'Let some asphalt & concrete leak over to 2nd District'- Hon Turnbull to Hon Rymer

ROAD TOWN, Tortola, VI - Second District Representative in the Virgin Islands (VI) House of Assembly (HoA), Hon Melvin M. Turnbull aka 'Mitch' says potholes in the VI highlights a growing need to have a holistic approach to the management of the Territory's road network.

These calls were made at the December 13, 2019, budget debates during the continuation of the Second Sitting of the Second Session of the Fourth House of Assembly (HoA) where Minister for Transportation, Works and Utilities, Hon Kye M. Rymer (R5) came in for high praises over ongoing works in the Fifth District. 

"I see you are doing some good works up in the Fifth, and you have the right to because that is your District. But I want you [to] know that the Second and the Fifth are joint," he said. 

Fix entire road network - 'Mitch'  

Mitch continued, "So when you send concrete and asphalt to the Fifth, I encourage you to let some leak over the Brewers Bay and come over to Great Mountain and those areas," he said.

According to the Second District Representative, the roadways in several key areas are especially important, since they are tourism-based communities.  

'It's good to have potholes here & there, but we have to ensure that holistically... not patch here, patch there... there is an approach to address the road infrastructure within this Territory", Hon Turnbull said.

    Mitch my brother when you were campaigning you had Ashley in your left palm and Ronnie in your right. You didn't use your resources wisely to assist in paving roads in your district. Now you want to put a gun to incumbent government head for concrete and ashphalt to leak over in your district. In life you use what you have to get what you need, instead you were chasing behind wild birds in the bush and end up empty handed. You had the concrete and ashphalt men in the palm of your hands. When you find an ass to ride, you ride it. A wise man once told me too long honest, too long poor.

      Are you an idiot?? So Mitch should have used his personal money on government roads? PWD is under the Ministry of Transport etc. and they issue the POs and Contracts, not Mitch! Let them get their act together for the entire country! These roads are in terrible shape and we are sick of driving on them. Shucks!

        Obviously you struggled with reading comprehension and context clues. No where in the post it said use personal funds. It clearly hinting that Ashley and Ronnie that have concrete and ashphalt plants hands could have been ringed to leak concrete and ashphalt where needed. A true leader will find means of getting the job done no matter the circumstances. He was used by the aforementioned names to form PVIM, why not used them for concrete and ashphalt. Now poor Mitch is left to swim in middle nowhere.

          Pure nonsense you are talking! Leaking concrete. They must be running Mom and Pop businesses? All the roads need fixing should concrete be leaked in all or just for the Districts that are being ignored!

    Concrete and asphalt need to trickle all over. Not just in the second. Hodges Creek (Junk Yard) ,long Swamp have some bad potholes by the apostolic faith church before the primary school and after Rite Breeze by Chalwell have some water filled craters. Poor vehicles, drivers and pedestrians in problems

    Public works need to have a pothole team. To patch here and there while they developed a more structured approach to improving the roads segment by segment and do not wait until a vehicle get stuck in a hole to patch it.
    Since the hurricane the usual segment of the road around the bluff was damaged, it is now over 6 inches deep and is now spreading right across the road and still no one look at it .

    The VI has approximately 70 miles of improved road network that is poorly designed, constructed and maintained, resulting in a short lifecycle and increased operational cost. BVI roads look like a quilt with all the patches and potholes. Potholes are not totally avoidable; they occur in Third World, as well as developed, countries. However, proper design, construction and maintenance can reduce them and and their adverse actions; poor drainage is a major factor in potholes occurring. When they occur, quick action should be taken to at least temporarily fill them. Even throw and go is better than the current practice. The VI has a small road network so PWD should know where every pothole is and take action to fix them. PWD needs to staff up several pothole crews. Sure that the Hon Turnbull didn't literally mean let a like concrete or asphalt bleed over into the 2nd District. What he was advocating for was the 2nd getting it's commensurate share of scarce resources. In fact every District, including sister islands, should get it's commensurate share of resources. The Premier must ensure this happens; ministries are not governments within a government. To ensure that each district gets itsfair share of resources is to develop and implement a road network management plan.
