Human Rights) 
  • The need for a local Superintendent of Prison 
  • Parole Board at The HM Prison – needs to be fully functional 
  • More Effective Management of Tortola Pier Park 
  • The Road Town jetty is poorly constructed and needs urgent attention 
  • Civil Servants Victimization (Human rights) 
  • Hospital - Questionable Service, Staffing & Procedural Practices 
  • Current Status of West End Port of Entry 
  • Border Control & Protection Enforcement 
  • Restoration of Historical Sites 
  • Traffic concerns – Congestion, Overcrowding, Public Transportation 
  • Wildfire In West End ( Health Hazard ) 
  • Financial Services – Public disclosure and accountability 
  • The Drastic increase in Work Permit Fees 
  • Overdue Employee Increments (Civil Servants) 
  • Safer and Healthier Working Environments 
  • Realistic NHI Policies

 Reform and better laws 

  • Freedom of speak – freedom of expression (Human Rights)  
  • Freedom of Religion 
  • Repeal the Gay Marriage Act in the BVI – As we are a God-Fearing People 
  • Proper disposal of Waste & Garbage 
  • Education Reform 
  • Child Support Law enactment 
  • Marijuana Legalization 
  • Consumer Protection/Price Control Legislation - Higher cost of living; increase costs for food and goods 
  • Protection for Landlords and Tenants Laws needed 
  • Insurance Protection for Home Owners and Businesses 
  • Immigration Laws - Enforcement 
  • Laws for Good Governance 
  • Recreational Gambling Policies and Laws 
  • Small Business Protection 
  • More Realistic Minimum Wage 

We "The People" of the Virgin Islands demand immediate accountability in the form of public documentation - clarifying All Negotiations and Stipulations along with full Financial Disclosure. The answers which cannot be provided forthwith, a period of 30 days will be given. after which time, you are expected to make clear and concise all listed matters to the public of the Virgin Islands. Please note that upon our 30-day deadline, failure to comply with our requests will leave us with no other choice than to immediately request a Commission of Inquiry into the unresolved matters.

    I am so proud of all that are taking this step. Just don't be surprized when the requests fall on deaf ears. They have no explanation that can be given to the people.
    The money for the planes is gone, the company hired to build the airport expansion is banned from bidding on jobs in 4 countries due to bribery and collusion!. The government does not want us to know these facts.
    These are the groups that the NDP is dealing with!

    My goodness, a laundry list of seemingly insurmountable issues!

    Which "P", if any can solve any of 'em? Or should a new crop of men and women. galvanize themselves for the challenge at hand?

    Even with this long list, where is the grant money that is supposed to help us get our roofs back on before disasters strike again? People were promised help and nothing yet. What is going on??? Please release the funds!!! We submitted all of the paper work that was asked o
